Located in the core area of Wuxi Economic Development District, Wuxi Sino-Swedish Low-Carbon Eco-City covers an area of 2.4 square kilometers. Under the direct leadership of the Management Committee of Wuxi Economic Development Zone, the Construction Bureau of Wuxi Economic Development Zone takes charge of the construction of Wuxi Sino-Swedish Low-Carbon Eco-City.We actively explore the way of green and sustainable development. Through the“Seven Major Operations”(Green Energy, Green Traffic, Green Buildings, Green Municipalities,Green Blocks, Green Industries, Green Humanity), we hope to complete the whole construction of Wuxi Sino-Swedish Low-Carbon Eco-City by the end of 2025, implementing the goal of“carbon peak”and“carbon neutrality”in all aspects of social development, so as to build up a first-class low-carbon eco-city in China with international influence. At present, representatives of projects finished and under construction of Wuxi Sino-Swedish Low-Carbon Eco-City are as follows:1、Wuxi International Conference Center，Wuxi K11 Select Shopping Center，Qingyan Road Zero-Carbon Primary School ，Low-Carbon Technology Innovation Promotion Center，TOD Comprehensive Development Project，Qingshu Road Zero-Carbon Kindergarten ，Wuxi Olympic Center，Residential area of Wuxi Sino-Swedish Low-Carbon Eco-City.

The construction of this 2.4-square-kilometer project began after an intention agreement signed between Wuxi Municipal Government and Sweden.Under the direct leadership of the Management Committee of Wuxi Economic Development Zone, the Construction Bureau of Wuxi Economic Development Zone takes charge of the construction of Wuxi Sino-Swedish Low-Carbon Eco-City. Meanwhile, we build up a management structure suitable for our own development to further promote the construction and investment of this eco-city.

1、Use solar energy, building-integrated PV, and shallow geothermal energy. Increase renewable energy penetration in projects, ensuring that 100% of new buildings use renewable energy sources.

2、In the construction of industrial parks, pilot projects wil be implemented for user-side energy storage, reclaimed water heat pumps, and smart energy micro-grid management, with the objective of maximizing distributed energy use and diversifying energy supply.

3、Promote energy-efficient and low-carbon transportation vehicles. Devolop efficient charging and battery-swapping networks. Promote new energy vehicles and explore green energy supply for charging stations.

4、Build a garbage classification and collection system. Achieve 100% garbage classification and over 75% garbage reuse.

1、落实全域太阳能、建筑光伏和浅层地热能利用，提高项目的可再生能源渗透率，确保新建建筑使用可再生能源的比例达到100%。

2、在产业园区建设中试点用户侧储能、中水源热泵利用和能源微网智慧管理，促进分布式能源的最大化利用和多元化供能。

3、推广节能低碳的交通工具。构建便利高效、适度超前的充换电网络体系，推广新能源汽车规模化应用。

4、全面建设垃圾分类投放收运系统，严格执行垃圾四分类收集储运，实现垃圾分类回收100%和垃圾资源复用率75%以上。

3. Qingyan Road Planned Primary School: Awarded the National Near-Zero Energy Building certification and received municipal special funding of RMB 1 million for green building development.  

4. Qingshu Road Kindergarten: Certified as a Provincial Ultra-Low/Near-Zero Energy Building Demonstration Project and granted special funding of RMB 2.8 million.

Since its establishment, Wuxi Economic Development District has conducted extensive research, drawing inspiration from world-renowned eco-cities such as Hammarby Sjöstad in Sweden. Wuxi Economic Development District commissioned the Shenzhen Institute of Building Research to develop the "Comprehensive Plan for Low-Carbon Eco-Construction of the Wuxi Sino-Swedish Low-Carbon Eco-City". The following year, Sweco International, the original design company of Hammarby Sjöstad, was engaged for consultancy and research. These efforts culminated in the formulation of two key documents: the "Wuxi Sino-Swedish Low-Carbon Eco-City Construction Plan (2022-2025)" and the "Implementation Guidelines for Accelerating the Development of a Comprehensive 'Dual Carbon' Demonstration Zone Led by the Sino-Swedish Low-Carbon Eco-City Project". A preliminary assessment conducted by professional institutions indicates that the project can achieve the highest national rating - the three-star standard for green ecological urban areas.

经开区成立以来，借鉴哈马碧湖城等国际先进生态城建设经验，先后进行了多轮研究，邀请深圳市建筑科学研究院等单位维制了《无锡中瑞低碳生态城低碳生态建设综合规划》，邀请哈马碧湖城原设计单位Sweco国际开展相关咨询研究，并制定出台了《无锡中瑞低碳生态城建设计划（2022-2025年）》《关于以中瑞低碳生态城建设为引领加快全域“双碳”示范区建设实施意见》，经专业机构预评估，预评分达到国家绿色生态城区三星标准（最高级）》。

Wuxi Economic Development Distict is spearheading a comprehensive 2.4 km² dual carbon (reach carbon peak by 2030 and carbon neutality by 2060)demonstration project in the Sino-Swedish Low-Carbon Eco-City, targeting 20 Regulatory indicators and 17 Guiding indicators, through 7 major operations guiding 10 specific projects. This initatve aims to establish a model urban area by 2025,featuing low-carbon lifsstyle integration and cuting-edge low-carbon technologies,thereby effectively reducing carbon emissions and accelerating green industry development.This ambitious plan sets a new benchmark for high-quaity, sustainable urban development,serving as a prototype for future dual carbon demonstration zones nationwide.

At present, the entire area of Wuxi Sino-Swedish Low-Carbon Eco-City has not been fully developed, and all projects are under constructio. Compared with general urban areas, Wuxi Sino-Swedish Low-Carbon Eco-City has achieved remarkable results in four aspects: construction effectiveness (application of green building materials, comprehensive energy conservation of buildings, road density, and urban green coverage rate), carbon reduction effectiveness, energy utilization effectiveness, and public service governance effectiveness.

为了高起点、高质量、高标准地推进全域“双碳”示范区建设，无锡经开区以2.4平方公里的中瑞低碳生态城建设为引领，围绕20个控制性指标和17个引导性指标，通过七大行动指导十项具体工程项目落地。力争到“十四五”末，将中瑞低碳生态城建设成为一个以绿色低碳生活理念及低碳技术发展为主导，以低碳科技创新实现区域碳排放不断降低、绿色产业快速发展的新型城区范本。

当前，中瑞生态城全域未完成全面开发建设，各项目按规划进度推进。较一般城区，中瑞生态城在建设成效（绿色建材应用、建筑综合节能、道路密度、城市绿化覆盖率）、降碳成效、能源利用成效、公共服务治理成效四个方面达到显著成效。

1. Accelerate the internationalization process of "Dual Carbon" projects

(1) Completed the development of the Chinese and English versions of the "Dual Carbon" management platform for all citizens. With the domestic-first low-carbon ecological construction index system as the core, it focuses on the management and display of ecological technology innovation applications and low-carbon lifestyle models, better showcasing the low-carbon construction achievements of the China-Switzerland Eco-City to domestic and foreign experts and scholars.

(2) Actively promote the "Dual Carbon" management platform for all citizens. By participating in various national and provincial competitions, it builds momentum and provides platform support for the creation of a "Dual Carbon" demonstration zone throughout the Economic Development Zone. It was honored with the title of "Top 100 Digital City Sceneries" in the "2024 Digital China Innovation Competition - Digital City Track".

Through high-level dialogues, it jointly explored and promoted multi-party cooperation in sustainable development of the China-Switzerland Low-Carbon Eco-City, injecting fresh blood into the eco-city in Wuxi, and bringing new development opportunities and continuous impetus to the Economic Development Zone of Wuxi and even the entire city of Wuxi.

2024年5月举办了“中瑞低碳生态城可持续发展专家咨询会”，咨询会邀请到中、瑞、德三国院士在内的专家学者，汇聚国内外专家学者的智慧和经验，通过高水平对话，共同探讨和推动中瑞低碳生态城在可持续发展方面的多方合作，为无锡中瑞低碳生态城注入新鲜血液，为无锡经济开发区乃至无锡市带来新的发展机遇和源源不断的动力。
