It is the first state-owned holding, city-level carbon inclusion construction and operation enterprise in Fujian Province, responsible for the full-process operation of the Xiamen Carbon Inclusion Platform. The company handles low-carbon scenario expansion, emission reduction accounting coordination, incentive ecosystem building, and public awareness and promotion. The Xiamen Municipal Ecology and Environment Bureau serves as the competent industry authority, overseeing policy formulation, accounting standard review and approval, and full-process supervision. Project Overview

1. Current Challenges:

In the construction and pilot operation of carbon inclusion platforms, cities across China mostly face issues regarding the standardization, convenience, and coverage of emission reduction data collection and measurement at the residential level. These problems have affected the public's enthusiasm for participation. At the same time, the types of goods and services available for redemption through emission reduction actions are limited, and their economic value is relatively low. This lack of appeal makes it difficult to sustain long-term public engagement.

2. Root Cause Analysis:

There are three core pain points: First, there is a lack of a unified and authoritative accounting basis for emission reductions, leading to public doubts about the credibility of the reduction data. Second, data is scattered among different operators, and a cross-departmental data-sharing mechanism has not been established. Third, there is a lack of a multi-tiered and sustainable incentive mechanism.

3. Improvement Objectives:

Under the overall coordination of the Xiamen Ecological Environment Bureau, the "Xiamen Carbon Inclusion" service platform was officially launched on April 22, 2026. The plan for 2026 is to pilot the platform in multiple scenarios, including green travel, waste sorting, and residential electricity consumption. It aims to take the lead in connecting relevant industry data nodes to achieve seamless measurement of emission reduction behaviors across all public travel scenarios. Furthermore, it explores the formation of a multi-tiered sustainable incentive mechanism. This includes securing funding for benefit redemptions through certified emission reduction trading, and reflecting individual carbon reduction contributions through carbon neutrality donations for events or institutions. By transforming public living spaces into measurable, incentivizable, and accessible venues for green behaviors, the platform aims to shift low-carbon living from "advocacy" to "daily routine."

问题现状：

国内城市在碳普惠平台建设和运营试点中大多面临着居民端减排数据采集计量的标准化、便利性和覆盖面等问题，影响了公众参与的积极性；同时减碳行为获得的权益兑换商品服务品类单一、经济价值不高，导致吸引力不足，难以激发公众长期参与热情。

原因分析：

核心痛点有三：一是缺乏统一、权威的减排量核算依据，市民对减排数据的公信力存疑；二是数据分散在不同运营主体之间，未形成跨部门的数据共享机制；三是没有形成多层次、可持续的激励机制。

改进目标：

在厦门市生态环境局统筹推动下，2026年4月22日正式上线“厦门碳普惠”服务平台，计划2026年在绿色出行、垃圾分类和居民用电多个场景展开试点，率先打通相关行业数据节点，实现公共出行全场景减排行为无感计量；并探索形成以核证减排量交易保障权益兑换资金来源、以活动或机构碳中和捐赠形式体现个人减碳贡献等多层次的可持续激励机制，将公共生活空间转化为可计量、可激励、可参与的绿色行为发生场，推动低碳生活从“倡导”走向“日常”。

Project Implementation

1. Preparation Phase (2025 – March 2026)

Under the coordination of the Xiamen Ecological Environment Bureau, the project defined the responsibilities of all parties, including the expert pool, the operating entity, the platform developer, and the trading institution. It completed the construction of the platform's underlying technical architecture and its adaptation to official accounting standards. Data interface specifications were finalized with Xiamen Bus Group, Xiamen Rail Group, the E-Card Company, Alipay, and others, establishing cross-departmental data flow channels to enable automatic push and reception of travel data. In parallel, the project streamlined the standard processes for methodology submission, emission reduction issuance, and trading, assisted relevant entities in completing the trading process, and built a pipeline of potential buyers to secure funds for benefit redemption. During the same period, core operational rules for benefit redemption and user services were designed, technical integration for dual-entry points via WeChat and Alipay was completed, and a professional operations and customer service team was formed, laying a solid foundation for the platform's launch and its subsequent integration into public living spaces.

2. Operation Phase (April 2026 – Present)

The "Xiamen Carbon Inclusion" Mini Program was officially launched on April 22, 2026. The initial rollout covered bus and walking scenarios, enabling seamless collection of travel data and automatic calculation of emission reductions. The subway scenario was launched on June 5, followed by the BRT scenario on July 10, achieving full coverage of all public travel scenarios and payment methods in Xiamen. In terms of benefit security, the project facilitated Xiamen Bus Group in completing the city's first certified emission reduction trade under the carbon inclusion mechanism. All proceeds were used to purchase benefit products to give back to the public. Simultaneously, an initial benefit pool was built, offering the first batch of redeemable benefits such as bus ride coupons and subway discount vouchers. To boost user engagement, benefit partnerships were expanded to 12 categories, covering high-frequency rewards like supermarket vouchers, Luckin Coffee coupons, and QQ Music memberships. A carbon neutrality donation channel for large-scale events was opened, supporting the Xiamen home games of the Fujian Minchao League to achieve carbon neutrality. Interactive activities such as low-carbon PK competitions and carbon Q&A sessions were also organized. Meanwhile, an institutional grouping feature was developed, allowing employees of public institutions to join their respective unit groups, view the organization's total emission reductions and internal rankings, thereby providing data support for organized mobilization.

3. Expansion Phase (Future Plans)

The project will continue to expand the accounting integration of daily life scenarios such as waste sorting and electricity saving, accelerate the promotion of certified emission reduction trading under the carbon inclusion mechanism, and enrich the benefit redemption ecosystem. The future focus will be on replicating and promoting the carbon inclusion model to public and community living spaces such as schools, hospitals, shopping malls, parks, and libraries. Through micro-upgrades of these spaces, including the construction of waste sorting stations, low-carbon science interactive installations, and green point redemption stations, environmental science and climate change education will be integrated into daily use scenarios in the form of signage guides. The normalized application of the institutional grouping feature will be deepened, exploring coverage for more enterprises and public institutions, promoting the extension of carbon inclusion from individual spontaneous participation to organized mobilization, and building a sustainable city-level, all-people low-carbon action system.

在厦门市生态环境局统筹下，项目明确专家库、运营主体、平台承建方及交易机构等各方职责，完成平台底层技术架构搭建与官方核算标准适配。与市公交集团、轨道集团、一卡通公司及支付宝等敲定数据对接细则，打通跨部门数据流转通道，实现出行数据自动推送与接收。同步梳理方法学申报、减排量签发及交易规范流程，协助相关主体走通交易环节并储备潜在买家，为权益兑换资金提供保障。同期完成权益兑换、用户服务等核心运营规则设计，微信与支付宝双入口技术对接，以及专业运营与客服团队组建，为平台上线及后续融入公共生活空间奠定坚实基础。

上线运营期（2026年4月至今）

平台于2026年4月22日正式上线“厦门碳普惠”小程序，首期开放公交、步行场景，实现出行数据无感采集与减排量自动核算。6月5日上线地铁场景，7月10日上线BRT场景，实现了厦门市公共出行全场景、全支付方式的覆盖。权益保障方面，促成市公交集团完成全市首笔碳普惠核证减排量交易，资金全部用于购买权益产品反哺公众，同步搭建初期权益池，上线公交乘车券、地铁立减金等首批兑换权益。为提升用户活跃度，拓展权益合作至12类，涵盖商超消费券、瑞幸咖啡代金券、QQ音乐会员等高频福利；开通大型活动碳中和捐赠通道，支撑“闽超”赛事厦门主场等实现碳中和；策划低碳PK赛、碳问答等互动活动。同时开发机构分组功能，支持公共机构员工加入所属单位分组，查看机构总减排量及内部排名，为组织化动员提供数据支撑。

扩展期（未来规划）

持续拓展垃圾分类、节约用电等生活场景的核算接入，加快推动碳普惠核证减排量交易，丰富权益兑换生态。未来重点将碳普惠模式复制推广至学校、医院、商场、公园绿地、图书馆等公共与社区生活空间，通过建设垃圾分类驿站、低碳科普互动装置，将生态环境科普与气候变化教育以标识导览等形式植入日常使用场景。深化机构分组功能的常态化应用，探索更多企事业单位的覆盖推广，推动碳普惠从个人自发参与向更广泛的组织化动员延伸，构建可持续的城市级全民低碳行动体系。

1. Multi-Scenario Coverage and Scientific Measurement

Adhering to the principle of "prioritizing high-frequency scenarios, highlighting unique features, and gradual expansion," a diverse scenario system has been established, covering green travel, waste sorting, green consumption, marine and agricultural sectors, etc. In the green travel scenario, a distinctive P+R (Park and Ride) methodology has been innovated to quantify the carbon reduction benefits of private car owners switching to public transport. For domestic waste sorting, multiple methodologies have been issued, including those for four-category sorting in residential communities, food waste, and low-value recyclables, driving the shift from "administrative promotion" to "value-driven" initiatives.

2. Zero-Threshold Participation and Fully Automated Accounting

During the pilot phase of the platform's public travel scenarios, data interfaces with transport operators—including bus, subway, transit card companies, and internet enterprises—were directly integrated. This eliminates the need for manual input or user operations; travel data from all payment methods is automatically linked, and emission reductions are calculated and issued automatically, truly achieving "zero-operation and seamless participation."

3. Instant Incentive Redemption and Dual-Driven Public Welfare

For public benefit, revenues from certified emission reduction transactions under the carbon inclusion system are used to build a public urban incentive fund, ensuring a stable source for rewards. This allows individuals to redeem their emission reductions for benefits such as ride vouchers and cash coupons, transforming green behaviors into economic value. For public welfare, the platform has opened carbon neutrality donation channels, achieving a unity of personal and social values. For governance, the platform provides an institutional grouping function, stimulating collective participation through honor-driven motivation.

4. Replicable Model and Scalable Standards

The project has established a long-term mechanism of "government setting standards, market-based operation, and public benefit." The mobilization system for public institution grouping enhances participation stickiness, and the establishment of a multi-level sustainable incentive mechanism has formed a positive feedback loop. Relying on standardized data interfaces and official methodologies, the project has a solid foundation for standardized output—its architectural design of "packaged solutions for local adaptation" can serve as a reference for other cities. On the premise of unified methodologies and adapted emission factors, it can quickly connect with other cities' data systems and internet portals, demonstrating strong cross-regional promotion potential.

平台公共出行场景试点中，直接打通公交、轨道、一卡通公司、互联网企业等交通数据接口，无需用户手动填报或操作，所有支付方式的乘车行为数据都可自动关联，减排量自动核算发放，真正实现“零操作、无感参与”。

惠民端，平台通过核证减排量交易取得的收益建设城市公共权益资金池以保障激励资金来源，使得个人减排量可兑换乘车券、代金券等权益，实现绿色行为向经济价值的转化。公益端，平台开通碳中和捐赠通道，实现个人价值与社会价值的统一。治理端，平台提供了机构分组功能，通过荣誉驱动激发集体参与动力。模式易复制，标准可推广。

1. Ecological and Environmental Benefits:

As of the end of August 2026, the Xiamen Carbon Inclusion system has cumulatively issued 56,400 tons of certified emission reductions. The Xiamen Carbon Inclusion platform has over 20,000 registered users, has recorded 287,900 low-carbon actions, and has distributed 119.64 tons of personal carbon emission reductions.

2. Social Impact:

As of the end of August 2026, the platform provides services via WeChat and Alipay mini-programs, with a cumulative total of 77,000 benefit redemptions, realizing the conversion of green behaviors into economic value. During the Xiamen home matches of the Fujian Super League (Minchao), over 5,000 individuals participated in carbon neutrality donations, with citizens cumulatively donating 5.3 tons of emission reductions. Meanwhile, the platform has supported a total of 8 public events in achieving 100% carbon neutrality. The project has initially formed a replicable "Xiamen model," possessing industry demonstration and regional driving effects.
