It established framework directional requirements and specifications covering six core areas: virtual power plant architecture, core equipment requirements, aggregation and regulation technology, access and communication technology, security protection technology, and testing and verification. The guidelines cover the entire technical process of virtual power plant construction, connection, and operation, balancing technological advancement and implementability. Building on existing national standards, it further focuses on the technical implementation of virtual power plants, forming a full-chain technical support system.
In recent years, the Institute has actively undertaken the task of promoting the standardization of virtual power plants in the industry. It led 10 domestic standardized technical organizations in compiling and issuing China's first white paper on virtual power plant standardization. It has supported and advanced two pilot projects for the capacity improvement of the first batch of new power system construction approved by the National Energy Administration, and promoted the market transactions of power generation and load-type virtual power plants in Guangdong, Yunnan and other regions. By the end of 2025, the number of operators in the southern China region had accumulated nearly 100, with an aggregated capacity of nearly 20 million kilowatts, helping virtual power plants accelerate their transformation from pilot exploration to standardized, large-scale, and market-oriented development.
为此,该院牵头,联合我国电网企业、行业协会联合编制国家标准“虚拟电厂技术导则”,围绕虚拟电厂架构、核心设备要求、聚合调控技术、接入与通信技术、安全防护技术、测试验证等6大核心板块,做出了框架性方向要求与规范,覆盖虚拟电厂从建设、接入到运行的全技术流程,兼顾技术先进性与落地可操作性,在现有国家标准的基础上,进一步聚焦虚拟电厂技术落地环节,形成了全链条技术支撑体系。
近年来,该院积极承接推动行业虚拟电厂标准化工作,牵头组织国内10家标准化技术组织,编发国内首份虚拟电厂标准化白皮书。支撑推进2项国家能源局首批新型电力系统建设能力提升试点工作,推动广东、云南等地发电类、负荷类虚拟电厂入市交易。截至2025年底,南方区域运营商数量累计近百家,聚合容量近2000万千瓦,助力虚拟电厂从试点探索向标准化、规模化、市场化发展加速转型。
