The exhibition hall is designed around the theme of "Modernization of Harmony between Humanity and Nature — Moving Greenward for Shared Beauty and Well-being." It comprises both indoor and outdoor exhibition zones, with the indoor area covering approximately 1,200 square meters and the outdoor zone spanning about 95,000 square meters.

Project Overview

I. Current Challenges

As a national demonstration zone for ecological civilization construction and Guizhou’s core demonstration base for translating the “Two Mountains” Theory, Guanshanhu District serves as a key model for green high-quality development in Guiyang and Gui’an. Despite remarkable achievements in regional ecological governance, the district has long lacked high-end carriers for ecological publicity and education. Located adjacent to the permanent venue of the Guiyang International Ecological Forum, Guanshanhu Park is a core venue for foreign visits and ecological exchanges. At present, it only relies on outdoor landscapes for display without a professional and systematic indoor exhibition space. It cannot systematically showcase local ecological civilization achievements and fails to meet the demands of regular popular science education, experience promotion and international exchange activities.

II. Cause Analysis

Existing public spaces in the park feature single functions limited to ecological sightseeing and leisure, lacking supporting facilities for professional ecological exhibitions, lectures and science communication. In addition, high-quality state-owned existing buildings within the park have not been fully revitalized, leading to inefficient use of resources. The district is short of standardized and international platforms to display ecological achievements.

III. Improvement Goals

The project renovates and upgrades existing state-owned buildings in the park to build a professional ecological-themed exhibition hall. It will realize in-depth integration of outdoor ecological landscapes and indoor exhibitions, revitalize existing state-owned resources efficiently, address the shortage of high-end ecological publicity carriers, improve supporting facilities for the Forum, and build an international demonstration platform to share Guanshanhu’s ecological stories and disseminate practical experience of the “Two Mountains”Theory.

一、实施前现状问题

观山湖区是国家级生态文明建设示范区、贵州省“两山”理论转化核心示范基地,为贵阳贵安绿色高质量发展核心样板。区域生态治理成效显著,但长期存在高端生态宣教展示载体短板。观山湖公园紧邻贵阳国际生态论坛永久会址,是涉外参访、生态交流的核心展示窗口,目前仅依托户外实景展示,无专业化、系统化的室内展陈阵地,无法集中呈现区域生态文明建设成果,难以适配常态化科普宣教、经验推广及国际交流展示的工作需求。

二、原因分析

现有公园公共空间功能单一,仅具备生态观赏、休闲游览基础功能,缺失专业生态展陈、成果宣讲、科普教育的配套功能。同时园区优质国有存量建筑资源未有效盘活,资源利用集约度不足,辖区缺乏标准化、国际化的生态成果展示宣传平台。

三、改进目标

本项目依托公园既有国有建筑提质改造、功能升级,打造专业化生态主题展览馆,实现户外生态实景与室内成果展陈深度融合,高效盘活存量国有资源,补齐高端生态宣教短板,完善论坛配套展示功能,构建对外讲好观山湖生态故事、输出“两山”实践经验的国际化示范阵地。

 

Project Implementation

Led by the Guanshanhu Branch of Guiyang Municipal Bureau of Ecology and Environment, this project forms a special working task force together with Guanshanhu Park Management Office, design and construction institutions, and science popularization operation teams. The task force advances the whole workflow in phases, covering scheme demonstration, quality improvement and renovation, facility construction, exhibition implementation and regular operation.

Before the project launch, a number of prominent deficiencies remained. As a national demonstration zone for ecological civilization construction and the permanent venue of the Eco Forum Global Annual Conference Guiyang, Guanshanhu District lacked high-standard professional carriers for ecological publicity and education, making it unable to systematically demonstrate local ecological governance achievements. Though adjacent to the permanent forum venue, the district had no supporting exhibition space. The brand resources of the forum failed to be effectively linked with local ecological publicity, and the role as an external publicity window was not fully leveraged. Meanwhile, premium state-owned buildings within the park stood idle for a long time, leading to low-efficiency utilization of stock state-owned assets. Additional challenges included high building energy consumption, waste of water resources, extensive disposal of garden waste, and limited channels for public participation in low-carbon initiatives. Targeted measures were adopted to address these issues one by one, comprehensively upgrading the construction and operation of green spaces.

To resolve the core problems including the lack of high-end publicity and education carriers, disconnection from the ecological forum’s publicity work and insufficient external exhibition capacity, the project task force coordinated the overall functional upgrading. Taking advantage of the venue’s prime location next to the permanent forum venue, idle buildings were renovated into a professional, international ecological exhibition hall. The hall is designated as a regular supporting visiting and exhibition site for the forum, undertaking daily visits and exchanges, ecological achievement presentations and external image display. It fills the gap of high-end ecological publicity and education facilities in the district, realizes in-depth integration of ecological resources, location strengths and the forum’s brand, and builds a channel for external ecological publicity and exhibition.

To tackle the idleness of stock state-owned assets and inefficient space utilization, the construction team carried out quality upgrading of existing buildings. Adhering to the principles of green and intensive development, the project requires no new construction land or large-scale demolition and reconstruction. Through space restructuring, functional upgrading and business optimization, underutilized idle state-owned buildings are revitalized and transformed into a public platform for ecological science popularization, low-carbon demonstration and international exchanges, greatly improving the intensive utilization efficiency of state-owned resources.

To address high operational energy consumption and the absence of clean energy systems, the construction team completed comprehensive low-carbon hardware upgrades. Distributed solar photovoltaic panels are installed on the exhibition hall rooftop to harvest clean energy for daily power supply of indoor lighting and multimedia equipment. Green building materials such as thermal insulation energy-saving panels and Low-E insulated glass are adopted throughout the building, together with motion-sensor lighting and zoned temperature control systems to cut operational energy consumption in an all-round way and build a demonstration low-carbon space.

To curb rainwater loss and excessive water consumption for green maintenance, engineering and landscape teams constructed sponge ecological spaces. A standardized demonstration rain garden is built outside the exhibition hall, equipped with a rainwater collection, filtration and reuse system. Recycled rainwater is specially used for garden irrigation and site cleaning to conserve municipal water resources and establish a virtuous water circulation system.

To solve extensive disposal of dead branches and fallen leaves which causes waste and secondary pollution, the park management office established a garden waste recycling system with supporting facilities for resource treatment. Garden waste nearby is collected, composted and returned to soil on-site, forming a closed-loop utilization model with zero outward transportation and zero pollution, and effectively enhancing the ecological circulation capacity of green spaces.

To enrich public channels for carbon peaking and carbon neutrality participation and diversify monotonous science popularization modes, the publicity and education operation team created immersive educational scenarios. Guizhou Province’s only offline site for individual carbon sink purchase is set up outdoors, providing a physical channel for residents to engage in carbon emission reduction and carbon neutrality practices. Indoor interactive exhibits on energy conservation, carbon footprint calculation and dual-carbon practices are arranged to carry out regular research and science education for teenagers. These initiatives effectively motivate the public to participate in green and low-carbon practices and give full play to the exemplary role of the green space under the Beautiful China initiative.

本项目由贵阳市生态环境局观山湖分局牵头实施,联合观山湖公园管理处、设计施工单位、科普运营团队组建专项工作专班,分阶段推进方案论证、提质改造、设施建设、展陈落地、常态化运营全流程工作。项目实施前存在多项突出短板:观山湖区作为国家级生态文明示范区、生态文明贵阳国际论坛永久举办地,缺乏高端专业化生态宣教展示载体,未能系统展示区域生态治理成果;紧邻论坛永久会址却无配套展示阵地,论坛品牌资源与本地生态宣传未能有效联动,涉外展示窗口作用未充分发挥;同时公园优质国有建筑长期闲置,存量国有资产利用低效、资源集约利用率不足,且园区存在建筑能耗偏高、水资源浪费、园林废弃物处置粗放、公众低碳参与渠道单一等问题。针对以上问题,项目精准施策、逐项整改,全面提升绿色空间建设与运营水平。

针对高端宣教载体缺失、与生态论坛宣传脱节、对外展示能力薄弱的核心问题,由项目专班统筹整体功能升级。依托场馆毗邻论坛永久会址的核心区位优势,将闲置建筑改造为专业化、国际化生态主题展览馆,明确场馆为论坛常态化配套参访展示点位,承接日常参访交流、生态成果宣讲、涉外形象展示等职能,补齐区域高端生态宣教短板,实现生态资源、区位优势与论坛IP深度融合,打通对外生态宣传展示通道。

针对国有存量资产闲置、空间利用低效问题,由建设团队实施存量建筑提质改造。项目坚持绿色集约建设原则,不新增建设用地、不大拆大建,通过空间重塑、功能迭代、业态优化,将低效闲置国有建筑盘活利用,转化为生态科普、低碳示范、对外交流的公共阵地,大幅提升国有资源集约利用效能。

针对场馆运行能耗高、无清洁能源利用体系的问题,施工团队全面实施低碳硬件升级。展馆楼顶铺设分布式太阳能光伏板,利用屋面空间采集清洁能源,保障场馆照明、多媒体设备等日常用电;全域采用节能保温板材、Low-E中空节能玻璃等绿色建材,配套智能感应照明、分区温控系统,全方位降低建筑运营能耗,打造低碳节能示范空间。

针对园区雨水资源流失、绿化养护耗水量大的问题,工程及园林团队建设海绵生态空间。在展馆室外打造标准化雨水花园示范场地,配套雨水收集过滤回用系统,实现雨水资源化储存利用,专项用于园区绿植浇灌、场地保洁,有效节约市政水资源,构建良性水循环体系。

针对园区枯枝落叶处置粗放、易产生浪费及二次污染的问题,由公园管理处搭建园林废弃物循环利用体系,配套建设枯枝落叶资源化处理设施,对周边园林垃圾实行就地收集、就地腐熟、就地还土,实现零外运、零污染闭环利用,切实提升绿色空间生态循环能力。

针对公众双碳参与渠道匮乏、科普形式单一的问题,宣教运营团队创新打造沉浸式宣教场景。室外落地贵州省唯一线下单株碳汇购碳点位,为群众参与碳汇减排、践行双碳行动提供实体渠道;室内设置节能降耗、碳足迹测算、双碳实践等趣味互动展项,面向青少年开展常态化研学科普,有效调动全民参与绿色低碳实践的积极性,充分发挥美丽中国绿色空间示范引领作用。

 

Project Outcome

As Guizhou’s first specialized ecological civilization exhibition hall, the project is located within the core urban park of Guanshanhu District with unique geographic advantages. Adopting an innovative integrated indoor and outdoor exhibition model, it features an indoor exhibition area of 1,500 square meters and an outdoor ecological demonstration space of 95,000 square meters. Both the exhibition hall and the park are open to the public free of charge. Serving multiple functions including high-level demonstration, foreign affairs reception, Party building research, public science popularization and event operation, it has achieved remarkable comprehensive results and won favorable social feedback.

I. High-level Positioning with Unique Functional Value

Designated as a regular demonstration visiting site for the Eco Forum Global Annual Conference Guiyang, the exhibition hall acts as a vital window for external communication. It regularly hosts foreign exchange activities, government and enterprise visits, and professional inspections. Meanwhile, it serves as a core venue for regional Party Day activities and ecological research practice, realizing the integrated development of ecological publicity, external promotion, Party building education and public services. Situated in the core urban public space and open free of charge, it greatly lowers the participation threshold for the public and boasts outstanding inclusiveness for ecological science education.

II. Innovative Models and Technologies Supporting a Diversified Demonstration System

Breaking the traditional model relying solely on indoor exhibitions, the project creates an immersive science popularization system combining refined indoor displays and outdoor real-scene ecological demonstration. In terms of technologies, it integrates clean energy utilization via photovoltaic power generation, sponge rainwater recycling, closed-loop disposal of garden waste and intelligent energy-saving management, forming a full-scale low-carbon demonstration model. For daily operation, it hosts Guizhou’s only offline site for individual carbon sink purchase and develops interactive scenarios for dual-carbon science education. A joint working mechanism involving multiple departments enables efficient integrated operation covering construction, maintenance, science communication and reception services.

III. Fruitful Operation Achievements with Excellent Social Benefits and Public Reputation

The exhibition hall regularly organizes various cultural, educational and publicity activities such as science research tours, ecological lectures, Party-themed events and low-carbon practice campaigns. To date, more than 180 events have been held, attracting 270,000 visitors. With diverse offline activities, immersive ecological experience and barrier-free public access, the venue has gained wide recognition from citizens, young student groups and visiting organizations. Positive public feedback proves its outstanding capacity in spreading ecological culture and enhancing the public’s sense of gain.

IV. Mature Long-term Mechanism with High Replicability and Promotion Value

Standardized, regular and institutionalized long-term operation and management systems have been established, covering venue maintenance, event organization, reception services and science communication. The development and operation model — “urban core park carrier + integrated indoor and outdoor exhibition + integrated low-carbon technologies + integrated Party building and foreign affairs activities + regular public-oriented free operation” enjoys strong universality and implementability. It can serve as a replicable and promotable mature model for the ecological upgrading of urban public spaces and the construction of ecological civilization science popularization venues across the province.

场馆常态化开展科普研学、生态宣讲、党建主题、低碳实践等各类文体宣教活动,累计举办各类活动超180场,居民参观人次达27万。丰富的线下活动场景、沉浸式的生态体验、零门槛的公益开放模式,收获广大市民、青少年研学群体及参访单位的高度认可,公众整体反馈良好,生态文化传播覆盖面与群众获得感显著提升。

四、机制成熟长效,可复制推广价值高

项目已建立标准化、常态化、制度化的长效运营管理体系,运维流程、活动开展、接待服务、科普宣讲机制成熟稳定。其“城市核心公园载体+室内外一体化展陈+低碳技术集成+党建外事融合+常态化公益运营”的建设运营模式通用性强、落地性高,可为全省城市公共空间生态提质、生态文明科普阵地建设提供成熟可复制的示范样板。

 

Project Highlights

Environmental Benefits:Distributed photovoltaic panels on the third floor of the exhibition hall supply power for daily lighting on this floor. Rainwater collected by the outdoor rain garden is reused for park greening irrigation. Dead branches and fallen leaves in the park are treated for resource utilization: some are returned to local soil to improve soil fertility, while others are processed into soil cultural and creative products and given to citizens free of charge. This realizes closed-loop utilization of garden waste, reduces outward transportation of solid waste, saves municipal water and electricity resources, and forms a small-scale on-site circular low-carbon demonstration system.

Social Impacts:Since its official opening in 2023, the venue has served as a regular demonstration visiting site for the Eco Forum Global Annual Conference Guiyang in 2023 and 2025. It has built an exchange platform covering Guizhou Province and the whole country, facilitating communication and cooperation among governments at all levels and ecological and environmental authorities. More than 180 events of various types have been held, directly benefiting over 100,000 people. As a key ecological science popularization base for the public, it continuously disseminates ecological concepts. The project has developed a mature operation model, offering practical experience for the green transformation of urban stock public spaces and the construction of ecological education venues across China.
