Haotian Carbon Neutral Park is located in Gongchen Sub-district, Fangshan District, and covers a total area of about 6.4 hectares, with a green area of about 5 hectares, and officially opened to the public in April 2022. The site where the park is situated was originally a 50,000-cubic-meter construction waste dump. It adopts five core low-carbon design concepts: zero-waste in construction, zero-waste in operation, renewable energy utilization, PEDF application (photovoltaics, energy storage, direct current and flexibility), and near-zero fresh water consumption. The park realizes on-site disposal of construction waste and comprehensively applies more than ten green and low-carbon technologies, including photovoltaic power generation, PEDF power distribution system, recycled building materials, daylighting pipe, energy-saving products, (photovoltaic-storage) electric vehicle charging piles, and reclaimed water & rainwater recycling. These measures effectively reduce carbon emissions. Through carbon sink forests and the model of "self-consumption of self-generated photovoltaic power plus surplus power connected to the grid", the park achieves full-life-cycle zero or even negative carbon emissions. According to CEC, it is expected to realize full-life-cycle carbon neutrality in 2031 (including construction and operations).

Meanwhile, the park has created educational bases themed on climate change, low-carbon technology, low-carbon life, and biodiversity. In July 2023, the "Carbon Neutrality Volunteer Service Team" has been established to disseminate carbon neutrality knowledge, promote low-carbon lifestyle, and showcase low-carbon technology and facilitate joint maintenance and governance. An group standard modeled on Haotian Carbon Neutral Park, titled the Guidelines for Developing Carbon Neutral Parks, was officially released in August 2023, which provide guidance for the construction and implementation of similar projects.

In 2020, Gongchen Subdistrict took the lead in launching a special carbon reduction initiative. In May 2021, it released the “Gongchen Subdistrict Carbon Reduction Action Plan,” which outlined key carbon-reduction tasks across nine sectors, including buildings and transportation. To further advance implementation and initiatives, the Park project was launched as the first carbon neural pilot project.  The park was developed through the "Carbon Neutrality Technology Innovation Challenge" in collaboration with Beijing Huanding Environmental Big Data Research Institute and the Environmental Defense Fund, resulting in the construction of China’s first carbon-neutral park.The park adopting five core low-carbon design Concepts: Zero-waste in construction, Zero-waste in operation, Renewable energy utilization, PEDF application (photovoltaics, energy storage, direct current and flexibility), and Near-zero fresh water consumption.

It is expected to achieve carbon neutrality by 2031, realizing zero carbon emissions throughout its entire construction and operational lifecycle.

1. Comprehensive Application of Over Ten Green and Low-Carbon Technologies to Significantly Reduce Carbon Emissions

In terms of energy utilization, the park integrates photovoltaic (PV) power generation and the PEDF (photovoltaics, energy storage, direct current and flexibility) power distribution system. It not only consumes the green energy generated on-site but also feeds surplus electricity into the grid to achieve carbon offsets. In the recycling and resource utilization of urban waste, it adopts recycled building materials (such as recycled aggregates, recycled concrete, and recycled bricks), reducing carbon emissions during the construction phase to 50% of that caused by alternative raw materials. For water use, all irrigation water in the park comes from reclaimed water and rainwater. In terms of architecture, the public toilets in the park are low-carbon buildings, applying technologies including environmentally friendly recycled materials, water-saving fixtures, solar heating + air-source heat pump systems, and reclaimed water for flushing. This has reduced daily water consumption from 6 m³ to 0.3 m³, cutting carbon emissions by approximately 0.4 tons per year. Additionally, the park realizes on-site disposal of 50,000 cubic meters of construction waste, reducing carbon emissions by about 134 tons compared with transporting the waste off-site.

2. Demonstration Application of Solar Clean Energy Combined with Cutting-Edge PEDF Technology

The PV panels installed in the park are expected to achieve an annual power generation of 112,000 kWh, of which approximately 82,000 kWh is used on-site and 30,000 kWh of surplus electricity is fed into the grid, equivalent to about 24 tons of carbon offsets. From the trial operation in 2022 to July 31, 2025, a total of 1,807 × 100 kVA of surplus electricity has been connected to the grid. The park has introduced the PEDF power distribution system, linking PV power generation to an intelligent DC bidirectional charging and discharging system. In addition to intelligently regulating electricity consumption, the system is equipped with one one-way DC flexible charging pile and two two-way DC flexible charging piles, which can realize controllable transfer of PV power through electric vehicles. Electric vehicles act like large mobile power banks and can provide reverse power supply to the park in emergency situations. This not only ensures energy security and demonstrates the integrated application of clean energy and energy storage technology but also provides convenience for surrounding residents to charge their electric vehicles. All operation vehicles in the park are electric vehicles, which can be directly charged using the solar PV panels installed in the park.

3. Balanced Development of Ecological Functions

Garden waste in the park is crushed and composted on-site, which is then used to nourish flowers, grass and trees. In addition, biochemical waste is sorted into different categories. The park is equipped with a total of 5 intelligent waste bins (covering two categories: recyclables and residual waste) and 1 children-specific waste bin. These intelligent waste bins are powered by solar energy and feature functions such as voice-activated door opening, automatic weighing, overflow monitoring and alarm, and waste classification promotion and guidance. The total green area of the park is over 50,000 square meters, with more than 2,800 native seedlings planted. It is expected to generate 1,236 tons of carbon sequestration over 25 years, with an average annual carbon emission reduction of approximately 50 tons.

4. Systematic Construction of Public Education and Promotion System

The park has set up nearly 100 exhibition boards on carbon neutrality technology popularization and ecological protection education. Through diagrams and interactive devices, it helps the public understand technologies such as PEDF, carbon sequestration, and reclaimed water & rainwater recycling for irrigation. An online VR exhibition hall has been established, allowing the public to scan the QR code to enter the virtual park and learn about carbon neutrality-related technologies and knowledge. An electronic display screen is installed to show data such as the park’s carbon neutrality progress for public supervision. In addition, experts are organized to provide special training for volunteers on topics including the low-carbon design of the carbon-neutral park, the application of green and low-carbon technologies, and biodiversity conservation. As of June 2025, 60 public welfare lecturers have been trained, who will provide long-term and stable publicity services for the carbon-neutral park. The trained volunteers support surrounding communities in carrying out low-carbon and environmental protection activities. In 2025, the service team recruited 306 volunteers, carried out 40 volunteer activities with 1,500 participant visits, accumulated 1,720 volunteer service hours, and served over 3,500 surrounding residents. Specific activities include "Insect Hotel", "Adopt a Tree", "Biodiversity in Urban Parks", and "Make the Most of Things: Green Circulation".

Based on a 25-year operational period, the park’s low-carbon construction plan has achieved a cumulative carbon emission reduction of 934 tons, while the carbon offsets generated by photovoltaic (PV) systems amount to 1,823 tons and the carbon sequestration has increased by 1,237 tons. The project is expected to achieve full life-cycle carbon neutrality within 10 years.

Meanwhile, the park has adopted green and low-carbon technologies such as on-site construction waste mountain building and reclaimed water & rainwater recycling. 1. Preliminary Planning: At the end of 2020, Gongchen Subdistrict collaborated with an expert team to develop the “Gongchen Subdistrict Carbon Reduction Action Plan,” laying the foundation for the park’s construction.

2. Construction Philosophy: The park adopts five major low-carbon design concepts: Zero construction waste; Zero operational waste; Use of renewable energy; PEDF (photovoltaics, energy storage, direct current and flexibility); Near-zero new water consumption.

3. Specific Measures: On-site construction-waste landscaping to avoid emissions from secondary land requisition and transport. Installation of approximately 98 kW of photovoltaic solar panels, generating an average of 112,000 kWh annually. Enhanced rainwater and reclaimed water utilization; aside from drinking and washing water, no tap water is consumed. Maximized internal resource recycling, e.g., using deadwood and branches as supports for transplanted saplings or as signposts.

Hao Tian Carbon-Neutral Park screened out low-carbon and green technologies such as solar photovoltaics (PV), PEDF (photovoltaics, energy storage, direct current and flexibility), bidirectional charging piles for electric vehicles, rainwater harvesting, and recycled building materials through the "Carbon Neutrality Technology Innovation Challenge". These technologies are organically integrated with the park’s scenarios, realizing internal resource circulation, reducing operating costs, and ensuring the park’s sustainable operation. With certain universality and replicability, these technologies provide reference value for other regions.In August 2023, the group standard Implementation Guidelines for Carbon-Neutral Parks — formulated based on the model of Hao Tian Carbon-Neutral Park — was officially released. In terms of exchange and influence, the park has successively received cadres from Fangshan District, staff and leaders from environmental protection departments of multiple regions (including Shijingshan District, Shanghai Municipality, Sichuan Province, and Shenzhen City), as well as representatives from China Invention Association for exchanges and research.
