Overview: The Mengniu Dairy (Meishan) Co., Ltd. project was approved in May 2007 at the Western China International Fair through an agreement signed by the Meishan Municipal People’s Government and Mengniu Dairy. The groundbreaking ceremony took place on July 28, 2007. The facility is located in the middle section of Science and Industry Park 3rd Road, Dongpo District, Meishan City, Sichuan Province. The factory covers an area of 165 mu, with a total investment of 523 million. It officially began production on October 1, 2009, and is equipped with 11 low-temperature production lines. Its main product categories include stirred yogurt, set yogurt, and dairy beverages, encompassing 28 SKUs. Flagship products include YoyiC, Guanyi Milk, Large Fruit Chunks, and Traditional Yogurt, among others. The products are distributed throughout the Sichuan-Xizang-Chongqing, Yunnan-Guizhou-Guangdong regions. The company has received numerous honors, including recognition as a National and Provincial Green Factory, a Level 2 Enterprise for Standardized Work Safety, a Provincial Model Enterprise for Safety Culture Development, and a Provincial Healthy Enterprise. It has also successfully maintained ISO 14001:2015 (GB/T 24001-2016) and ISO 45001:2018 (GB/T 45001-2020) system certifications for five consecutive years, and in March 2026, it passed a voluntary clean production audit.

问题现状: 2026 年是 “十五五”开局之年,也是能耗双控转向碳排放双控的首年,双碳战略引领绿色发展成为经济增长新引擎。蒙牛集团确立 “2030 碳达峰、2050 碳中和” 目标,把可持续发展纳入核心战略,以绿色转型引领行业。本企业承接各级战略部署,搭建全流程双碳管理体系,从严管控能源、升级生产工艺,依托数字化手段实现碳排放精细管控,切实推动绿色发展落地见效。 原因分析: 为系统推进零碳工厂建设,我们搭建 “盘查 - 减排 - 抵消 - 认证” 全链条闭环体系。先全面开展碳盘查,厘清碳排放底数;再聚焦重点环节落实深度减排,作为工作核心;剩余不可避免排放通过合规碳抵消实现中和;最后交由第三方权威机构核验认证,保障全流程合规可信,整套举措完整科学。 改进目标: 紧扣国家全面节能减排战略、承接蒙牛集团“双碳”目标要求,本企业承接各级战略部署,搭建全流程节能减排管理体系,从严管控能源、升级生产工艺,依托数字化手段实现碳排放精细管控,切实推动绿色发展落地见效。把可持续发展纳入核心战略,以绿色转型引领行业。

Project Overview

Current Situation: The year 2026 marks the inaugural year of the "15th Five-Year Plan" and the first year of the transition from dual energy-consumption control to dual carbon-emission control. The dual-carbon strategy has become a new engine for green-development-driven economic growth. Mengniu has established the targets of "carbon peaking by 2030 and carbon neutrality by 2050," incorporating sustainable development into its core strategy and leading the industry through green transformation. This enterprise has adopted strategic deployments at all levels, building a comprehensive dual-carbon management system, strictly controlling energy use, upgrading production processes, and leveraging digital tools for refined carbon-emission management, effectively driving green development to deliver tangible results. Cause Analysis: To systematically advance the construction of a zero-carbon factory, we have established a full-chain closed-loop system of "inventory – reduction – offset – certification." First, comprehensive carbon inventories were conducted to establish baseline emissions. Second, deep emission reductions were implemented at key process points as the core of the effort. Third, remaining unavoidable emissions were neutralized through compliant carbon offsets. Finally, third-party authoritative verification and certification were obtained to ensure compliance and credibility throughout the entire process. Improvement Objectives: In alignment with the national comprehensive energy-conservation and emission-reduction strategy, and in support of Mengniu's "dual-carbon" targets, this enterprise has adopted strategic deployments at all levels, building a comprehensive energy-conservation and emission-reduction management system. We strictly control energy use, upgrade production processes, and leverage digital tools for refined carbon-emission management, effectively driving green development to deliver tangible results. Sustainable development is incorporated into the core strategy, leading the industry through green transformation.

Project Implementation

1. Refrigeration Energy Consumption Optimization Project Approach: Cold energy meters were installed to enable precise metering, detailing cooling data by zone and production line. The traditional extensive energy-supply model was replaced with demand-driven dynamic adjustment. A fair and transparent cost-allocation model based on actual cooling consumption was established. Calculation Method: ① The enterprise used the 2025 electricity consumption statistics as the data source for accounting. Year-over-year comparison showed that single-ton ice water could save 31.76 kWh of electricity, with annual savings of 248,015.38 kWh. ② Based on the "2022 Electricity Carbon Dioxide Emission Factors" (Announcement No. 33 of 2024 by the Ministry of Ecology and Environment and the National Bureau of Statistics), the average electricity carbon dioxide emission factor for Sichuan Province is 0.1404 kgCO2/kWh, from which the annual carbon-emission reduction was calculated. Results: The project saves approximately 248,015.38 kWh of electricity per year, with an annual carbon-emission reduction of approximately 34.82 t/a. 2. Boiler Steam Output Improvement Project Approach: The boiler start-stop pressure differential was adjusted from the original 0.05–0.1 MPa to 0.1–0.15 MPa to scientifically match operating conditions. Through parameter optimization, daily start-stop cycles were reduced from 20 to 5, eliminating wasted energy. Irregular daily blowdown was standardized to a fixed 4 times/day, reducing heat and water losses. Calculation Method: ① The enterprise used the 2025 natural gas consumption statistics as the data source for accounting. Year-over-year comparison showed monthly savings of approximately 800 m³ and annual savings of approximately 9,600 m³ of natural gas. ② Based on the natural gas CO2 emission factor for the corresponding industry from the "National Greenhouse Gas Emission Factor Database," the annual carbon-emission reduction was calculated. Results: The project reduces steam consumption by 15 tons per month, yielding savings of 15 × 243.72 RMB/ton = 3,600 RMB. Natural gas savings: 9,600 m³/year. Annual carbon-emission reduction: 20.75 tCO2/a. 3. Pre-treatment CIP Water Usage Optimization Approach: The cleaning program was modified to change "pumping acid to tank top" to "pumping hot water to tank top." Before introducing acid solution, hot water is used to push residual water in the pipeline into the tank, eliminating waste at the source and achieving 100% effective recovery of pipeline residual water. Calculation Method: The enterprise used the 2025 water consumption statistics as the data source for accounting. Year-over-year comparison showed savings of 0.4 tons of water per cleaning cycle, with approximately 800 CIP cleanings per month, from which annual savings were calculated. Results: The project saves 0.2 tons of water per cleaning cycle, with 8 tanks per day, amounting to 320 tons per month and 3,840 tons per year. Wastewater discharge is also reduced by 3,840 t/a. 4. YoyiC Tank Cleaning Temperature Optimization Approach: The program was modified to change the cleaning-temperature timing judgment for YoyiC tanks (mixing tank, fermentation tank, holding tank, filling machine) from CIP station return-line temperature to tank-body temperature. Each cleaning cycle is shortened by 4–8 minutes. With the cleaning circulation pump power at 7.5 + 7.5 kW, each cleaning saves approximately 1–2 kWh. Calculation Method: ① The enterprise used the 2025 electricity consumption statistics and cleaning circulation pump power for accounting, calculating per-cycle, monthly, and annual electricity savings. ② Based on the "2022 Electricity Carbon Dioxide Emission Factors" (Announcement No. 33 of 2024 by the Ministry of Ecology and Environment and the National Bureau of Statistics), the average electricity carbon dioxide emission factor for Sichuan Province is 0.1404 kgCO2/kWh, from which the annual carbon-emission reduction was calculated. Results: The project saves 1–2 kWh per cleaning cycle, with approximately 200 cleanings per week, 800–1,600 kWh per month, and 9,600 kWh per year. Annual carbon-emission reduction: 1.35 t/a.

The "Three Reforms and One Optimization" model has been promoted within the Group, providing a replicable and scalable practical paradigm for green transformation in the low-temperature dairy industry.

Project Highlights

Results: Through the synergistic effect of the "Three Reforms and One Optimization" measures, we reduce 36.17 tons of CO2 equivalent annually while saving 3,840 tons of water and reducing corresponding wastewater discharge. Additionally, emissions of pollutants such as sulfur dioxide and nitrogen oxides have been reduced. A series of energy-saving and carbon-reduction projects enabled us to successfully pass ISO 14068 international standard certification, becoming the first zero-carbon factory in Mengniu's low-temperature dairy business. This has not only yielded significant environmental and economic benefits but also blazed a replicable and scalable path of green development for the entire low-temperature dairy industry, serving as an exemplary model.
