Project Overview

The project covers three levels of green spaces: office, garden-style plants, and public education bases, serving employees, local residents, public, and government authorities. Prior to implementation, three major pain points existed: First, the persistent "NIMBY effect," where the public widely feared and distrusted environmental facilities. Second, fragmented carbon management lacking unified accounting standards and digital tools, making it impossible to accurately inventory and dynamically track the Group's carbon assets. Third, insufficient coverage of public environmental education; due to geographical barriers, overseas regions lacked direct understanding of China's environmental protection development. The root causes lie in technological awareness asymmetry, absence of management tools, and lack of participation channels. To address these, the Company established the goal of "Green Spaces ·Shared Actions": transitioning from "NIMBY" to "neighborly benefit" through a systematic approach integrating technological excellence, government-enterprise collaboration, and public participation; shifting from fragmented to smart digital carbon management by building a Group-wide carbon asset management system; and moving from closed-door operations to openness by launching facility public access programs and the "Green Wings Programme" environmental education initiative, thereby constructing a comprehensive green space action system.

项目所在空间涵盖办公空间、花园式工厂及公众教育基地三个层次，服务对象包括员工、居民、公众、政府等。实施前面临三重痛点：一是“邻避效应”长期存在，公众对环保设施普遍存在恐惧与不信任；二是碳管理粗放，缺乏统一的核算标准和数字化管理工具，无法实现对全集团碳资产的精准盘点和动态追踪；三是公众环保教育覆盖面有待扩大，受限于地域原因，境外国家和地区对中国环保事业的发展缺乏直观认知。究其原因，根源在于技术认知不对称、管理工具缺位、参与渠道匮乏。为此，公司确立“绿色空间·全域共融”的改进目标：从“邻避”到“邻利”，建立“技术卓越+政企协同+公众参与”的系统化方案；从“粗放”到“数智”，搭建覆盖全集团的碳资产管理系统；从“封闭”到“开放”，以公众开放和“绿翼计划”环保教育行动等构建全域绿色空间行动体系。

Project Implementation

1. From "NIMBY" to "Neighborly Benefit"

Since 2023, the Company has taken the Xiong'an Waste Comprehensive Treatment Facility as its flagship benchmark project, pioneering a new neighborly benefit model of "underground plant, above-ground park." The Xiong'an project is the world's largest and China's only underground waste comprehensive treatment facility. Since commencing operations in June 2023, it has cumulatively treated over 1.28 million tonnes of various types of waste, generated 483 million kWh of clean electricity, and reduced CO₂ emissions by approximately 512,000 tonnes. The project adopts a fully underground design, with an ecological park built on the ground surface that is open to the public, fundamentally eliminating the visual impact and environmental psychological burden associated with traditional waste-to-energy plants, providing solid support for the construction of Xiong'an as a "Zero-Waste City." At the same time, the Company continues to advance the "neighborly benefit" upgrade of existing projects. Building on stable operations, the Hangzhou Jiufeng project has further deepened its community co-building mechanism, generating approximately RMB 25 million in annual revenue for the local subdistrict, achieving a multi-win outcome combining environmental benefits, livelihood benefits, and local economic gains. Furthermore, multiple waste-to-energy projects in Yingtan (Jiangxi), Xiangtan (Hunan), Dalian (Liaoning), and Zhijin (Guizhou) have all been transformed from former "troublesome" facilities into "neighborly benefit facilities" through systematic upgrades. In terms of emission transparency, the Company's core operational data is continuously connected in real time to the national automatic monitoring information disclosure platform, with key flue gas emission indicators strictly controlled to one-quarter of the EU 2010 standard, earning public trust through sustained transparent operational data.

2. From "Fragmented" to "Smart Digital": Building a Group-Wide Carbon Asset Management System

The Company's Research Institute independently developed the "Carbon Asset Management System," which strictly follows the ISO 14064 standard and incorporates internationally recognized accounting methodologies such as CDM and IPCC, enabling automated collection, standardized accounting, and visualized presentation of carbon emission data. The system has been deployed across over 380 projects, expanding Scope 3 emission categories from three to seven, achieving precise inventorying and dynamic tracking of the Group's carbon assets. At the same time, the Company has actively participated in the formulation of multiple national greenhouse gas emission accounting standards. Domestically and internationally, several projects have initiated VCS development, while the Guangdong Nanxiong livestock and poultry manure resource utilization project has commenced CCER development, laying the foundation for future participation in domestic and international carbon market trading.

3. From "Closed-Door Operations" to "Openness": Building a Comprehensive Green Space Action System Through Public Access

Since 2018, the Company has opened its facilities to the public under its corporate identity. Over the past three years, the Company has continued to expand the scope and depth of its public access program. As of mid-2026, over 230 environmental projects under the Company are open to the public, representing an increase of approximately 50 projects compared to early 2023. 89 projects have been designated as national-level environmental facilities and urban sewage/waste treatment facilities open to the public. The facilities receive approximately 40,000 visits annually, with cumulative visits exceeding 800,000. The Changzhou waste-to-energy project has continued to deepen its "no walls, fully open" model. As one of the first 15 grassroots contact points designated by the Central Civilization Commission, it has received over 5,000 visitors annually since 2023, serving as a model of community integration. In the area of overseas environmental education, the Everbright Environment Charitable Foundation officially launched the "Green Wings Programme," a Hong Kong environmental education public initiative. The program has organized multiple visits for Hong Kong teachers and students to environmental projects in Boluo (Guangdong) and Sanya (Hainan), and has conducted environmental workshops in Hong Kong primary and secondary schools, integrating environmental education into the development of the Greater Bay Area and the broader national development framework. In addition, the Company is actively exploring new digital pathways for public education. Some benchmark projects have introduced online live streaming functions, allowing members of the public who cannot visit in person to remotely observe the entire waste-to-energy process, further broadening the reach and convenience of environmental education.

一、“邻避”到“邻利”。

2023年以来，公司以雄安垃圾综合处理设施项目为旗舰标杆，探索"地下建厂、地上建园"的新型邻利模式。雄安项目是全球最大、中国唯一的地下式垃圾综合处理设施，自2023年6月投产以来累计处置各类垃圾128万余吨，生产清洁电力4.83亿度，减排二氧化碳约51.2万吨。项目采用全地下式设计，地面建设生态公园向公众开放，从根本上消除传统垃圾焚烧厂的视觉冲击和环境心理负担，为雄安'无废城市'建设提供坚实支撑。与此同时，公司持续推进存量项目的"邻利化"升级。杭州九峰项目在稳定运营基础上，进一步深化社区共建机制，每年为街道创收约2,500万元，实现环境效益、民生效益与地方经济收益多方共赢。此外，江西鹰潭、湖南湘潭、辽宁大连、贵州织金等地的多个垃圾发电项目，经过系统改造后全部从原来的"老大难"转变为"邻利设施"。在排放透明方面，公司核心运营数据实时接入国家自动监测信息公开平台，烟气排放关键指标严控至欧盟2010标准的1/4，以持续透明的运营数据赢得公众信任。

二、从“粗放”到“数智”，搭建覆盖全集团的碳资产管理系统。

公司研究院自主研发"碳资产管理系统"，严格遵循ISO14064标准，内置CDM、IPCC等国际权威核算方法学，实现碳排放数据的自动化采集、标准化核算和可视化呈现。系统已在380余个项目落地应用，将范畴三排放类别由三项扩展至七项，实现对全集团碳资产的精准盘点和动态追踪。与此同时，公司主动参与多项国家温室气体排放核算标准的制定；国内外多个项目启动VCS开发，广东南雄畜禽粪污资源化项目启动CCER开发，为未来参与国内外碳市场交易奠定基础。

三、从“封闭”到“开放”，以公众开放构建全域绿色空间行动体系。

公司自2018年以来以公司整体名义开放，近三年来，公司持续扩大开放范围和深度。截至2026年中，旗下已有超过230个环保项目向公众开放，较2023年初增加约50个，其中89个项目入选国家级环保设施和城市污水垃圾处理设施向公众开放单位。每年接待海内外参观约4万人次，累计接待超80万人次。旗下常州垃圾发电项目持续深化"无围墙、全开放"模式，作为中央文明委首批15家基层联系点之一，2023年以来年均接待访客超5,000人次，成为社区融合的样板。在境外环保教育方面，光大环境公益基金会正式启动“绿翼计划”香港环保教育公益行动，该计划多次组织香港师生赴广东博罗、海南三亚等环保项目参观，并走进香港中小学开展环保工作坊，将环保教育融入粤港澳大湾区建设与国家发展大局。此外，公司积极探索数字化公众教育新路径。部分标杆项目引入线上直播功能，让无法亲临现场的公众可远程参观垃圾发电全流程，进一步拓宽了环保教育的覆盖面和便捷性。

Project Outcome

1. From "NIMBY" to "Neighborly Benefit": Significant improvement in public trust and industry influence.​ The Company has opened over 230 environmental projects to the public, an increase of approximately 50 projects compared to early 2023, with cumulative visits exceeding 800,000. In 2025, the third-party customer satisfaction score reached 9.64 out of 10. The Company received over 200 government and industry delegations for site visits in 2025, and its neighborly benefit cases have been incorporated into training and field teaching curricula in multiple regions. The Hangzhou Jiufeng project has enabled more than 30 local villagers to find employment near their homes, boosting the collective income of Zhongqiao Village from RMB 1.94 million in 2023 to RMB 4.95 million in 2025. This has created a virtuous cycle of "government sets policies, enterprises provide technology, and villagers share the benefits," offering a replicable grassroots governance model for resolving the NIMBY dilemma.

2. Carbon management efficiency and international benchmarking capability significantly enhanced.​ Following the deployment of the carbon management system, carbon emission data collection efficiency improved by approximately 70%, and Scope 3 emission categories were expanded from three to seven. The national standard Requirements for Greenhouse Gas Emission Accounting and Reporting – Part 49: Waste Landfill Treatment Enterprises(GB/T 32151.49-2026), in which the Company actively participated in drafting, was officially released in 2026. The Company's ESG disclosure and carbon management performance have received sustained recognition from international authoritative institutions.

3. Breakthroughs in environmental education and brand influence.​ The Company has opened over 230 environmental projects to the public, with cumulative visits exceeding 800,000, including numerous delegations of government officials, industry experts, and media representatives from Belt and Road Initiative countries, ASEAN member states, and international organizations. This has demonstrated the technological strength and openness of Chinese environmental enterprises to the global community, establishing a benchmark for public communication in the environmental industry. The "Green Wings Programme" has held 13 green and low-carbon education activities for Hong Kong youth, attracting nearly 1,100 Hong Kong teachers and students to visit Everbright Environment. Supported by the Environment and Ecology Bureau of the Hong Kong SAR Government, the programme has been featured on the official platform and has become a benchmark public welfare case in the environmental industry.

Ecological and Environmental Benefits.​ In 2025, the Company replaced approximately 14.9 million tonnes of CO₂ equivalent in greenhouse gas emissions; treated over 57.89 million tonnes of solid waste, including household waste and agricultural and forestry biomass feedstock; generated over 28.5 billion kWh of electricity, equivalent to the total annual electricity consumption of approximately 23.79 million households; and treated approximately 1.811 billion cubic meters of wastewater, reducing Chemical Oxygen Demand (COD) by approximately 926,000 tonnes.

2. Social Impact.​ In terms of public participation, over 230 environmental projects have been opened to the public, with cumulative visits exceeding 800,000. In terms of industry demonstration, the Company's neighborly benefit cases have been incorporated into field teaching curricula in multiple regions, having received over 1,000 government and industry delegation visits from across the country. The "Green Wings Programme" was recognized as an "Annual Public Welfare Case" at the China Public Welfare Festival, serving as an important bridge connecting Hong Kong youth with the nation's environmental protection endeavors. In terms of regional driving effects, the Hangzhou Jiufeng project boosted the collective income of Zhongqiao Village from RMB 1.94 million in 2023 to RMB 4.95 million in 2025, with the number of homestays and agritainment businesses growing to 27, forming a virtuous cycle of "government sets policies, enterprises provide technology, and villagers share the benefits."

Evaluations and Feedback.​ In 2025, the Company hosted the "2025 Everbright Environment ESG Sustainable Development Forum" in Hong Kong, where academicians of the Chinese Academy of Engineering, including He Kebin and Chen Yong, attended and delivered keynote speeches, contributing to the green development of the Guangdong-Hong Kong-Macao Greater Bay Area. In May 2026, Sun Jinlong, Secretary of the Party Leadership Group of the Ministry of Ecology and Environment, visited the Xiong'an project and emphasized that the project "provides solid support for the construction of Xiong'an as a 'Zero-Waste City' and also sets a benchmark for regional waste resource utilization."

Media and Industry Recognition.​ An article titled "'Everbright Power' Behind the 'Zero-Waste City'" was published on Xuexi.cn and subsequently reposted by Xinhua Net and People's Daily. In 2026, the Company jointly organized the "Craftsmanship Meets Green Legacy: Walking Together with Light" special seminar with Banyuetan, a publication under Xinhua News Agency. Multiple reports, including "Installing an 'AI Brain' for Waste-to-Energy," were published on professional media platforms such as China Environment Network and China Reform and Development Network. The third issue of China Ecological Civilizationmagazine in 2026 featured a cover story systematically elaborating on the Company's "'Zero-Waste' Methodology."
