Established in 2008, the Compassion Relief Tzu Chi Foundation is a national charitable foundation approved by the Ministry of Civil Affairs, headquartered in Suzhou, and repeatedly rated 4A in the Ministry's social organization assessments. Aligned with national strategies, the Foundation carries out poverty relief, emergency aid, educational support, and environmental action, contributing to rural revitalization, community governance, and elderly services. Since 2020, the Foundation has established "Tzu Chi Daai Community Center for Better Living" public welfare platforms in urban and rural communities. These spaces bring volunteers together to integrate kindness into daily life, care for vulnerable families, the elderly and children, and practice green, low-carbon lifestyles—fostering a culture of "charity and environmental protection for all" and exploring how social organizations can support community governance.

Project Overview

Climate change is intensifying, and green, low-carbon transition has become a key national priority. Although Quanzhou has promoted waste sorting for years, public understanding of "waste reduction and resource recycling" remains superficial: large volumes of recyclables still end up in landfills and incinerators, wasting resources and adding to environmental burdens.The core pain point lies in the "last mile" of environmental education. Public science communication carriers are limited, making global climate issues hard to translate into tangible daily scenarios; individual actions lack feedback, weakening motivation; and traditional outreach fails to engage all age groups emotionally. Environmental protection has not yet become a community lifestyle marked by belonging and creativity—an anchor platform to build consensus and inspire action was urgently needed.To this end, building on a venue donated free of charge by a kind-hearted entrepreneur, the Compassion Relief Tzu Chi Foundation renovated the Fuqiao Tzu Chi Environmental Station (a former factory building) in Shiqi Community, Jinlong Subdistrict, Licheng District, Quanzhou, upgrading it into the Quanzhou Tzu Chi Daai Community Center for Better Living. Covering about 1,100 square meters, the Center houses a Humanities Hall, Earth Hall, 7R Co-Action Hall, Gratitude Technology Hall, Healthy Plant-Based Dining Hall, Environmental Co-Creation Space, Waste Sorting Practice Zone, and Health Story House—creating an experiential, participatory, and sustainable green practice space for citizens of all ages.

全球气候变暖加剧,绿色低碳转型已成为国家发展的关键议题。泉州推行垃圾分类多年,但市民对“垃圾减量与资源循环”的认知仍流于表面,大量可回收物混入填埋焚烧,既浪费资源,又加重环境负担。痛点集中在环保教育的“最后一公里”:公共科普载体单一,气候议题难以转化为市民触手可及的生活场景;个体环保行动缺少成果反馈,参与动力难以维系;传统宣教未覆盖全龄段情感需求,环保尚未成为有归属感、可创造的社群生活方式,亟需一个凝聚共识、激发行动的核心阵地。为此,慈济慈善事业基金会在爱心企业家无偿提供场地的基础上,将位于泉州市鲤城区金龙街道石崎社区的浮桥慈济环保站(原旧厂房)改造升级为泉州慈济大爱美好生活馆。全馆总面积约1100平方米,设人文馆、地球馆、7R共行馆、大爱感恩科技馆、健康蔬食馆、环保共创空间、垃圾分类实践区、健康故事屋等主题空间,面向全龄段市民打造可体验、可参与、可持续的绿色低碳实践阵地。

 

Project Implementation

Facility Upgrade: From a Leaky Metal Shed to Seven Halls and One Co-Creation SpaceThe original Fuqiao Tzu Chi Environmental Station had an aging, leaky metal roof and cramped facilities that could not support diverse environmental education. In 2023, the Foundation launched a full renovation. Volunteer teams studied best practices in Hong Kong, Wuxi, Suzhou, and Singapore to set the design direction, then supervised construction throughout—some commuted daily between Xiamen and Quanzhou—completing the work over 16 months. Touched by the volunteers' sincerity, the exhibition design team produced the Earth Hall multimedia free of charge, a building-material supplier donated all tiles, and over 100 volunteers and supporters joined the final cleanup. The Pavilion began trial operation in February 2025 and was designated the "Licheng District Waste Sorting Science Popularization Center" on June 5, 2025—the first of its kind in Licheng.

II. Public Participation: The Environmental Creativity CompetitionTo address superficial environmental awareness and the lack of interactive, all-age outreach, in April 2026 the Foundation, together with the Licheng Ecological Environment Bureau and the Licheng Education Bureau, launched an environmental creativity competition for preschoolers, youth, and community adults, featuring four workshops (bottle-cap collage, upcycling, fabric-bag painting, outdoor sketching) and a full-process system for entry registration, categorization, scanning, and archiving. Challenges were solved one by one: when fabric-bag painting registrations surged from 30 to 72, a second venue was added; for nearly 660 entries, volunteers worked ten consecutive days, often past midnight, on registration and display; third-party art judges, moved by the volunteers' dedication, served pro bono. The competition collected 659 entries, and the award ceremony and exhibition opened on World Environment Day, drawing over 120,000 livestream views.

III. All-Age Services: Elders from "Care Recipients" to "Caregivers"In response to an aging community and limited cultural life for seniors, the Pavilion runs weekday senior classes (yoga, African drums, singing, Baduanjin, health lectures), serves free vegetarian lunches daily, and delivers meals to seniors living alone. Elders have gradually shifted from beneficiaries to contributors, taking part in inventory management, environmental outreach, and community service. In May 2026, Licheng Senior University designated the Pavilion as a pilot teaching site for the Jiangnan New Area, filling a local gap in senior education.

IV. Multi-Party Co-Building and Operating MechanismOrganization: Shiqi Community signed a New Era Civilization Practice partnership agreement with the Foundation, focusing on "the elderly and the young" and environmental advocacy.Technology: immersive facilities—multimedia displays, waste-sorting interactive games, and food carbon-footprint interactives—combined with recycled-plastic art installations enhance science communication.Resources: the Foundation coordinates funding, businesses donate materials, and volunteers staff daily operations on rotation. As of July 2026, the Pavilion had received 3,789 educational visits, engaged 6,330 participations in waste-sorting practice, served over 18,000 vegetarian meals, supported 4,348 senior participations and 614 migrant or disadvantaged children, with 12,538 volunteer service participations in total.Key lesson: unite people through sincere communication, turn knowledge into action through immersive experience and emotional connection, and make every participant feel needed and seen—turning a green space into a warm, all-age-friendly home.

一、设施改造升级:从漏雨铁皮屋到七馆一空间针对原浮桥慈济环保站铁皮屋顶老化漏水、空间简陋、无法承载多元宣教功能的问题,2023年基金会启动全面改造。项目团队赴香港、无锡、苏州、新加坡等地学习经验,确立设计方向并全程跟进施工,有志愿者几乎每天从厦门往返泉州跟进进度,历时16个月完成改造。志愿者的真诚打动了社会各界:展陈设计团队无偿提供地球馆多媒体制作,建材商捐赠全部瓷砖,完工大扫除汇聚100多位志愿者与爱心人士,形成“有钱出钱、有力出力”的慈善氛围。2025年2月生活馆试运行,同年6月5日获授“鲤城区垃圾分类科普馆”,成为鲤城首个垃圾分类科普阵地。

二、公众参与品牌活动:环保创意大赛针对市民环保认知停留表面、传统宣教缺乏互动性与全龄覆盖的问题,2026年4月,基金会与泉州市鲤城生态环境局、鲤城区教育局联合举办覆盖幼儿、青少年、社区成人的环保创意大赛,策划瓶盖拼贴、旧物新生、布袋彩绘、户外采风四期工作坊,并建立作品登记、分类、扫描、存档的全流程机制。执行中难题逐一化解:布袋彩绘报名从30人增至72人,及时分设双场地同步进行;近660件作品的登记与布展任务繁重,志工连续10天整理至凌晨;第三方美术评委被志工用心打动,全程公益参与。大赛共征集作品659件,六五环境日颁奖暨优秀作品展开幕,照片直播观看量超12万人次。

三、全龄服务体系:长者从“被照顾者”到“照顾者”针对社区老龄化加深、长者精神文化生活匮乏的问题,生活馆每周一至周五开设长者学堂(瑜伽、非洲鼓、歌唱、八段锦、健康讲座等),每日供应免费蔬食午餐并为独居长者送餐,构建“耆乐融融”关怀体系。长者逐步从受助者转变为助人者,主动参与物资管理、环保宣导与社区服务。2026年5月,鲤城老年大学授牌生活馆为江南新区教学试点,填补新区老年教育空白。

四、多方共建与运营:

1. 组织机制:石崎社区与基金会签订新时代文明实践结对共建协议,聚焦“一老一小”与环保倡导,实现社区共治。

2. 技术手段:多媒体展示、垃圾分类互动游戏、食物碳排互动等沉浸式设施,结合回收塑料环保艺术装置,增强科普感染力。

3. 资源投入:基金会统筹出资,社会爱心捐赠建材,志愿者轮值保障日常运营。截至2026年7月,累计接待环保科普参访3789人次,参与垃圾分类实践6330人次,供应蔬食午餐超1.8万份,服务长者超4348人次、流动及困境儿童614人次,志愿服务累计12538人次。

Before-and-After ComparisonBefore renovation, the Fuqiao Environmental Station was a leaky metal shed serving barely 100 visits a year, with basic waste sorting as its only function. Afterward, the Pavilion became an immersive environmental education hub with seven thematic spaces: waste-sorting participation rose from about 100 visits annually to 6,330 cumulative participations; vegetarian meal service grew from occasional volunteer gatherings to routine operations with over 18,000 meals served; senior services started from zero and have reached 4,348 participations; and outreach was upgraded from one-way lectures to immersive experiences including interactive games, eco-art installations, and creative workshops.

The model has been replicated in Xiamen and Fuzhou (Fujian), Nanning and Liuzhou (Guangxi), and Beijing, with six centers now operating in Fujian.

可复制路径:以“政府授牌+社会组织运营+社区共建”为核心,闲置空间改造、全龄活动设计、志愿者动员机制均为可迁移模块,此模式已复制到福建厦门、福州、广西南宁、柳州、北京等地,福建省内达六家落地运营。

Ecological and Environmental BenefitsTzu Chi has promoted waste sorting in Quanzhou since 2008. From the trial opening in February 2025 to July 2026 (cumulative figures from the Pavilion's operational records), waste-sorting practice engaged 6,330 participations. Full-chain displays of recycled PET bottles turned into disaster-relief blankets, together with carbon-emission visualization interactives, guide citizens to reduce waste at source and cut single-use products. Over 18,000 vegetarian meals have been served; at an estimated 0.5 kg of CO2 avoided per meal, this represents more than 9 tonnes of cumulative carbon reduction.

II. Social ImpactA tripartite mechanism of "government accreditation + social-organization operation + community co-building" has taken shape. The Pavilion was designated the "Licheng District Waste Sorting Science Popularization Center" and a pilot teaching site of Licheng Senior University. The 2026 environmental creativity competition, co-hosted with the district's Ecological Environment Bureau and Education Bureau, collected 659 entries and drew over 120,000 livestream views. Xiamen and other cities in Fujian have successively launched Centers, with six now operating in the province, validating the model's replicability.
