重庆市人民政府办公厅、四川省人民政府办公厅联合印发的《成渝地区双城经济圈碳达峰碳中和联合行动方案》指出，要完整、准确、全面贯彻新发展理念，牢固树立“一盘棋”思想和一体化发展理念，推动成渝地区形成“统筹共建、协同联动”推进碳达峰、碳中和的工作格局，促进区域经济社会绿色低碳高质量发展。提高创新驱动，高质量开展“双碳”工作。创新是引领双城经济圈“双碳”工作的动力。一要完善绿色低碳科技创新体制机制，采用“揭榜挂帅”机制，开展低碳零碳负碳和储能新材料、新技术、新装备攻关。将绿色低碳技术创新成果纳入高校、科研机构、国企的相关绩效考核中，支持企业承担绿色低碳攻关项目，鼓励设施、数据等资源开放共享，共同建立“双碳”高端人才引进机制。
