Project Overview

Prior to the construction of this project, domestic waste in the city was treated by aerobic composting and sanitary landfilling. To address this situation, the Domestic WastetoEnergy Project in Daqing, Heilongjiang Province has a total investment of 975 million yuan, including 750 million yuan for the feasibilitystudyapproved investment and 220 million yuan for landfill compensation and closure works.

Designed for a daily domestic waste treatment capacity of 1,500 tonnes, the wastetoenergy project also coprocesses 300 tonnes of municipal sludge per day. It is equipped with three 500tonneperday mechanical grate incinerators and two 15 MW condensing steam turbinegenerator sets. The annual throughput reaches 511,000 tonnes of domestic waste and 109,500 tonnes of municipal sludge. It generates 200 million kWh of electricity annually, saving 80,000 tonnes of standard coal and cutting carbondioxide emissions by 170,000 tonnes each year.

Putting the project into full operation has thoroughly transformed domestic waste treatment in Daqing. It achieves fullincineration and zerolandfill of municipal domestic waste, serving as a powerful driving force for Daqing’s “ZeroWaste City” initiative.

项目背景

公司建设以前生活垃圾采用好氧堆肥及卫生填埋方式，针对此问题：黑龙江省大庆市生活垃圾焚烧发电项目总投资9.75亿元，其中可研投资7.5亿元，填埋场补偿款及封场2.2亿元。建设规模为日处理生活垃圾 1500 吨的生活垃圾焚烧发电项目，协同处理市政府污泥 300 吨/天，配置 3×500 吨/日机械炉排焚烧炉+2×15MW 凝汽式汽轮发电机组。年处理量总计51.1万吨生活垃圾，10.95万吨市政污泥；年发电2亿度，一年可节约标煤8万吨，减排二氧化碳17万吨。项目的投产运行彻底改变了大庆市生活垃圾的处理方式，实现了生活垃圾全焚烧、零填埋，成为大庆市创建“无废城市”的强大助力。

Project Implementation

In order to implement greendevelopmentrelated policies including Implementation Guidelines for the Green Manufacturing Project (20162020), as well as lowcarbon development requirements such as “peaking carbon dioxide emissions by 2030 and achieving carbon neutrality by 2060”, a municipal solid wastetoenergy project has been constructed to address the previous domestic waste treatment modes of aerobic composting and sanitary landfilling. Wastetoenergy technology combusts domestic waste at high temperatures, converting combustible components in waste into carbon dioxide, water and other substances. The waste heat generated is recovered for power generation, while flue gas and fly ash are subject to harmless treatment.

First, enhance waste resource utilization. As a waste disposal approach based on combustion, wastetoenergy features advanced industrial technologies and high integration. It drastically reduces the volume and weight of waste. Incineration residues can be comprehensively recycled, and thermal energy from combustion is used for power and heat supply. Secondary pollution is effectively controlled, delivering sound environmental and economic benefits.

Second, mitigate environmental pollution. Waste disposal exerts substantial impacts on the environment. Conventional landfilling and incineration may cause pollution to soil, air and water bodies. Wastetoenergy power plants not only cut environmental risks originating from landfilling and conventional incineration, but also reduce greenhousegas emissions, achieving prominent environmentalprotection outcomes. Nevertheless, the construction and operation of wastetoenergy plants may impose certain impacts on surrounding areas, including noise pollution, air pollution and wastewater discharge. Effective measures shall therefore be adopted to minimize environmental impacts and guarantee the sustainable development of the plant.

Third, generate clean energy. Wastetoenergy power plants resolve wastedisposal challenges while supplying clean energy for cities. Case studies at home and abroad demonstrate considerable economic returns. For one thing, the plants generate electricity as clean urban energy. For another, they realize resource reuse and lower wastetreatment costs.

Fourth, boost economic benefits. The construction of wastetoenergy plants brings influences to local residents and society. On the one hand, the supply of clean energy and urban environmental improvement win wide public attention and support. On the other hand, project construction and operation create local jobs and fuel regional economic growth.

The WastetoEnergy Project of Daqing UrbanControl Power Co., Ltd. was approved by the Heilongjiang Provincial Development and Reform Commission via Document Hei Fa Gai Xin Neng Yuan〔2020〕No. 689. The Environmental Impact Report for Daqing Municipal Solid WastetoEnergy Project was approved under Document Hei Huan Shen〔2022〕No.18. The Daqing Municipal Bureau of Urban Administration and Law Enforcement serves as the competent authority and advances the overall project construction. The project operates in full compliance with regulatory requirements.

项目实施

为贯彻落实《绿色制造工程实施指南（2016-2020年）》等绿色发展有关政策和“2030年碳达峰、2060年碳中和”等低碳发展有关要求，针对以前生活垃圾采用好氧堆肥及卫生填埋方式，建设生活垃圾焚烧发电项目。垃圾焚烧发电是将生活垃圾在高温下燃烧，使生活垃圾中的可燃废物转变为二氧化碳和水等，产生的余热用于发电，产生的废气、飞灰进行无害化处理。

一是加强垃圾利用。垃圾焚烧发电项目是一种以燃烧为手段的垃圾处理方法，工业技术水平高，集成化程度高。不仅可以大大地减少了垃圾体积和重量，同时焚烧后的灰渣还可以综合利用，焚烧产生的能量还可以用于发电和供热，极大地控制二次污染，取得了较好的环境效益和经济效益。

二是减少环境污染。垃圾处理对环境有着重要的影响。传统的垃圾填埋和焚烧处理方式都存在着对土壤、空气和水体的污染。而垃圾电厂利用垃圾发电，不仅可以减少垃圾填埋和焚烧对环境的污染，而且还可以减少温室气体的排放，起到了良好的环保效果。但同时，垃圾电厂的建设和运营也会对周边环境产生一定的影响，包括噪音污染、空气污染和废水排放等。因此，需要采取有效的措施来减少环境影响，确保垃圾电厂的可持续发展。

三是创造清洁能源。垃圾电厂不仅可以解决垃圾处理问题，而且还可以为城市提供清洁能源。根据国内外的案例研究，垃圾电厂的经济效益是可观的。首先，垃圾电厂可以产生电力，为城市提供清洁能源。其次，垃圾电厂可以实现资源的再利用，降低处理成本。

四是加强经济效益。垃圾电厂的建设对周边居民和社会都具有一定的影响。首先，垃圾电厂可以提供清洁能源改善城市环境，受到了社会广泛的关注和支持。其次，垃圾电厂的建设和运营为当地提供就业机会，促进了当地经济的发展。

黑龙江省发展和改革委员会黑发改新能源【2020】689号，对大庆城控电力有限公司生活垃圾焚烧发电项目进行核准批复；黑环审【2022】18号，对大庆市生活垃圾焚烧发电项目进行环境影响报告书批复，大庆市城市管理综合执法局对整体项目建设进行主管及推进，符合规定生产。

Project Outcome

The company advances green Belt and Roadrelated wastetoenergy initiatives. Wastetoenergy is a waste disposal technology relying on combustion, featuring highlevel industrial technology as well as superior integration and automation. It can substantially reduce the volume and weight of waste. Incineration residues are available for comprehensive utilization, and thermal energy produced by combustion can be used for power and heat generation. Secondary pollution is greatly contained, yielding favorable environmental and economic benefits.

Prior to the project construction, domestic waste in Daqing was treated by aerobic composting and sanitary landfilling, with a daily waste treatment capacity of 1,000 tonnes. The landfill site had a total storage capacity of 3.05 million cubic meters, of which 2.07 million cubic meters had already been occupied by landfilled waste.

After the commissioning of the domestic wastetoenergy project, domestic waste in Daqing is no longer sent to landfills. Aged landfill waste from the landfill area will be screened and incinerated in separate zones and batches, scheduled for complete incineration within 12 years. Incineration residues will be comprehensively reused, and heat from combustion will be recovered for power and heat supply. Generating electricity from waste, the plant mitigates environmental pollution caused by landfilling, cuts greenhousegas emissions and supplies clean energy for the city. Furthermore, the project creates local employment opportunities and achieves the goals of harmless treatment, volume reduction and resource recovery for domestic waste in Daqing.

我公司建设前，生活垃圾采用好氧堆肥及卫生填埋方式，日处理生活垃圾1000 t/d，填埋区库容305万立方米 ，已填埋库容207万立方米。

生活垃圾焚烧发电建成后，大庆市生活垃圾不再填埋，且填埋区的陈腐垃圾筛分后分区分批次焚烧处理，计划12年全部焚烧完毕。焚烧后的灰渣综合利用，焚烧产生的能量还可以用于发电和供热；垃圾电厂利用垃圾发电，不仅可以减少垃圾填埋对环境的污染，而且还可以减少温室气体的排放，还为城市提供清洁能源；垃圾电厂的建设为当地提供就业机会，实现了大庆市生活垃圾无害化、减量化、资源化处置的目标。

Project Highlights

Daqing Urban-Control Power Co., Ltd. has launched the Daqing Municipal Domestic Waste Incineration Power Generation Project, which generates electricity by utilizing heat produced from waste incineration. The project effectively solves environmental problems caused by domestic waste and realizes the comprehensive utilization of solid waste resources.

Fully compliant with national and local industrial and environmental policies, the project delivers remarkable environmental benefits, outstanding social benefits and sound economic returns, holding important strategic significance for the urban construction and high-quality development of Daqing City. The project is designed with a domestic waste treatment capacity of 1,500 tons per day and a collaborative municipal sludge treatment capacity of 300 tons per day. Covering a total land area of 99,051.05 square meters, the site layout fully meets the requirements of production processes and fire protection standards while maximizing land utilization efficiency.

All production wastewater is treated by the on-site leachate treatment station to meet the requirements of Urban Sewage Recycling — Industrial Water Quality (GB/T19923-2005) and fully recycled for on-site reuse with zero external discharge. This measure greatly reduces fresh water consumption and realizes the economical and efficient utilization of water resources.

The incineration operation strictly complies with GB 1848-2014. The emission concentrations of particulate matter, sulfur dioxide (SO₂), nitrogen oxides (NOₓ), hydrogen chloride (HCl), heavy metals, dioxins, hydrogen sulfide (H₂S) and ammonia (NH₃) to the ambient air are strictly controlled to minimize environmental impact. Fugitive emissions at the plant boundary are governed by GB 14554-92 to continuously improve public environmental satisfaction. All solid wastes generated in the production process are properly treated to achieve the goals of harmless disposal, volume reduction and resource recycling, in full compliance with the Standard for Pollution Control on the Domestic Waste Landfill Site (GB 16889-2024).

The noise level around the plant boundary meets the Class 2 acoustic environment emission limits specified in the Emission Standard for Industrial Enterprises Boundary Environmental Noise (GB12348-2008). Environmental prediction demonstrates that soil impact indicators such as heavy metals fully comply with the screening values specified in the Soil Environmental Quality — Risk Control Standard for Soil Contamination of Agricultural Land (Trial) (GB15618-2018) and the Class II land screening values in theSoil Environmental Quality — Risk Control Standard for Soil Contamination of Development Land (Trial) (GB36600-2018).

An electronic display screen installed at the factory gate publicly displays real-time online environmental monitoring data. The company also proactively discloses self-monitoring environmental information through official websites and other channels, fully fulfilling environmental information disclosure obligations. During the project construction phase, public opinions were widely solicited through online platforms, newspapers, public hearings and on-site notices, with no public objections or opposition received throughout the public participation process.

The project achieves full incineration and zero landfill of municipal domestic waste, serving as a core driving force for Daqing’s construction of a Zero-Waste City.

在厂区大门位置设置电子显示屏公开企业在线监测环境信息，通过企业网站等途径公开企业自行监测环境信息的信息公开要求。建设中通过网络、报纸、听证会、张贴告示等方式征求周围群众的意见，公众参与过程中无人表示不同意和反对。实现了生活垃圾全焚烧、零填埋，是大庆实现“无废城市”的重要助力。
