In May 2024, nine departments including the Ministry of Ecology and Environment jointly issued the "Work Plan for Deepening the 'Beautiful China, I Am an Actor' Series of Activities", proposing to vigorously advocate a simple, moderate, green, low-carbon, civilized and healthy lifestyle and consumption pattern, and widely mobilize parks, enterprises, communities, schools, families and individuals to take active actions. Create a social atmosphere where everyone, in everything, at all times and in all places respects ecological civilization.

Against this backdrop, the Publicity and Education Center of the Ministry of Ecology and Environment and the Dadao Climate Change Response Promotion Center, as co-initiators, jointly launched the "2025 Beautiful China - Green Space Users" case collection activity, focusing on selecting and highlighting typical cases to guide the optimization of space users' behaviors. They plan to gradually establish a localized evaluation system for green space users. This will promote the wide popularization of low-carbon work, production, operation and life, and integrate energy conservation, emission reduction and ecological friendliness into the daily texture of actors at all levels. We welcome recommendations or self-recommendations from relevant government, enterprise, public institutions, environmental protection agencies and other management, operation or maintenance units of urban Spaces. We also welcome mutual recommendations from all parties involved in green actions, including owners and contributors of various Spaces.

The organizing unit will review the submitted cases. The advanced typical cases selected will be included in the "2025 Beautiful China - Advanced Typical Cases of Green Space Users Collection", and this achievement will be released during the 30th United Nations Climate Change Conference (COP30).

I. Case Requirements and Precautions

The case is initiated or led by the applicant for implementation. The project is centered on the concept of green and low-carbon, with behavioral optimization and efficient resource utilization (giving priority to the use of existing resources) as the key implementation paths. It is carried out within the Spaces/areas where the applicant operates, manages, or works and lives.

Case types (including but not limited to the following specific forms) :

(1) Space operation optimization: Optimize lighting/air conditioning systems, energy-saving management of equipment, and apply renewable energy, etc.

(2) Eco-friendly facilities: Build habitat gardens, increase vegetation coverage, and provide green travel infrastructure;

(3) Resource reduction and recycling: Reduce disposable products, promote reusable appliances, advance garbage classification and utilization, kitchen waste composting, reclaimed water recycling, rainwater collection and utilization, etc.

(4) Application of innovative technologies: AI energy consumption optimization, carbon footprint blockchain traceability, etc.

(5) Public Participation/behavioral advocacy: Disseminate green concepts and promote low-carbon behaviors to space users.

2. The scope of various Spaces includes but is not limited to the following:

(1) Spaces for grassroots governance and property management in cities, streets, communities, residential areas, etc.

(2) Industrial enterprise factory areas or workshops, industrial and commercial parks, shopping malls, buildings and other architectural Spaces;

(3) Public Spaces such as schools, hospitals, parks, exhibition halls, and transportation hubs.

3. The submitted cases must be stamped with the official seal of the unit and ensure that the content is true and the data is accurate. Cases whose information has been verified and certified by a third party will be given priority for inclusion.

4. The start time of the case must meet the following requirements:

The start-up time shall not be earlier than January 1, 2022 and no later than July 1, 2025.

(2) If the current project has been completed, there must be clear and presentable project outcomes.

(3) If the project is still ongoing but has been implemented for more than three months, there must be phased project achievements (cases with only project concepts or expected achievements will not be included).

5. Submission deadline and contact information:

Please submit the case collection form (word version and scanned version with official seal) and corresponding pictures in a package to ccca@cteam.org and copy dengxueqin@ceec.cn before 17:00 on September 20, 2025. (2) Please try to keep the content concise and to the point, meeting the word count requirements of the "Case Information Collection Form".

(3) Please provide two title images, an image of the institution's LOGO (in JPG and ai formats), and up to three images related to the case. The picture is beautiful and clear, no less than 5M.

(4) To ensure the accuracy of the translation and better showcase and promote the cases, please provide bilingual cases in Chinese and English (for cases translated by AI, please indicate this).

 

Ii. Case Presentation and Dissemination

The Chinese and English versions of the selected cases will be displayed in the Green Space User Yearbook, showcased and promoted on the official websites of the initiators of actions such as corporate carbon neutrality actions, and be subject to long-term public access to serve public education.

Cases that pass the expert review will be selected for the "2025 Beautiful China - Advanced Typical Cases of Green Space Users".

 

Iii. TIPS for Case Analysis

1. Case Description: Provide a detailed account of your organization's specific practices in green and low-carbon development, including the implementation background, goals, measures, and achievements. For cases that have already received external recognition (awards), please explain the specific circumstances of the awards received.

2. Data support: Provide relevant data and indicators, such as energy conservation and emission reduction, waste reduction, improvement in resource utilization rate, and the number of people participating in community science popularization activities, to enhance the persuasiveness of the case.

3. Experience Sharing: Summarize the experiences and lessons learned from practice, distill the replicable and scalable aspects of the model, and provide references for other units.

4. Innovation Highlights: Emphasize the innovative aspects of your practice in terms of concept, technology or model. If pioneering and leading efforts have been made in ecological collaboration, please describe them in detail.

 

Precautions

1. The applicant entity must be registered within the territory of the People's Republic of China, possess independent legal person status, have a good business operation in the past three years, and have no adverse records in terms of credit, quality, safety and environmental protection. Where multiple entities are involved, a joint application may be made in light of the actual situation. The submitted cases must be stamped with the official seal of the unit and ensure that the content is true and the data is accurate.

2. Encourage the owners, contributors and other relevant parties of green applications of the space to recommend each other. For instance, the owners and managers of the space, as well as the providers and implementers of the space emission reduction plans and other relevant parties of green applications, mutually recommend and jointly apply.

Cases that have already won authoritative awards at home and abroad, or those that already have third-party audit and certification information, will be given priority for inclusion.

4. The participating application units must ensure that all contents of the submitted cases (including text, pictures, data and attachments) are true and valid, and do not infringe upon the legitimate rights and interests of any third party (including but not limited to intellectual property rights, industrial property rights, printing rights and portrait rights). The reporting entity shall be responsible for the copyright of the submitted cases and any possible infringement issues involved. If a case is included, the reporting entity automatically authorizes the organizer to disseminate, reproduce and publish the case in any form, and agrees that the organizer has the right to use the case materials in the event, including public display, inclusion in public publications or research reports, promotional materials, selection, adaptation or secondary creation for public welfare purposes (with source attribution), etc.

By submitting the "Beautiful China • Green Space User Action" case, your organization can not only showcase its own green and low-carbon practice achievements, but also contribute to promoting the ecological civilization construction of the entire society. 2024年5月，生态环境部等九部门联合发布《关于深入开展“美丽中国，我是行动者”系列活动工作方案》，提出大力倡导简约适度、绿色低碳、文明健康的生活理念和消费方式，广泛动员园区、企业、社区、学校、家庭和个人积极行动起来，形成人人、事事、时时、处处崇尚生态文明的社会氛围。

在此背景下，生态环境部宣传教育中心与大道应对气候变化促进中心作为联合发起单位，共同开展“2025美丽中国•绿色空间使用者”案例征集活动，着力选树典型案例，引导空间使用者的行为优化，计划逐步构建本土化绿色空间使用者评价体系，从而推动低碳工作、生产、经营与生活的大范围普及，让节能减排、生态友好融入各个层级行为体的日常肌理。欢迎相关政企事业单位、环保机构等城市空间的管理单位、运营单位或维护单位等推荐或自荐，欢迎各类空间的所有者、贡献者等绿色行动的相关方相互推荐。

组织单位将对提交的案例进行评审，评选出的先进典型案例将入选《2025美丽中国•绿色空间使用者先进典型案例集》，该成果将在第30届联合国气候变化大会（COP30）期间进行发布。

一、案例要求及注意事项

案例由申请方发起或主导实施，项目以绿色低碳理念为核心导向，以行为优化和资源高效利用（优先使用既有资源）为关键实施路径，在申请方运营、管理或办公、居住的空间/区域内开展。

1.案例类型（包括但不限于以下具体形式）：

（1）空间运营优化：优化照明/空调系统、设备节能管理、应用可再生能源等；

（2）生态友好设施：建设生境花园、增加植被覆盖率、提供绿色出行基础设施；

（3）资源减量和循环利用：减少一次性用品、推广可重复使用器具、推进垃圾分类与利用、厨余堆肥、中水回收、雨水收集利用等；

（4）创新技术应用：AI能耗优化、碳足迹区块链追溯等；

（5）公众参与/行为倡导：面向空间使用者传播绿色理念、推广低碳行为。

 2.各类空间的范围包括但不限于以下：

（1）城市、街道、社区、住区等基层治理、物业管理空间；

（2）工业企业厂区或车间、工业及商业园区、商场、楼宇等建筑空间；

（3）学校、医院、公园、展馆、交通场站等公共空间。

 3.提交的案例需加盖单位公章，并确保内容真实，数据准确。经第三方审核认证信息的案例将被优先收录。

 4.案例起始时间需符合以下要求：

（1）启动时间不早于2022年1月1日，不晚于2025年7月1日；

（2）若目前项目已完成，则需要具有清晰、可呈现的项目成果；

（3）若项目仍在进行中，但实施时间满3个月，需有阶段性项目成果（仅有项目概念或预期成果的案例恕不收录）。

 5.提交时限及联系方式：

二、案例展示与传播

入选案例中英版本将展示于绿色空间使用者年鉴，在企业碳中和行动等行动发起方官网展示、宣传，接受公众长期查阅、服务于公众教育。

通过专家评审的案例，将入选《2025美丽中国•绿色空间使用者先进典型案例》。

三、案例梳理TIPS

 1.案例描述：详细说明您的单位在绿色低碳方面的具体实践，包括实施背景、目标、措施、成果等。已经获得外部认可（奖项）的案例，请说明所获奖项的具体情况。

2.数据支持：提供相关数据和指标，例如节能减排量、废弃物减少量、资源利用率提升、参与社区科普活动的人数等，以增强案例的说服力。

3.经验分享：总结实践中的经验教训，提炼模式可复制可推广之处，为其他单位提供参考。

4.创新亮点：突出您的实践在理念、技术或模式上的创新之处。如在生态协同方面付出了开创性、引领性的努力，请重点描述。

注意事项

1.申报单位应为在中华人民共和国境内注册登记、具有独立法人资格，近三年经营状况良好，在信用、质量、安全和环保等方面无不良记录。涉及多个主体的，可结合实际情况联合申报。提交的案例需加盖单位公章，并确保内容真实，数据准确。

2.鼓励空间的所有者、贡献者等绿色应用的相关方互相推荐。如空间的所有者、管理者，与空间减排方案的提供者、实施者等绿色应用的相关方互相推荐、联合申报。

3.已经获得国内外权威奖项的案例，或已经拥有第三方审核认证信息的案例，将获得优先收录。

4.参与申报单位须确保所提交案例的全部内容（含文字、图片、数据及附件）真实有效，且不侵犯任何第三方的合法权益（包括但不限于知识产权、工业产权、印制权及肖像权）。申报单位对所提交案例的著作权及可能涉及的侵权问题负责。如案例被收录，申报单位即自动授权主办方以任何形式传播、复制、发布案例，并同意主办方在活动中拥有案例材料的使用权，包括公开展示、编入公开出版物或研究报告、宣传资料、基于公益目的进行节选、改编或二次创作（需注明来源）等。
