The Huangzhong Community of Chadianzi Subdistrict Office is located at No. 131 Huangyuan Street, Jinniu District. It was established in July 2020 through the merger of the former Jinsha Park Community and Jinsha Park North Community. The community covers an area of 1.14 square kilometers and includes 31 residential compounds (of which 28 are property-managed compounds, 1 is self-managed by its affiliated unit, and 2 are self-governed by residents). It has 12,537 households, with a total population of 30,307, including a permanent resident population of 20,127, a registered household population of 17,026, and a floating population of 13,281.

The community is divided into 19 grids based on adjacent geographical areas, with 13 residents' groups under the neighborhood committee, 23 full-time grid workers, and 12 members of the community's two committees (the Party branch and the neighborhood committee). The community Party committee has 15 secondary Party organizations, with over 870 registered Party members.

In order to thoroughly implement the provincial and municipal directives on carbon peaking and carbon neutrality, carry out the national strategy for actively responding to climate change, actively explore near-zero carbon development models, and accelerate the green and low-carbon transition, Huangzhong Community, under the guidance of Chadianzi Subdistrict Office, has strictly followed the work arrangements of the "Chengdu Near-Zero Carbon Emission Pilot Zone Construction Work Plan."

It has undertaken the pilot work for building a near-zero carbon community, addressing aspects such as carbon emissions, planning and construction, energy utilization, resources and environment, and collaborative governance. The community has completed projects including the development of a near-zero carbon theme park, energy-saving retrofits in public areas, and the installation of new energy vehicle charging piles utilizing renewable energy, thereby meeting the requirements for establishing a near-zero carbon emission community.

为深入贯彻落实省、市关于碳达峰碳中和的工作部署，落实积极应对气候变化国家战略，积极探索近零碳发展模式，加快绿色低碳转型，黄忠社区在茶店子街道办事处的指导下严格按照《成都市近零碳排放区试点建设工作方案》工作部署，做好近零碳排放社区试点工作，从碳排放、规划建设、能源利用、资源环境、共建共治方面出发，完成近零碳主题公园打造、公共区域节能改造、可再生能源利用新能源汽车充电桩等项目，达到了近零碳排放社区创建要求。

Project Overview

I. Current Problems

The project covers the entire Huangzhong Community, with primary activity spaces including the Party-Mass Service Center, small public squares, and residential courtyards. Target beneficiaries encompass community Party members, youth groups, representatives of the "Five Elders" (retired Party cadres, veteran military personnel, retired workers, elderly model workers, and senior experts), adolescents, and enterprises and institutions within the jurisdiction.

Prominent issues currently include: residents' weak awareness of green lifestyles and low participation in daily energy-saving and carbon-reduction behaviors, which fall significantly short of the requirements for building a "near-zero carbon" community; the untapped potential of the "Five Elders"' experience and wisdom, which has not been effectively translated into guidance capacity; the low level of engagement of young Party members in community governance and the insufficient intergenerational synergy; the loose linkage among the five social-sector entities (communities, social organizations, social workers, social resources, and self-organized groups), with no established mechanism for resource integration and sharing; and the lack of a sustained vehicle under Party-building leadership for implementing the "Handle Practical Matters for the People" initiative, resulting in insufficient depth and continuity in serving the public.

II. Cause Analysis

First, the promotion and education of ecological civilization concepts at the community level remain overly abstract, lacking tangible, actionable measures that can be integrated into daily life, leading to a disconnect between residents' awareness and actual behavior.

Second, there is a lack of regular interactive platforms between the "Five Elders" and youth groups, and insufficient participation channels and incentives for young Party members, resulting in an imbalanced structure of community governance participants.

Third, the five-sector linkage is still in its initial exploratory stage, with underdeveloped mechanisms for information sharing and resource coordination, and regional resources from commerce, education, healthcare, and other sectors have not been effectively embedded into the community service chain.

Fourth, the forms of Party-building work are relatively rigid, and service projects are fragmented, failing to organically integrate green development with the actual needs of the public, and lacking a branded, systematic, and long-term mechanism.

III. Improvement Objectives

With Party-building leadership as the core, we aim to establish a "1+5+N" working model: by empowering Party branches and Party members, we will drive residents to adopt green lifestyles, thereby enhancing the community's awareness and practical capacity for "near-zero carbon" living;

We will build interactive platforms connecting the "Five Elders" and youth groups to activate youth participation and carry forward community spirit; we will strengthen the five-sector joint consultation mechanism and the "e-Butler" (E-Guanjia) coordination system to revitalize regional resources; and we will leverage Party-Mass Service Center spaces to create "Green Stations" that offer convenient services, health and sports activities, and other routine programs, ensuring the sustained implementation of the "Handle Practical Matters for the People" initiative.

The ultimate goal is to establish a brand of a "Near-Zero Carbon · Model of Civilization" happy community characterized by co-construction, co-governance, and shared benefits, achieving a dual enhancement in community governance effectiveness and residents' sense of well-being.

项目覆盖黄忠社区全域，以党群服务中心、小广场及院落为主要空间，服务对象涵盖社区党员、青年群体、“五老”代表、青少年及辖区企事业单位。当前突出问题包括：居民绿色生活方式意识薄弱，日常节能降碳行为参与度低，与“近零碳”社区建设要求差距明显；“五老”经验优势未有效转化为引导力，青年党员在社区治理中活跃度不高，代际联动不足；五社主体（社区、社会组织、社工、社会资源、自组织）尚处松散联系阶段，资源整合与共享机制未形成；党建引领下的“我为群众办实事”缺乏持续载体，服务群众深度和常态性不足。

二、原因分析

一是生态文明理念在社区层面的宣传教育偏于抽象，缺乏融入日常生活的可操作抓手，居民认知与行动脱节。二是“五老”与青年群体之间缺少常态化互动平台，青年党员的参与渠道和激励不足，导致社区治理主体结构失衡。三是五社联动处于初期探索阶段，信息互通和资源对接机制不健全，区域商业、教育、医疗等资源未能有效嵌入社区服务链条。四是党建工作形式相对固化，服务项目碎片化，未能将绿色发展与群众实际需求有机结合，缺乏品牌化、系统化的长效机制。

三、改进目标

以党建引领为核心，构建“1+5+N”工作模式：通过赋能支部和党员，带动群众践行绿色生活，提升居民“近零碳”意识与实践能力；搭建“五老”与青年互动平台，激活青年参与，传承社区精神；健全五社联席会商和“e管家”联动机制，盘活区域资源；依托党群阵地打造“绿色驿站”，开展便民服务、健康运动等常态化活动，推动“我为群众办实事”持续落地。最终形成共建共治共享的“近零碳·文明典范”幸福社区品牌，实现社区治理效能与群众幸福感双提升。

Project Implementation

I. Online and Offline, Dual-Channel Linkage

Online, we issue initiatives to the public through online media, calling on everyone to save water, electricity, and paper, to refuse pollution, to cherish food, and to choose green travel. Together, we "seek" green, acting as promoters, advocates, practitioners, and exemplars of a "low-carbon lifestyle," walking hand in hand with civilization, so that green, low-carbon modes of production and daily life become a prevailing social norm.

Offline, we organize various forms of low-carbon themed awareness campaigns and distribute near-zero carbon community individual behavior advocacy materials to residents and activity participants within the jurisdiction.

These efforts popularize environmental protection knowledge and energy-saving low-carbon lifestyles, promote ecological civilization concepts, and mobilize everyone to actively participate in low-carbon actions, working together to build a green and beautiful near-zero carbon community. A total of thirteen offline events have been held, directly reaching over a thousand people and indirectly influencing nearly ten thousand residents within the community.

II. Party Members Taking the Lead, Residents Actively Participating

In near-zero carbon advocacy, Party members have set an exemplary role model by proactively learning low-carbon knowledge and setting a good example for the general public. In the event ""Carbon" World · Paint Life," we collaborated with the Qianhe Xincheng Party Branch to empower and train its members, strengthening their understanding of near-zero carbon principles. This laid a solid foundation for Party members to later take the lead in near-zero carbon advocacy.

In the promotional event "Welcoming the 20th National Party Congress with Low-Carbon Actions, Beautifying Huangzhong," Party member volunteers took the lead, using their own experiences and feelings to call on everyone to actively participate in building a "zero-carbon" community. This stimulated vitality, guided the transformation of advanced concepts into practice, and encouraged everyone to engage in community development and speak up for low-carbon living, creating a positive atmosphere within the residential compounds.

III. Community-Enterprise Joint Co-Construction

To attract new forces to join the construction of a near-zero carbon community, we aim to tap into the sustainable development heritage and spirit of Huangzhong Community, integrate Party-building activities with business operations, align them with enterprise development goals, and clarify both service lists and demand lists, so as to achieve a win-win outcome for both the community and enterprises.

In September 2022, during the event "Addressing Difficulties, Seeking Development," we visited local businesses of various industries. The purpose was to understand the current operational status of different sectors, carry out promotional work for our "near-zero carbon" project, expand its influence, and facilitate the smooth progress of subsequent work.

IV. Elders Guiding the Young, Competition Driving Learning

Elders guiding the young is one of our important approaches to low-carbon advocacy. Elderly residents possess rich life experience and environmental awareness, while children are the future stewards of our planet, with great potential for learning and growth. In our promotional activities, elders can educate and guide children, helping them pay greater attention to environmental protection and resource conservation.

In the event "Welcoming the 20th National Party Congress with Low-Carbon Actions, Beautifying Huangzhong," we used cultural dance performances by the Hui Min Yuan dance troupe and storytelling by Party member aunties to plant the seeds of a low-carbon lifestyle in the minds of children.

Competition driving learning, through knowledge contests, has mobilized residents' enthusiasm and encouraged their active participation. These activities have helped broaden public knowledge of green consumption and enhanced their awareness of energy conservation and environmental protection.

The "Low-Carbon Environmental Protection · Start with Me" knowledge contest held in October 2022 enabled community residents to truly feel their responsibility and obligation to protect the environment, encouraging everyone to start with small everyday actions, and fostering a positive atmosphere of "individuals driving families, and families influencing society" in energy conservation and emission reduction.

V. Compound Backbone Leaders, Multi-Stakeholder Linkage

As integral parts of the community, residential compounds have earnestly implemented relevant requirements in the process of building a near-zero carbon community, contributing ideas and efforts to the "near-zero carbon community" initiative.

In February of this year, during the "Near-Zero Carbon" Sharing Corner and Space Building activity, we held courtyard meetings (Baba Hui) to understand residents' specific needs for building zero-carbon spaces within their compounds. The establishment of shared toolboxes in community compounds not only encourages residents to recycle and reuse old items and increase the utilization rate of idle goods, but also provides a more convenient, fast, and inclusive circular service, enabling Huangzhong Community to jointly address sustainable development challenges, empower green transformation, and collectively contribute to achieving carbon neutrality.

Compound backbone leaders, serving as bridges between residents and the community, play a crucial role in raising awareness and advocating the necessity of building a near-zero carbon community among residents. Through their joint efforts, residents' environmental awareness has been significantly enhanced.

线上通过网络媒体对公众发出倡议，呼吁大家节约用水、用电、用纸、拒绝污染、珍惜粮食、绿色出行等，一起“碳”寻绿色，做“低碳生活”的宣传者、倡导者、践行者和示范者，与文明同行，让绿色低碳的生产和生活方式蔚然成风。

线下组织多种形式的低碳主题宣传活动，并向辖区内居民和活动参与者等发放近零碳社区个人行为倡导资料，普及环境保护知识和节能低碳的生活方式、弘扬生态文明理念，动员大家积极参与低碳行动，为建设绿色美好的近零碳社区而共同努力。线下合计举办十三场活动，直接影响千余人，间接影响辖区居民达万人。

二、党员带头，居民参与

在近零碳宣传中，党员做好了带头示范作用，对低碳知识积极主动学习，为广大群众作出良好表率。‘碳’世界·绘生活”活动中联合千和馨城党支部开展，对其进行赋能培力，加强党员对近零碳的认识，为后期党员牵头，参与近零碳宣传做了良好的铺垫；在“用低碳之行-喜迎二十大，装扮美丽黄忠”宣传活动中由党员志愿者带头，用自己的经历及感受呼吁大家积极参与到“零碳”社区的建设中，激发活力，引导先进理念向实践转化，鼓励大家参与社区建设，共同为践行低碳生活发声，在院落内形成了良好氛围。

三、社区企业，联合共建

为吸引新的力量加入到近零碳社区的建设中来，挖掘黄忠社区可持续发展底蕴和精神，将党建活动与企业经营结合起来，与企业发展目标结合起来，理清服务清单和需求清单，实现社区与企业二者双赢。

社区在2022年9月“解困境，谋发展”活动中就近对一些商家进行走访，其经营行业各有不同。其目的在于了解各行各业目前的经营现状以及对我们“近零碳”项目进行一些宣传工作，扩大项目的影响力，以及便于之后工作的展开。

四、以老带幼，以赛促学

以老带幼是我们低碳宣传的重要方式之一。老年人具有丰富的生活经验和环保意识，而孩子们则是未来的主人公，他们具有学习和成长的潜力。在宣传活动中老人可以通过教育和引导孩子们，让他们更加注重环境保护和资源节约。在“用低碳之行，喜迎二十大，装扮美丽黄忠”活动中，我们通过惠民苑舞蹈队文艺舞蹈和党员阿姨讲故事的方式，为孩子们种下一颗低碳生活的种子。

以赛促学通过知识竞赛的形式调动了居民的积极性，让他们积极参与其中，学习拓宽绿色消费相关知识，提高群众的节能意识、环保意识。2022年10月“低碳环保·从我做起”——知识竞赛活动的开展，让社区居民切身感受到了环保的责任和义务，让大家从身边的每一件小事做起，营造“个人带动家庭，家庭影响社会”的节能减排良好氛围。

五、院落骨干，多方联动

院落作为社区的一部分，在近零碳社区的打造过程中，认真落实相关要求，为“近零碳社区”建言献力。在今年2月“近零碳”共享角，阵地营造活动中，通过开展院落坝坝会了解居民对于院落零碳阵地营造的具体需求。在辖区院落设立共享工具箱，不仅倡导了居民旧物循环利用，提高闲置物品的使用率，还能以更方便、快捷、普惠的循环服务携手黄忠社区共迎可持续发展挑战，赋能绿色转型，共同助力实现碳中和。

院落骨干代表，作为居民群体和社区之间的桥梁，在近零碳社区的建设中对居民建设近零碳社区必要性的重要作用，通过众人共同努力，加大了居民的环保意识。  

Project Outcome

I. "Carbon-Neighborly Community · Carbon-Neutral Future" Carbon Cabin Construction Project

Chadianzi Subdistrict actively took the lead in establishing the city's first batch of near-zero carbon communities. By utilizing leftover urban marginal spaces, it has built two household waste sorting and carbon neutrality cabins (referred to as "Carbon Cabins"). Each cabin occupies only 25 square meters.

To date, the registration rate for the Carbon Cabin recycling bins has reached 70%, with approximately 25,888.56 kilograms of items recycled, equivalent to 25.89 tons of recyclable materials. Per-household waste reduction has exceeded 15% on average, and residents have cumulatively withdrawn RMB 25,000 in cash redemptions. The Carbon Cabin project was awarded the 2022 Municipal Smart Featured Scenario.

II. Dual-Carbon Plaza – Near-Zero Carbon Community Healthy Living Scene Creation Project

The subdistrict implemented a near-zero carbon community healthy living scene creation project at Huangzhong, located at No. 131 Huangyuan Street. The original plaza suffered from a lack of public amenities, community public canteens, leisure beverage outlets, and other commercial services, as well as issues such as idle "golden-edge and silver-corner" spaces, noise disturbances, and visual blight.

The community Party organization played a core leadership role, taking the lead in conducting a "carpet-style" collection of residents' demands, ultimately forming a project development approach centered on "green and low-carbon + all-age friendliness." After its transformation, the Dual-Carbon Plaza now features new additions including a community café, a public canteen, and a traditional noodle shop. This project was awarded the Third Prize in the 2022 Municipal Micro-Regeneration Project Competition.

III. "Happiness Lane" Paper Art Space – School-Community Collaborative Workshop Project

To promote the sustainability of low-carbon actions in Huangzhong Community, and in conjunction with the paper pulp craft course "Jiuli Paper Art" offered by the Labor and Art Workshop of Jiu Li Di Branch of Chadianzi Primary School, the "Happiness Lane" school-community collaborative workshop was established.

A series of co-construction activities between the community and the school have been carried out, creating a "learning circle" that integrates school and community resources, achieving a win-win outcome where students gain practical experience in the community while the community benefits from specialized courses.

The raw material for the course—paper pulp—comes from the recycling of waste office paper generated by Huangzhong Community and its affiliated organizations. The program is committed to "adding color to paper and carrying environmental protection through to the end." Participants tear waste paper into pieces as pulp material, which is then soaked, kneaded into pulp, drained of excess water, and sun-dried to produce recycled paper.

一、“碳惠社区 碳汇未来”碳小屋建设项目

茶店子街道积极创建全市首批近零碳社区，利用城市边角剩余空间，建成生活垃圾分类碳中和小屋（简称“碳小屋”）2 个。单个占地面积仅25方米，截至目前，“碳小屋”回收盒注册率达70%，回收物品近 25888.56 千克，可回收物达 25.89 吨，平均每户垃圾减量超 15%，居民累计提现 2.5 万元。碳小屋荣获 2022 年市级智慧特色场景。 二、双碳广场-近零碳社区健康生活场景营造项目

街道在位于黄苑街 131 号黄忠实施近零碳社区健康生活场景营造项目。原广场缺少便民设施、社区公共食馆、休闲饮品等业态，存在金边银角闲置、噪音扰民、有碍美观等问题。社区党组织发挥核心作用，牵头“地毯式”收集居民诉求，形成了“绿色低碳+全龄友好”的项目打造思路。蝶变后的双碳广场，新增社区咖啡馆、便民食堂、传统面馆等。该项目荣获 2022 年市级微更新项目三等奖。 三、“幸福里”纸艺空间——校社联动工坊项目

为促进黄忠社区低碳行动的持续性，结合茶小九里堤分校劳艺工坊“玖里纸间”的纸浆课程，成立“幸福里”校社联动工坊，开展了一系列社区与学校的共建活动，构筑校社的“学习圈”，实现学生进社区实践，社区有特色课程的双赢。

课程原材料的纸浆是来源于黄忠社区及辖区单位办公废纸的再利用，“纸”上添彩“浆”环保进行到底。参与者将废纸撕碎作为纸浆原料，通过浸泡、揉成纸浆、沥干水分，晾晒成再生纸。

Project Highlights

1. Huangzhong Park presents multi-dimensional applications of near-zero carbon scenarios. Four display windows and 30 promotional signage boards have been installed. Over 4,000 square meters of new ecological permeable pavement material have been laid, converting previously impermeable roads and greenway paths into permeable surfaces.

By utilizing the functions of infiltration, retention, storage, purification, and utilization, the park achieves localized retention and utilization of a portion of precipitation, thereby enhancing flood control capacity. A 50 m² solar photovoltaic panel has been newly installed on the rooftop of the restroom facility in Huangzhong Park to provide electricity for restroom lighting and equipment. Additionally, 40 solar-powered streetlights have been installed to replace existing ones.

2. Two original exhaust fans at the Huangzhong Community Service Center have been replaced with secondary energy-efficient fans, reducing power consumption from 8,500W to 5,500W. Two original agitated submersible sewage pumps at the Huangzhong Community Service Center have been replaced with secondary energy-efficient submersible sewage pumps (4.5KW). One elevator energy feedback device has been installed at the Huangzhong Community Party-Mass Service Center.

3. A 50 m² solar photovoltaic panel has been newly installed on the rooftop of the restroom facility in Huangzhong Park to provide electricity for restroom lighting and equipment. 4. A carbon emission management system has been established for Huangzhong Community, enabling comprehensive access to and collection of community electricity and natural gas data, and achieving the integration and aggregation of big data on community energy and carbon (emissions).

5. In 2022, 17 new new-energy vehicle charging stations were added. As of the current date in 2023, 60 more have been installed, bringing the total to 89, serving over 100,000 electric vehicle charging sessions annually.

6. A reclaimed water reuse facility has been installed at the Jinniu District Government Organs Second Kindergarten within the jurisdiction, enabling the reuse of 400 tons of rainwater annually.

7. Energy-efficient retrofitting has been completed for 60 streetlights in Huangzhong Park and the Dual-Carbon Plaza, utilizing polycrystalline silicon solar panels and LED lamp heads.

8. Through the purchase of approximately 1,186.33 tCO₂ of carbon emission reductions under the "Carbon-Happy Tianfu" mechanism, 50% of the community's carbon emissions have been offset.

9. Twenty-three units of intelligent waste sorting equipment have been procured, and two Carbon Cabins have been constructed.

September 4, 2023 – Huangzhong Community was honored as one of Chengdu's first batch of near-zero carbon communities.

October 2023 – Huangzhong Community was recognized as a Chengdu Near-Zero Carbon Emission Demonstration Unit (Community).

March 13, 2024 – Suining Hedong New Area reported that Xia Hairong, Vice Chairman of the Suining Municipal Political Consultative Conference and Secretary of the Party Working Committee of Hedong New Area, led a delegation to Huangzhong Community to inspect the near-zero carbon community construction pilot project.
