The purity of kitchen waste reached 98% (exceeding 96% during the pilot period), laying the foundation for subsequent resource utilization and reducing the difficulty of handling mixed waste. According to industry standards, the resource utilization of 692.72 tons of kitchen waste can prevent the generation of methane during landfilling (with the greenhouse effect being 28 times that of CO₂), equivalent to reducing CO₂ emissions by approximately 5,800 tons.

(1) Top-level Design: Develop the "Dual 20-Day" Overall Plan

Establish the operational concepts of "innovation-driven, tailored by location, and precise classification", and adopt the "Dual 20-Day Work Method" as the pilot operation overall plan. Among them, the first 20 days are the atmosphere-building period, where a combination of "5 days of concentrated publicity + 15 days of on-site guidance" is adopted to quickly enhance residents' awareness and participation willingness of the "Bucket-to-Bucket" model, creating a strong garbage classification atmosphere; the last 20 days are the quality and efficiency improvement period, focusing on classification accuracy, bucket recycling efficiency, and data traceability capabilities. 确立“创新驱动、因地施策、精准分类”运营理念,并以“双 20天工作法”作为试点运营总方案。其中,前20天为氛围构建期,通过“5天集中宣传 + 15天现场引导”的组合方式,快速提升居民对“以桶换桶”模式的认知度和参与意愿,营造浓厚的垃圾分类氛围;后20天为质效提升期,重点关注分类精准度、桶具循环效率以及数据溯源能力,借助智能终端实时监控分类情况,持续优化督导策略,不断巩固和提升分类效果,确保“以桶换桶”模式稳定高效运行。

 

(2) Team Support: Establish a "Five-in-One" Work Team

With party building as the core, form a "professional service + intelligent support + community + property management + professional company" five-in-one team; establish a weekly meeting mechanism to clarify responsibilities (front-end staff conducting door-to-door publicity, mid-end professional companies for transportation and pre-processing, back-end for small-scale venous home disposal and cleaning), ensuring a closed-loop of responsibilities for all tasks and promoting them efficiently.

Innovatively establish a four-level "bucket-to-bucket" closed-loop system from the resident end to the property management end, the professional end, and the intelligent end. At the resident end, participating households go to the temporary storage point in the community every day at the designated time to exchange dirty buckets filled with kitchen waste for clean ones. At the property management end, professional companies are responsible for collecting the dirty buckets replaced by residents, completing tasks such as weighing and traceability registration, and then uniformly cleaning and disinfecting the dirty buckets to ensure the recycling of bucket sets and the traceability of data.
