As the first bonded area established in China, the Bonded Area of the China (Shanghai) Pilot Free Trade Zone (hereinafter referred to as the “Bonded Area”) has, building on more than three decades of development, continued to improve its industrial system. Among these industries, logistics has served as one of the earliest and strongest foundations, forming a solid industrial base and service system. Leveraging this foundation, the Bonded Area has actively advanced green transformation under the initiative of “Green Energy into Warehouses, Green Mobility to People”, promoting sustainable development in energy, logistics, and transportation.

In terms of new energy development, the Bonded Area has fully utilized rooftop space for photovoltaic deployment. As of September 2025, the total installed PV capacity has reached 76.8 MW. Among these, the 18.26 MW distributed PV project in the Shanghai Longyuan Waigaoqiao Port Comprehensive Bonded Zone, launched in December 2024, has been fully commissioned. It operates under the model of “self-consumption with surplus power fed into the grid”, with an expected annual output of approximately 19.16 million kWh.

In terms of smart logistics, the Bonded Area is accelerating supply chain digitalization and decarbonization, with several landmark projects in operation. On the digitalization front, the Kintetsu Semiconductor Global Distribution Center has achieved 100% unmanned operation in its working areas, with cargo handling efficiency nearly five times higher than traditional warehouses and space utilization four times greater. The APAC Distribution Center of the Modern Industrial Chip-Hub has adopted the ACR automated container-handling robotic system, enabling flexible sorting and efficient collaboration, significantly improving warehouse efficiency. On the green and low-carbon front, Infineon has established its distribution center in the Bonded Area, equipped with automated warehousing facilities and an intelligent management system to create a low-carbon smart logistics benchmark; meanwhile, Jaguar Land Rover’s APAC Spare Parts Distribution Center, the world’s fourth-largest two-story warehouse, has obtained LEED Gold certification for its energy efficiency and environmental performance.

In terms of green mobility, the Bonded Area has deployed 26 pure electric buses across six free routes, with an annual mileage of about 870,000 km. The Bonded Area Administration of the Management Committee of China (Shanghai) Pilot Free Trade Zone (hereinafter referred to as the “Administration”) is responsible for the administration of governmental affairs, policy implementation, and service support within the Bonded Area. The Bonded Area under its jurisdiction consists of three sections: the Waigaoqiao Free Trade Zone, the Waigaoqiao Port Comprehensive Bonded Zone, and the Shanghai Pudong Airport Comprehensive Bonded Zone. The Administration is committed to supporting the green, low-carbon, and intelligent development of the Bonded Area. Through policy guidance and service facilitation, it promotes the implementation of projects in photovoltaic energy, green warehousing, and clean transportation, thereby creating a demonstrative effect of coordinated spatial and industrial development.

1. Renewable Energy Substitution: As of September 2025, the Bonded Area has achieved a total installed photovoltaic (PV) capacity of 76.8 MW. Among these, the 18.26 MW distributed PV project in the Shanghai Longyuan Waigaoqiao Port Comprehensive Bonded Zone has been fully grid-connected and commissioned, covering an area of approximately 180,000 square meters with nearly 30,000 monocrystalline silicon modules installed. The project adopts a combined model of “full grid feed-in + self-consumption with surplus power fed into the grid”. With an expected annual generation of about 19.16 million kWh, it corresponds to a reduction of approximately 11,200 tons of CO2 emissions.

Cargo handling efficiency has increased nearly fivefold compared with traditional warehouses, while space utilization has improved fourfold, and operational energy consumption has been significantly reduced. 3. Green Mobility: Within the Bonded Area, six free bus routes with a total of 26 pure electric vehicles have been deployed to provide commuting services. These routes are integrated with the external “three lines and five stations” metro-bus system, forming a supporting network characterized by “independent operation, free transfer, and seamless connection”. In total, the five routes serve 168 bus stops, with 397 daily trips and an annual mileage of approximately 870,000 km.

Technological Innovation: The Fute North Road V2G charging and discharging station is Shanghai’s first “green power” V2G charging facility and the first demonstration site in Pudong to support bidirectional charging, discharging, and metering. It is equipped with 32 split-type 60 kW charging piles, five dual-gun 120 kW V2G charging piles, and a shared charging system. By enabling bidirectional energy flow between vehicles and the grid, the station can shift loads during peak demand, optimize grid operations, and enhance overall stability. Social Benefits: As the nation’s first fully intelligent, all-weather semiconductor global distribution center, the Kintetsu Semiconductor Global Distribution Center has significantly enhanced the green branding of multinational enterprises, attracted global suppliers, and strengthened the region’s international business appeal and green demonstration effect.

Infineon has launched its “In China, for China” localization strategy, offering system-level solutions for low-carbon scenarios such as new energy vehicles, photovoltaics, energy storage, and data centers; it has also upgraded its China Logistics Center in the Bonded Area, establishing a low-carbon smart warehousing and green supply chain operation model to improve local supply chain resilience and energy efficiency. Since its commissioning in 2023, the Jaguar Land Rover APAC Distribution Center has consumed more than 1.5 million kWh of renewable electricity and has been awarded the “Pudong New Area ESG Leadership Award”, creating a collaborative demonstration of pollution reduction and carbon mitigation across branding and supply chains.

In advancing green spatial development, the Bonded Area of the China (Shanghai) Pilot Free Trade Zone has adhered to an integrated and phased approach. By piloting the preparation of small-scale regional greenhouse gas (GHG) inventories, the area has worked to better understand the spatial and temporal characteristics of emissions. Based on analyses of key emission sectors and mitigation potential, it has gradually shaped a low-carbon development pathway focused on energy substitution, warehousing upgrades, and cleaner transportation. Through systematic transformation of energy, warehousing, and mobility, the area has not only optimized spatial utilization and the energy structure but also provided a reference for the green transition of comprehensive bonded zones nationwide.

As of September 2025, the total installed PV capacity reached 76.8 MW, spanning the Waigaoqiao Free Trade Zone, Waigaoqiao Port Comprehensive Bonded Zone, and Shanghai Pudong Airport Comprehensive Bonded Zone.
