Company/Organization Profile

Yinchuan No. 1 Reclaimed Water Plant actively responds to the national "dual carbon" strategy and the requirements for ecological protection of the Yellow River Basin. Guided by the core philosophy of "green, smart, innovative, and shared," the plant adopts a semi-underground structure, with the core wastewater treatment processes placed underground and the top constructed as an open ecological park. The facility covers a total area of 31.6 hectares, with 19 hectares designated as green space.

Integrating wastewater treatment, reclaimed water reuse, water science exhibition, cultural education, and Party-building education, the plant has a treatment capacity of 300,000 tonnes per day, with effluent quality consistently meeting the quasi-Class IV surface water standard. The annual reclaimed water reuse volume exceeds 50 million tonnes.

The plant has continuously promoted the public opening of environmental facilities, having conducted over 280 public open events and received more than 5,000 visitors to date. It has been honored with multiple national accolades, including the "2024 Top Ten Model Facilities for Public Opening," and has become a demonstration benchmark for green, low-carbon development and ecological civilization construction in Northwest China.

Project Overview

Current Challenges:As a key central city in Northwest China, Yinchuan faces the dual pressure of severe water scarcity and ecological conservation. As one of the first national pilot cities for regional reclaimed water recycling and reuse, its conventional aboveground wastewater treatment plants have been plagued by prominent issues such as the "NIMBY (Not In My Backyard)" effect, low land utilization efficiency, and insufficient reclaimed water reuse rates. Prior to the implementation of the Yinchuan No. 1 Reclaimed Water Plant project, the site was occupied by industrial operations including a dairy farm and a cement plant, along with associated raw material processing facilities. The area suffered from soil and water contamination caused by improper disposal of obsolete materials and waste accumulation, which constrained the city's green development and hindered the achievement of ecological conservation targets for the Yellow River Basin.

Cause Analysis:First, the conventional construction model of wastewater treatment plants has been disconnected from urban ecological space, resulting in limited public open space. Second, the reclaimed water transmission and distribution system remains underdeveloped, leaving the closed-loop water resource recycling chain incomplete. Third, public awareness of wastewater resource recovery remains low, and the social education functions of environmental facilities have not been fully leveraged.

Improvement Objectives:Guided by the philosophy of "green, smart, innovative, and shared," the project aims to establish Northwest China's first semi-underground garden-style reclaimed water plant, achieving three major transformations: spatial integration that shifts the facility from "NIMBY" to "YIMBY (Yes In My Backyard)"; efficiency enhancement that upgrades from "compliance discharge" to "resource recycling"; and functional expansion that evolves from a "closed facility" to an "open platform." Ultimately, this initiative strives to create a "Yinchuan Model" for ecological protection and high-quality development in the Yellow River Basin.

改进目标:以“绿色、智慧、创新、共享”为理念,建设西北首座半地下式花园再生水厂,实现三大转变:从“邻避”到“邻利”的空间融合、从“达标排放”到“资源循环”的效能提升、从“封闭设施”到“开放平台”的功能拓展,打造黄河流域生态保护与高质量发展的“银川样本”。

 

Project Implementation

2.1 Addressing Low Spatial Utilization Efficiency and the NIMBY Issue – Adopting a "Underground Treatment + Aboveground Park" Composite Design

The project employs a semi-underground structural design, with the entire wastewater treatment process chain placed underground and the top of the treatment tanks designed as an open ecological park. The facility covers a total area of 31.6 hectares, with 19 hectares of green space and 80% designated as public open space. Drawing on the "dual-ground-floor" design concept, the project ensures that public recreational activities and plant operations remain mutually independent, enabling orderly spatial superposition of diverse user activities and maximizing land resource utilization. Aboveground ancillary facilities include an artificial lake, rain gardens, a children's playground, and jogging trails.

2.2 Addressing Low Reclaimed Water Reuse Rates and Pressure on Effluent Quality Discharged into the Yellow River – Establishing a Regional Reclaimed Water Recycling and Reuse System

The project adopts the "AAO + high-efficiency sedimentation tank + V-type sand filter" treatment process, with effluent quality consistently meeting the quasi-Class IV surface water standard. This represents a reduction efficiency improvement of over 40% compared to the Class I A standard of the Discharge Standard of Pollutants for Municipal Wastewater Treatment Plants (GB 18918-2002). The annual reclaimed water reuse volume exceeds 50 million tonnes, ensuring sufficient ecological baseflow for key river channels and achieving full compliance with downstream water quality assessment requirements. The reclaimed water replaces fresh water drawn from the Yellow River for applications including landscaping, industrial recirculating cooling, and municipal miscellaneous uses, thereby enhancing the regional water resource carrying capacity. Following project commissioning, Yinchuan's reclaimed water reuse rate increased from 11% to 58% (as of the end of April 2024). Furthermore, the project design fully accounts for sudden increases in water volume during flood seasons; since its commissioning, no urban waterlogging has occurred in the service area.

2.3 Addressing Low-Carbon Operation and Energy Conservation and Carbon Reduction Requirements – Implementing a Smart Low-Carbon Operation and Management Model

Leveraging Beijing Enterprises Water Group's proprietary "BECloud" smart cloud platform, digital twin technology, and precision control systems, the project has established a centralized control center that enables real-time monitoring, remote operation and maintenance, early warning and alarm functions, and big-data-based analysis and regulation through digital management tools. The implementation of "peak-valley shifting operation" optimizes electricity consumption by taking full advantage of peak and off-peak tariff periods, reducing the unit electricity cost from RMB 0.24/tonne to RMB 0.22/tonne. The "smart aeration" system automatically adjusts airflow in response to influent loading, reducing the system's specific energy consumption from 0.46 kWh/tonne to 0.4 kWh/tonne. The "intelligent chemical dosing" system employs feedforward plus feedback automatic control, reducing chemical consumption by 10%. Overall operational energy consumption is reduced by over 20% compared to conventional wastewater treatment plants. The project fully utilizes thermal energy from wastewater: a water-source heat pump system achieves self-sufficiency in heating and cooling for 18,000 m² of plant buildings, while a wind-solar hybrid lighting system covers all roadways and outdoor areas across the facility, saving approximately 800,000 kWh of lighting electricity annually. In addition, platform data is interfaced with district-level and municipal-level regulatory platforms to enable data sharing and coordinated supervision.

2.4 Addressing Insufficient Public Awareness of Environmental Protection – Establishing a Multi-Dimensional Environmental Science Popularization and Education Platform

The project incorporates a dedicated environmental education exhibition hall, which also serves as a water conservation and water resources education base for youth (the first of its kind in Northwest China), a government-enterprise co-built exhibition hall, a Centennial Party History cultural corridor, and a water-conservation-themed park. Utilizing diverse presentation formats including physical models, simulation dioramas, display panels, interactive projections, and VR experiences, the platform enhances public understanding and awareness of water resources and aquatic ecological environmental protection. Three differentiated guided tour scripts have been developed – namely, the "government official reception version," the "primary and secondary school study tour version," and the "general public science popularization version" – supported by one full-time docent. The project team has independently developed a series of interactive educational courses, including "Microorganisms in Wastewater," "Water Nourishes Society," and "Water Sustains All Life." Since its public opening, the facility has conducted over 280 on-site open events, receiving more than 5,000 visitors to date. In 2024 alone, 72 open events were held with 1,400 participants, comprising 46 government inspection visits, 5 joint Party-building activities, 7 study tour events, and 19 visits by social organizations. The project has established study tour collaboration mechanisms with three schools in Yinchuan and has co-organized over ten thematic events – such as "World Water Day," "China Water Week," "World Environment Day (June 5)," and "Yellow River Protection Month" – in partnership with the Department of Ecology and Environment of Ningxia Hui Autonomous Region, the Yinchuan Water Affairs Bureau, and other relevant authorities.

(一)针对空间利用低效与邻避问题——采取“地下净水+地上公园”复合设计

项目采用半地下式结构设计,将污水处理工艺置于地下,池体顶部设计为开放式生态公园,占地面积31.6公顷,绿化面积19公顷,公共开放空间达80%。借鉴“双首层”设计理念,使市民休闲娱乐与水厂生产运行互不干扰,真正做到不同人群的活动空间有序复合叠加,极致利用土地资源。地面配套建设人工湖区、雨水花园、儿童乐园、运动步道等公共设施。

(二)针对再生水利用率低与入黄水质压力——构建区域再生水循环利用体系

项目采用“AAO+高效沉淀池+V型砂滤池”工艺,出水水质达到地表准Ⅳ类标准,较《城镇污水处理厂污染物排放标准》一级A标准减排率提升40%以上。年再生水回用量5000万吨以上,保障重点河道生态流量充足,下游水质考核全面达标;再生水回用置换新鲜黄河水,用于园林绿化、工业循环、市政杂用等,提高区域水资源承载力。项目运行后,银川市再生水利用率由11%提升至58%(截至2024年4月底)。此外,项目在设计上充分考虑汛期水量骤增情况,投用后服务片区再未发生城市内涝。

(三)针对低碳运营与节能降碳需求——推行智慧化低碳管理模式

项目依托北控水务自主研发的“BECloud”智慧云平台、数字双胞胎及精确控制系统,建成管控中心,通过数字化管理工具实现实时监测、远程运维、监控预警及大数据分析调控。实施“错峰运行”,充分利用峰平谷用电模式,用电成本由0.24元/吨降至0.22元/吨;“智慧曝气”根据进水负荷自动调节风量,系统电单耗由0.46KWh/吨降至0.4KWh/吨;“智能加药”采用前馈+反馈自动控制,药剂使用量降低10%。综合运行能耗比传统污水处理厂节省20%以上。项目充分利用污水热能,水源热泵技术实现厂内1.8万平方米供暖制冷自给自足;风光一体照明系统覆盖全厂道路及户外区域,年节约照明用电约80万kWh。同时,项目将平台数据接入区级、市级监管平台,实现数据共享与联动。

(四)针对公众环保认知不足——打造立体化环保科普教育平台

项目配套建设环保教育展厅暨青少年节水惜水教育基地(属西北地区首创)、政企共建展厅、百年党史文化长廊及节水主题公园,通过模型、仿真沙盘、展板、互动投影、VR体验等多种展现形式,增加公众对水资源和水生态环境保护的认识和理解。设置“政务接待版”“中小学研学版”“大众科普版”三类差异化讲解词,配备专职讲解员1人,自主研发“污水中的微生物”“水润社会”“水生万物”等系列互动课程。自开放以来累计开展线下开放280余次,接待公众超5000人次;2024年全年开放72次、接待1400人次,其中政府调研46次、联合党建5次、研学活动7次、社会团体参观19次。与银川市3所学校建立研学共建机制,联合自治区生态环境厅、银川市水务局等部门开展“世界水日”“中国水周”“六五环境日”“黄河保护月”等主题活动10余次。

 

Project Outcome

Significant Pre- and Post-Implementation Comparison:

Following project commissioning, the annual reclaimed water reuse volume exceeds 50 million tonnes. The project achieves annual reductions of pollutants discharged into the Yellow River, including 2,190 tonnes of chemical oxygen demand (COD), 383 tonnes of ammonia nitrogen (NH₃-N), and 22 tonnes of total phosphorus (TP), while eliminating black-odorous water bodies. The public open space accounts for 80% of the total site area, with 19 hectares of greening within the plant premises and 14.8 hectares of green space open to the public, successfully transforming the facility from a "NIMBY" (Not In My Backyard) installation into a "YIMBY" (Yes In My Backyard) park cherished by local residents. Since the wastewater treatment plant commenced operation, no urban waterlogging has occurred in the service area. The project's construction cost per tonne of treatment capacity is RMB 5,000, delivering a high cost-performance landscape-integrated sunken water plaza. The operational availability rate of over 12,000 pieces of equipment across the facility remains at 100%, and the staffing level is less than one person per tonne of treatment capacity.

Notable Innovations:

Institutional Innovation: The project has established an integrated operational model encompassing "facility + platform + park + study tour," forming a "five-in-one" architecture that covers institutional standards, operational mechanisms, curriculum systems, interpretive content, and digital platforms. The project fully applies life-cycle Building Information Modeling (BIM), leveraging Beijing Enterprises Water Group's proprietary holographic design platform, project management platform, and smart water platform to efficiently coordinate project construction and ongoing operational services.

Technological Innovation: The project employs core technologies including rapid-settling sludge fermentation and a seven-stage combined biochemical process. The "peak-valley shifting operation" reduces electricity costs by 8%; the "smart aeration" system lowers the system's specific energy consumption by 13%; and the "intelligent chemical dosing" system reduces chemical consumption by 10%. Sludge is dewatered via plate-and-frame filter presses to reduce moisture content to below 70% (compared to the standard requirement of 80%), with total carbon emission intensity decreasing by 17% year-on-year.

Model Innovation: The project has pioneered a three-tier differentiated interpretive framework encompassing "government official reception + primary and secondary school study tours + general public science popularization," and has developed a series of educational courses such as "Microorganisms in Wastewater," realizing a segmented and differentiated public participation model.

Sustainability and Replicability:The project has established a replicable and scalable development model characterized by "underground treatment + aboveground park," along with a low-carbon operational approach incorporating "peak-valley shifting operation, smart aeration, and intelligent chemical dosing." This serves as a demonstration benchmark for green and low-carbon development for water-scarce cities across China.

The project has conducted over 280线上线下 open events (combining both on-site and virtual formats), receiving more than 5,000 visitors to date. It has been recognized as one of the "2024 Top Ten Model Facilities for Public Opening" and has been featured in over 200 mainstream media reports, including CCTV's Discovery Journey, Xinhua Net, China Environment News, and Xuexi Qiangguo (a prominent Chinese official media platform). The project provides a replicable model for the industry, demonstrating the deep integration of green, low-carbon development with meaningful public participation.
