Put into operation in 2015, Qingheying Middle Road Community governs two residential compounds covering 3,043 households with a permanent population of 6,377 residents, including residents, merchants and nearby students as diversified public space users. Aligned with the construction of Beautiful China, the project prioritizes activation of existing community venues and develops a lightweight digital carbon inclusive platform together with tech partners, as well as regular environmental volunteer teams. By carrying out micro-renovation on community halls, corridors, shared libraries and waste sorting stations, embedded low-carbon popularization scenarios, the community launches supporting services including green point rewards, shared space online reservation and regular environmental activities to build a sustainable participation mechanism for all groups.

Project Overview
To deliver on the national carbon peaking and carbon neutrality goals and actively respond to the work arrangements issued by the Ministry of Ecology and Environment, Qingheying Middle Road Community under Laiguangying Sub-district has explored a development path for a shared, co-governed green and low-carbon community. The community advocates simple, low-carbon lifestyles and fosters a social atmosphere where all residents participate in ecological civilization development.
Current Problems: The community has a diverse population with varying willingness and capacity to engage in low-carbon behaviors. Low-carbon publicity mainly relies on short-term offline events, lacking sustainable digital operation platforms. There is no effective feedback mechanism for low-carbon acts, weakening residents’ sustained engagement. Resources from residents, merchants, recycling enterprises and nearby schools remain fragmented, failing to form an integrated and coordinated green action system. Existing public spaces serve only single functions without interactive low-carbon scenarios, making it difficult to integrate ecological education into daily life.
Root Cause Analysis: No carbon inclusive point system covering all residents has been established, and digital tools to quantify low-carbon behaviors are absent. Public spaces have not undergone low-carbon micro-renovation, resulting in insufficient carriers for environmental popularization. Stakeholders lack joint operation channels, leading to fragmented green practices.
Improvement Objectives: Fully reuse the community’s existing space resources to carry out micro-renovation of low-carbon scenarios. Build a long-term digital carbon incentive mechanism to connect online and offline participation channels. Cooperate with merchants, schools and recycling institutions to encourage in-depth participation of users of all age groups, and create a replicable demonstration model of shared green community space built jointly by all stakeholders.

为落实国家"双碳"战略目标,积极响应生态环境部工作部署,来广营地区清河营中路社区积极探索绿色低碳共享共治社区建设路径,倡导简约低碳生活方式,营造全民参与生态文明的社会氛围。
问题现状:社区人口结构多元,居民参与低碳行为的意愿和能力参差不齐;低碳宣传活动多为短期线下活动,缺少可持续数字化运营载体;低碳行为缺少有效反馈,影响居民活动黏性;居民、商户、回收企业、周边学校资源分散,未能形成统一协同的绿色行动体系。存量公共空间功能单一,生态教育难以融入日常。
原因分析:未建立覆盖全人群的碳普惠积分体系,缺少数字化工具量化低碳行为;公共空间未实施低碳微改造,科普载体缺失;多方主体缺少联动运营渠道,绿色实践碎片化。
改进目标:充分复用社区现有空间资源实施低碳场景微改造;搭建数字碳普惠长效激励机制,打通线上线下参与渠道;联动商户、学校、回收机构发动全年龄段使用者参与,打造可复制、共建共享的社区绿色空间示范样板。
Project Implementation
Starting from 2023, Qingheying Middle Road Community launched a green and low-carbon community development project. On the one hand, a carbon inclusive point platform was built to quantify residents’ low-carbon behaviors with points, guiding them to develop sustainable eco-friendly living habits. On the other hand, the community carried out renovations on existing office spaces, utilizing hall walls, meeting rooms, corridors and stairwells to create an immersive experience route named "Qinghe Low-Carbon Journey". Green and low-carbon concepts are subtly integrated into daily public space usage scenarios to deliver environmental education that influences the public imperceptibly.
To address insufficient resident participation, time and capacity constraints, and lack of positive feedback mechanisms, the community cooperates with local Technology Co., Ltd. to develop a digital carbon inclusive point system — the online platform "Green Low-Carbon Qingheying · Smart Community", which consists of nine functional modules. Through the mini-program, residents can convert daily low-carbon behaviors into eco-points, which can be redeemed for daily supplies and services offered by surrounding merchants.
All nine modules are fully operational, divided into three major categories:
First, 3 point-earning modules: point rewards for green travel step counts, online recycling services for used clothes, books and home appliances, and online recycling for paper, cans and plastic bottles.
Second, 3 volunteer service modules: location-based check-in for waste sorting station duty, photo check-in for waste classification, and volunteer showcase gallery.
Third, 3 point redemption modules: Community Eco Fair (points redeem for gifts and merchant products/services), Community Library (points redeem book borrowing rights), and Shared Space (points redeem usage hours of community meeting rooms and libraries for office work, self-study and social gatherings).
Through the operation of the carbon inclusive point platform combined with offline eco fairs, the community integrates scattered resources of residents, merchants, recycling enterprises and nearby schools to empower one another and build a unified, coordinated green action system.
To resolve the lack of low-carbon eco-scenarios and fixed publicity venues in existing public spaces, the community rolled out a space micro-renovation project in 2024. Leveraging community hall walls, stairwells, corridors and meeting rooms, it constructed the immersive "Qinghe Low-Carbon Journey", which delivers full-cycle publicity on low-carbon lifestyles via four progressive thematic sections: Encounter, Perception, Understanding and Participation. The route includes four featured spaces:
Idea Visualization Space "Encounter Green Hills": Renovated from the ground-floor community hall, it serves as an interactive exhibition zone for low-carbon popularization and community green development achievements.
② Scenario Experience Corridor "Green Aftertaste": Located in stairwells and second-floor corridors, this green gallery decorated with simulated plants and display panels records the community’s progress in low-carbon construction.
③ Immersive Low-Carbon Reading Space "Seedling Cultivation": Shared with the safety science popularization room, it is fitted with retractable variable backdrop walls and reading facilities, functioning as a daily leisure, study and communication hub for residents.
④ Interactive Low-Carbon Discussion Space "Green Sharing": Decorated with eco-themed displays and screens in the community residents’ council chamber to create a distinct low-carbon environmental atmosphere.
These space renovations transform ordinary community activity venues into public co-built and shared spaces. Adhering to the service philosophy of "enhanced environmental atmosphere + refined daily operation", the community fosters an all-pervading low-carbon atmosphere and realizes full-cycle environmental education in a subtle way. Every event held here offers residents an immersive popularization experience of eco-friendly knowledge.

2023年起,清河营中路社区启动绿色低碳社区建设项目。一方面搭建碳普惠积分平台,通过积分量化居民低碳行为,引导居民养成绿色低碳可持续的生活习惯;另一方面通过对现有办公空间进行改造,将绿色理念巧妙植入公共空间的日常使用场景,实现“润物细无声”的公众教育效果。
针对目前居民参与意愿不足、时间能力受限、缺乏正向反馈等问题,社区依托辖区科技公司,搭建数字化碳普惠积分体系——“绿色低碳清河营·智慧社区”线上平台。通过线上小程序,居民可以将日常低碳行为转化为环保积分,并通过积分兑换的形式换取各项礼品及周边商家服务。
线上平台共分为九大板块,包括三大部分,一是3个积分获取模块:绿色出行步数换积分服务、旧衣/书籍/家电等线上回收服务、纸类/易拉罐/塑料瓶线上回收服务,二是3个志愿服务功能模块:桶前值守线上定位打卡模块、垃圾分类拍照打卡模块、志愿风采展示模块等,三是3个积分兑换服务模块:社区大集模块(可兑换礼品及周边商家的产品或服务),社区图书馆模块(可换取图书),共享空间模块(可换取社区会议室、图书馆的使用时长)。
社区通过碳普惠积分平台的运营,结合线下大集活动等,将居民、商户、回收企业、周边学校等分散资源融合发展,互相赋能,打造统一协同的绿色行动体系。
2、针对存量公共空间无低碳生态场景、缺少固定活动空间作为绿色低碳宣传阵地的问题,社区于2024年启动空间改造项目,利用社区大厅墙面、楼道、走廊、会议室等空间,打造沉浸式体验“清中低碳之旅”,实现“全周期”的绿色低碳生活空间宣讲。清中低碳之旅共包含四个板块:
低碳理念实体化空间“邂逅·青山”。利用社区一楼大厅改造而成,用于绿色低碳相关内容展示和社区重点工作内容的展示与交互;
低碳模式场景化空间“回甘·青绿”。位于楼道及二层走廊位置,通过假绿植和上墙内容打造绿色走廊,展示社区低碳生活建设的足迹;
低碳阅读沉浸式空间“耕读·青苗”。与安全科普教育空间共用一个房间,通过拉帘式可变背景墙装饰及阅读设施布置改造为阅读空间,同时可作为居民日常休闲学习交流空间;
低碳主题交互式空间“分享·青词”。在社区居民议事厅增添绿色低碳内容装饰及屏风,营造低碳环保主题。
通过以上场景改造,将社区活动空间转变为公共共建共享空间。依托“强环境+深运维”服务理念,以“润物细无声”的手法为社区营造低碳环保主题的服务氛围,实现“全周期”的绿色低碳生活空间宣讲。居民每一次参与活动,都是一次低碳环保知识普及之旅。

Project Outcome
1.Scenario Innovation: Low-cost micro-renovation of stock spaces with seamlessly integrated daily eco-popularization
No new construction investment is required. Idle public spaces including community halls, corridors, libraries and waste sorting stations are upgraded via popularization corridors, themed interactive exhibition halls, guide signs and small interactive devices. Abandoning centralized lectures, climate change, waste sorting and recycling knowledge are embedded into residents’ leisure, parent-child and discussion scenarios to realize subtle ecological cultural education, greatly improving the acceptance and coverage of environmental publicity, fully matching the collection requirement of space micro-renovation.
2.Institutional Innovation: Lightweight closed-loop digital carbon inclusive system for sustainable long-term participation
A self-operating model combining digital points, merchant linkage and volunteer support is built without long-term special financial subsidies. The mini-program has issued 43,921 green points, collected 1,504kg standardized recyclables and circulated 528 second-hand books. Over 20 merchants provide nearly 100 redemption services with more than 5,000 total online and offline participations. Invisible low-carbon behaviors are quantified into exchangeable rewards to form a stable self-circulating operation system with wide replication value.
3.Participation Model Innovation: Full coverage of diversified space users to practice universal environmental action
Covering three core user groups: permanent residents, students and street merchants, over 800 people participate in offline activities on-site and 1,300 people benefit annually, with more than 60 low-carbon demonstration families cultivated. Tiered activities including online check-ins, offline fairs, school study tours and digital tutoring for seniors open participation channels for all age groups and foster a shared green community culture.
Quantitative Before & After Comparison: Before renovation, the community lacked standardized carbon inclusive incentives and dedicated low-carbon popularization spaces, with less than 40% resident participation rate in voluntary waste sorting. After project implementation, the participation rate rises above 85%. A standardized, lightweight and replicable green community space operation template is formed to provide practical solutions for urban residential areas to carry out Beautiful China initiatives.

打造 “数字积分 + 商户联动 + 志愿支撑” 自主运转模式,无需长期专项财政补贴。小程序累计发放环保积分 43921 分,居民规范投放可回收物 1504 公斤,闲置图书流转 528 本;20 余家商户开放近百项积分兑换服务,线上线下累计 5000 余人次参与。将无形低碳行为量化为可兑换激励,形成稳定自循环运营机制,具备大范围复制推广价值。
3、参与模式创新:全维度覆盖多元空间使用者,践行全民行动理念
覆盖常住居民、在校师生、沿街商户三大核心使用群体,全年线下活动 800 余人次现场参与,1300 余人次受益,培育 60 余户低碳示范家庭。配套线上打卡、线下市集、校园研学、老年数字帮扶分层活动,打通全年龄段参与通道,培育共建共享绿色社区文化。
实施前后量化对比:改造前社区无标准化碳普惠激励、无专属低碳科普空间,居民主动垃圾分类参与率不足 40%;项目落地后参与率提升至 85% 以上,形成标准化、轻量化、可复制的社区绿色空间运营模板,为城市居住区落实美丽中国行动提供实操范本。

Ecological & Environmental Benefits (Early 2023 – End 2025)
Residents have delivered a total of 1,504 kilograms of recyclables, cutting down the exploitation of virgin resources and the volume of landfilled waste. Regular standardized waste sorting keeps the compliance rate of kitchen waste separation at a steady 100%, with the total volume of domestic waste transported for disposal reduced by 18% year-on-year. The renovated low-carbon themed spaces further integrate green concepts into residents’ daily lives.
Social Impacts
Over 5,000 person-times have participated in low-carbon practices. Three stable environmental volunteer teams consisting of 120 long-term volunteers have been established. As a regional demonstration model of green public spaces, the project has received multiple exchange visits from neighboring communities. A yearly ecological study tour mechanism has been built in cooperation with primary and secondary schools, covering more than 300 teenagers every year. A tripartite collaborative co-construction model linking residents, merchants and the community has been formed to build an integrated and coordinated green action system.

The green point redemption system reduces the community’s procurement cost of supplies for environmental events. Merchants attract more offline customer flow through low-carbon themed activities, realizing cost reduction and efficiency improvement for both the community and business operators.
