Qingdao Everbright Jianfa Environmental protection energy Co.Ltd. (Jiaozhou Circular Economy Industrial Park) commenced operations on December 22, 2023, with a total investment of RMB 867 million. It is a comprehensive circular economy industrial park integrating the co-processing of municipal solid waste, kitchen waste, and sewage sludge. The park has established an innovative three-tier recycling model encompassing "plant-level micro-circulation, park-level meso-circulation, and society-level macro-circulation," supported by full supporting facilities including a leachate treatment station, a bottom ash comprehensive utilization plant, and a fly ash landfill site, achieving harmless, volume-reduced, and resource-oriented waste disposal. The park also serves as an environmental science education base, recognized as the "Jiaozhou Ecological Environment Judicial Protection Education Base." It regularly opens its environmental facilities to the public, practices ESG principles, and contributes to the city's zero-waste city initiative and regional green low-carbon development.

Project Overview

Current Situation:​ In conventional municipal solid waste management, different types of waste typically require separate treatment facilities, resulting in large land consumption, heavy fiscal burdens on local governments, and limited targeted resource recovery. Cross-sector and cross-regional transportation of waste increases environmental risks due to lack of resource synergy. Stand-alone incineration plants focus primarily on production functions with insufficient environmental education facilities, leading to public misperception and NIMBY sentiment, and lacking systematic green behavior guidance mechanisms for the public.

Root Cause Analysis:​ Separate construction of end-of-pipe treatment facilities for different waste streams leads to overlapping functions, high energy costs, and increased difficulty in environmental governance, while failing to adequately integrate park-level circular synergy and public education functions.

Improvement Objectives:​ The Jiaozhou project aims to build a circular economy industrial park for the intensive co-processing of multiple waste streams (municipal solid waste, kitchen waste, and sewage sludge), creating a closed-loop waste disposal system from city to park with no off-site transportation. It seeks to unlock energy cascade utilization potential, optimize overall energy consumption, transform the industrial park into a multi-functional green space, upgrade science education platforms, institutionalize regular public access to environmental facilities, and establish a replicable green operation model for eco-industrial parks.

问题现状:传统城市固废处置模式中,多种废弃物处置大多需要分别独立建厂处理,土地占用大、地方财政负担重更无法做到针对性的资源化利用;在传统处置模式下,各类废弃物需要跨行业、跨区域转运,缺少资源协同,环境管控风险更高;单一的生活垃圾焚烧厂多以生产功能为主,环境科普配套不足,社会公众对固废处置设施存在认知偏差,易产生邻避情绪,缺乏面向公众的系统化绿色行为引导机制。

原因分析:不同种类的固废末端处置设施需要分别建设、按需配套,造成设施功能重叠,能耗成本高,环境治理难度大,对园区协同循环、公众宣教功能兼顾不足。

改进目标:光大环境胶州项目打造多种(生活垃圾、餐厨垃圾、市政污泥)固废集约协同处置的循环经济产业园,实现从城市到园区的废弃物处置闭环,不再外运出厂;并挖掘园区能源梯级利用潜力,优化综合能耗水平;推动工业产业园向复合型绿色空间转型,升级科普宣教载体,落实环保设施常态化开放,形成可复制的静脉产业园绿色运维实践模式。

 

Project Implementation

To achieve the goal of intensive multi-waste co-processing, the park simultaneously developed end-of-pipe facilities including a leachate treatment station, a bottom ash comprehensive utilization plant, and a fly ash landfill site, with the company leading the overall planning and construction. Leveraging the integrated layout advantage, material flows across treatment units were streamlined, eliminating redundant infrastructure investments required by separate plants and alleviating local land and fiscal pressures. Concurrently, spatial quality improvement initiatives were implemented, including landscape greening, water-feature gardens, leisure pathways, and a science education exhibition hall, upgrading the industrial site into a multi-functional space combining ecological buffering and environmental education.

To address energy-saving and carbon-reduction needs arising from multi-waste co-processing, the company deployed a park-level digital control platform that centrally collects energy and material consumption data from each treatment unit, enabling decentralized control with centralized management for energy cascade allocation. A comprehensive online monitoring and refined management system was established. In collaboration with research institutes, the company advanced the implementation of energy-efficiency demonstration projects, progressively deploying technologies such as flue gas waste heat recovery, high-efficiency flue gas treatment, and wastewater resource recovery. The park operationalized the three-tier circular model, establishing material and energy cascade flows across units — exporting green electricity, heat, and recycled building materials externally while coordinating internal water, power, heat, and exhaust gas reuse. Throughout implementation, the company balanced production safety, technological R&D, and public science education to ensure long-term stable operation.

To overcome public perception barriers and maximize the role of the education base, the park leveraged the Jiaozhou Ecological Environment Judicial Protection Education Base to institutionalize public access to environmental facilities. Standardized safe visiting routes were planned, with reservation-based tours for students, community groups, and residents. Thematic events such as World Environment Day (June 5) and National Science Popularization Day were utilized for study tours and environmental lectures, providing immersive environmental education. Internal staff received dedicated training on energy conservation and carbon reduction, promoting green office practices. By partnering with schools, judicial authorities, communities, and international environmental organizations, the park expanded the reach of environmental education, guiding diverse space users to develop ecological awareness and translate it into green low-carbon actions.

围绕多种废弃物集约处置的建设目标,园区同步配套渗滤液处理站、炉渣综合利用厂、飞灰填埋场等末端设施,由企业牵头完成整体规划建设。依托产业园一体化布局优势,打通各处置单元物料链路,省去多个独立厂区的重复基建投入,缓解地方土地及财政压力。同时开展产业园空间品质提升,实施景观绿化改造,打造水景园林、休闲步道,建设科普宣教展厅,把工业生产载体升级为兼具生态缓冲、环境教育功能的复合型空间。

针对产业园多种废弃物处置协同下的节能降碳需求,公司搭建园区级数字化管控平台,统一采集各处置单元能耗、物耗数据,实现分散控制、集中管理的能源梯级调配,搭建了完善的在线监测精细化管理系统;并联合研究院进一步推进节能增效样板间建设落地,逐步实施烟气余热利用、高效烟气治理、废水资源化等技术研究与改造。园区落地三级循环运维理念,打通厂区物料能源梯级流转,向外输出绿色电力、热力、再生建材,向内协同水、电、热和废气自用。实施过程中统筹安全生产、技改研发、科普开放等工作,平衡生产运营与公共服务功能,保障项目长期稳定运行。

为破解公众认知壁垒,充分发挥宣教基地作用,园区依托胶州市生态环境司法保护宣教基地为载体,落实环保设施向公众开放。规划标准化安全参观路线,面向学生、社会团体、社区居民实行预约参观;结合“六五环境日”、“全国科普日”等主题日开展研学与环保宣讲,面向社会公众开展沉浸式环保科普;并对内部员工开展节能降碳专题培训,倡导绿色办公;联动学校、司法机构、社区、国外环保团体等拓宽环境教育覆盖面,引导各类空间使用者树立生态认知,转化为绿色低碳行动。

 

Project Outcome

The park has broken away from the traditional "one facility per waste type" approach, innovatively achieving intensive co-processing of multiple urban waste streams within a single site, significantly saving land resources, reducing redundant utility investments, and effectively lowering local fiscal burdens. Leveraging the integrated park layout, energy cascade allocation and shared utilities across treatment units have been realized, optimizing overall energy consumption.

In terms of safety management, the park strictly implements a full-process safety management system with zero safety accidents during operation, ensuring stable and continuous operations through efficient management. A complete closed-loop waste resource recovery system has been established, achieving zero wastewater discharge, full bottom ash resource utilization, and on-site disposal of all secondary wastes.

Regarding spatial value, the park has transformed a traditional waste treatment site into a green education space, establishing dual green behavior guidance mechanisms for both the public and employees. The regular open-access reservation mechanism has effectively mitigated NIMBY concerns, delivering environmental education to the public while fostering a green office and energy-saving culture internally.

In terms of model innovation, the park has pioneered a cross-sector integration model combining "multi-waste intensive co-processing + energy synergy + environmental education + low-carbon iteration." A long-term mechanism covering park operation, public access, and technology iteration has been established, which can be replicated based on existing park infrastructure, offering a new practical paradigm for similar urban waste comprehensive treatment projects in China.

In terms of ecological space, the park has completed landscape greening, a science education exhibition hall, and full end-of-pipe treatment facilities, effectively utilizing the park to create modular functional zones, achieving efficient intra-park synergy and forming a complete waste closed-loop system.

园区打破固废处置“一品类一工厂”的传统建设路径,创新实现多类城市固废同园集约协同处置,显著节约土地资源,减少重复公用工程投资,有效降低地方财政负担。并依托产业园一体化协同优势,实现各处置单元能源梯级调配与公用设施共享,综合能耗得到了完整优化。

在安全生产管控方面,园区严格落实全流程安全管理体系,生产运行期间未发生安全生产责任事故,通过高效管理实现公司安全稳定连续运营。同步构建完整的废弃物资源化闭环处置体系,做到污水零外排,炉渣资源化利用,各类次生废弃物园区内部消纳处置。

在空间价值方面,园区实现传统废物物处理场地向绿色教育空间转型,构建公众+职工双重绿色行为引导机制。常态化预约开放机制有效消解社会邻避顾虑,既对外输出环境科普,也在企业内部培育绿色办公、节能降耗的工作氛围。

在模式创新方面,探索“多固废集约处置+能源协同+环境科普+低碳迭代”的静脉产业园跨界融合模式。项目已经形成园区运维、公众开放、技术迭代的长效运行机制,可依托现有产业园硬件即可复制推广,为国内同类城市固废综合处置项目提供全新实践样本。

在生态空间方面,园区完成景观绿化、科普展厅及全套末端处置设施建设,有效利用园区打造模块化的各类功能区域,完成园区内的高效协同,构建完整固废闭环。

 

Project Highlights

Ecological and Environmental Benefits (Scope: Normal annual operation):​ The park co-processes approximately 540,000 tonnes of various wastes annually, including municipal solid waste, kitchen waste, and sewage sludge, with all secondary wastes treated within the park without off-site transportation. It supplies 220 GWh of green electricity and 350,000 GJ of heat annually, equivalent to saving 88,000 tonnes of standard coal and reducing CO₂ emissions by nearly 170,000 tonnes. The park achieves zero wastewater discharge, full bottom ash resource recovery for recycled building materials, and flue gas emissions superior to national standards.

Social Impact:​ Leveraging the environmental facility open-access platform, the park creates real-scenario environmental education classrooms, conducts science outreach, and mitigates NIMBY perceptions. By collaborating with schools, judicial authorities, and communities for diversified environmental education, it guides the public toward green low-carbon behaviors. The intensive co-processing and green space transformation model explored by the project provides a practical reference for domestic waste-to-energy industrial park construction and public engagement, serving as an industry benchmark.
