Project Overview

Project Implementation Space: This project is implemented within the Beijing Chaoyang Circular Economy Industrial Park, covering the Science Popularization Exhibition Hall of Chaoyang Environment Group and the entire production observation aread study-tour space of the park. As a vehicle for opening environmental protection facilities to the public, it serves a diverse cross-section of society, including primary, secondary, and tertiary students, community residents, employees of enterprises and public institutions, and domestic and international visitors.

Current Problems: Solid waste disposal industrial parks still contend with the "NIMBY" (Not In My Backyard) stereotype, and the general public lacks adequate knowledge of waste disposal. Conventional environmental science popularization relies on relatively monotonous formats, and there is a shortage of experiential venues enabling immersive, on-site engagement with green and low-carbon practices.

Improvement Objectives: First, the solid waste treatment industry is highly specialized, giving rise to pronounced cognitive barriers between industrial operations and the general public. Second, some environmental protection facilities prioritize production and operation over public access and science communication, lacking regularized, systematic spatial platforms for science popularization—making it difficult to cultivate voluntary green and low-carbon behavior among the public.

问题现状:固废处置类工业园区仍存在“邻避”刻板印象,社会公众对垃圾处置相关知识认知不足;传统环保科普形式较单一,缺乏能够沉浸式实地感受绿色低碳实践的体验空间。

原因分析:一是固废处理行业专业度高,产业场景与普通公众之间存在明显认知壁垒;二是部分环保设施侧重生产运行,忽视公众开放与科普传播,缺少常态化、体系化的空间科普载体,难以推动公众形成绿色低碳行为自觉。

改进目标:依托园区现有科普展厅、生产观摩通道等资源。充分发挥园区固废协同处置、零碳产业实践优势,打造可体验、可参与的绿色空间,破除公众认知壁垒;建立常态化开放科普机制,向社会传递循环经济理念,引导公众践行简约低碳生活,推动工业设施实现从“邻避”向“邻利”转变。

 

Project Implementation

Implementing Entity and Foundational Conditions: This project is carried out by Beijing Chaoyang Environmental Group Co., Ltd. as the sole implementing body, utilizing the park's existing facilities—the 1,200-square-meter science education exhibition hall and production-line observation corridors within the Beijing Chaoyang Circular Economy Industrial Park. Spearheaded by the Group's Science and Technology Innovation Center, the project engages 42 full-time and part-time reception and interpretive staff, supported by self-raised corporate funds for operations, maintenance and science education, as well as the park's robust hardware infrastructure: water and power supply, gigabit fiber-optic network, digital twin system, and comprehensive security and fire-protection systems.

Bridging Cognitive Gaps and Integrating Content with Production: To address the cognitive barriers between the solid waste industry and the public, and the disconnect between educational exhibits and real-world production, the project is jointly executed by the Group's corporate communications and technical departments. By integrating the exhibition hall with waste-disposal production lines, the project delivers on-site observation and hands-on environmental practice experiences, creating a unified educational model of "exhibition hall + production-line observation + environmental practice." Throughout implementation, the team has documented the full solid-waste disposal workflow and independently developed themed display panels and short educational videos on waste sorting, harmless treatment, and kitchen waste processing—translating complex industrial processes into accessible educational content. This is the pathway from production scenario to educational scenario, enabling visitors to witness firsthand the complete journey of "turning waste into treasure."

Operational Framework and Staffing: The Group has instituted a reservation-only group reception system and a staggered, off-peak visiting schedule, honoring its commitment to remain open for no fewer than 104 days annually. A comprehensive work ledger covers the full visitor lifecycle: reservation and registration, on-site guidance, safety patrols, and feedback collection. Full-time interpreters oversee external coordination, route design, and guided tours for distinguished guests; part-time staff manage routine reception; and environmental volunteers maintain on-site order. This tiered, role-based staffing system ensures orderly visits for large study-tour groups from universities, primary and secondary schools, communities, enterprises, and public institutions.

Online-Offline Convergence: To overcome the limitation of education being confined to on-site visits and the narrow range of public engagement channels, corporate communications staff have deployed a two-pronged strategy. Offline, themed activities are held regularly—including the "Waste Civilization One-Day Tour," environmental outreach into communities, schools and enterprises, World Environment Day (June 5), National Ecology Day, and winter and summer youth study camps. Online, leveraging the park's gigabit network and digital twin video wall, the project has expanded digital education channels through live streaming and remote study-tour linkups, driving online-offline synergy to broaden educational reach.

Challenge Resolution and Sustainable Operations: During implementation, the team confronted concentrated visitor surges during peak periods, straining reception capacity. The response: a reservation-based, capacity-controlled, staggered visiting mechanism; the mobilization of over 40 registered environmental volunteers to reinforce on-site staffing; and upgrades to visitor routing, diversion signage, and rest amenities to ensure safe, orderly visits. The team also recognized the need for ongoing content refreshment, establishing a dynamic content review and update mechanism to continuously refine display panels and interpretive scripts in alignment with the latest "dual-carbon" and solid-waste disposal policies. This project relies entirely on the park's existing spaces and facilities, with operations and maintenance funded through self-raised corporate resources, and has no other co-applicants. With all measures in place, a stable, sustainable operational model for green-space science education has been established.

本项目由北京朝阳环境集团有限公司作为实施主体,依托北京市朝阳循环经济产业园既有1200㎡科普展厅、生产线观摩通廊等存量空间开展,由集团科技创新中心牵头,42名专兼职接待讲解人员,充分利用企业自筹运维科普经费,园区完备的水、电、千兆光纤网络、数字孪生系统、安防消防配套作为硬件支撑。

针对固废产业与公众之间存在认知壁垒,科普展示内容与现实生产场景割裂的问题,由集团企宣、技术部门联合实施。整合展厅、垃圾处置生产线打造实地观摩、环保实践体验,打造“展厅+生产线观摩+环保实践”一体化科普场景。推进过程中梳理园区固废处置全流程素材,自主制作垃圾分类、无害化处置、厨余垃圾处理等主题展板与科普短视频,把真实产业工艺转化为通俗易懂的科普内容,打通生产场景向科普教育场景转化路径,让访客直观感受垃圾“变废为宝”全过程。

集团运营开展建立全预约团队接待、分时段错峰参观制度,落实年开放不少于104天的开放承诺,搭建从预约登记、现场引导、安全巡查、访客意见收集全流程工作台账。明确专职讲解员负责对外对接、路线策划、重要访客讲解;兼职人员承担日常接待;环保志愿者负责现场秩序维护,形成分层分工人员保障体系,保障大中小学、社区、企事业单位批量研学团队有序参观。

针对科普形式局限于线下参观,公众参与渠道单一的问题,由企宣岗位人员实施。一方面线下常态化开展 “垃圾文明一日游”、环保进社区进校园进企业、六五环境日、全国生态日、寒暑假青少年研学等主题活动;另一方面依托园区千兆网络与数字孪生大屏硬件,拓展线上科普渠道,开展直播、远程研学连线,线上线下联动扩大科普覆盖面。

项目推进中遇到高峰期访客集中,人员接待压力大的现实问题。解决方式:实行预约限流错峰参观机制,充分调动40余名注册环保志愿者补充现场力量,完善参观动线、分流标识、休息配套设施,保障参观安全有序。同时遇到科普内容需要迭代更新的需求,建立内容动态审核更新机制,结合最新“双碳”、固废处置政策持续优化展板与讲解词。本项目全部依托园区已有空间设施,以企业自筹经费保障运维,无其他联合申报单位,各项举措落地后,形成稳定可持续的绿色空间科普运营模式。

 

Project Outcome

Project Outcomes:The project is based on the transformation of existing facilities in the park, realizing the conversion of industrial solid waste disposal spaces into green science popularization experience spaces, with a remarkable contrast in outcomes before and after implementation. Before the project, production and science popularization functions were fragmented, and the public held a "NIMBY" (Not In My Backyard) stereotype toward solid waste disposal. Today, an integrated model of "exhibition hall + production line observation + environmental practice" has been established. In terms of data, since opening to the public, the park has cumulatively received over 200,000 on-site visitors from more than 60 countries and regions; in 2025, it received 523 groups totaling 16,780 person-visits, and from January to June 2026, 288 groups totaling 9,662 person-visits. Online live broadcasts and online classroom lectures have accumulated nearly 7 million views, with overall visitor satisfaction consistently above 95%.

Model Innovation:The project explores an "industry-education integration" opening model for industrial environmental protection facilities. No redundant large-scale renovation is undertaken; instead, existing resources such as the 1,200 m² science popularization exhibition hall and production observation corridors are leveraged. Based on reservation-based off-peak opening, real solid waste disposal production scenarios are transformed into science popularization classrooms, addressing the pain point of high costs in converting industrial facilities for science popularization purposes.

Mechanism Innovation:A long-term operation mechanism of "full-time + part-time + volunteer" staff has been established. The project deploys 42 full-time and part-time reception and interpretation personnel, along with over 40 registered environmental volunteers. Each year, the enterprise self-raises special funds to support operation and maintenance. A full-process system has been instituted covering reservation registration, safety inspections, feedback collection, and dynamic updating of science popularization content. The project commits to opening for no fewer than 104 days per year, with online and offline operations running in sync to form closed-loop management and ensure the long-term sustainable operation of the project.

Replicability:This model demonstrates strong replicability. It can be extended to similar environmental protection facilities such as waste incineration and kitchen waste treatment plants. Without requiring large-scale civil construction, the transformation from industrial space to green education space can be achieved by relying on existing production visit corridors and exhibition halls, supplemented by standardized staffing, funding, and opening management systems. The project has received multiple honors at or above the provincial and ministerial level, including the National Eco-Environment Science Popularization Base, and was selected as a typical case of the 2025 Green and Low-Carbon Public Participation Practice Base by the Ministry of Ecology and Environment, demonstrating significant demonstration and promotion value.

Ecological and Environmental Value:The park achieves coordinated disposal of multiple types of solid waste, with a daily processing capacity exceeding 8,000 tons of various wastes, and its overall carbon emissions are close to zero. Green electricity is generated through waste incineration, while reclaimed water reuse and comprehensive biogas utilization are advanced in parallel. Through science popularization and education, visitors are guided to develop awareness of waste sorting and resource recycling, indirectly promoting waste reduction and the cultivation of low-carbon lifestyle behaviors at the societal level. Meanwhile, it collaborates with schools, communities, enterprises, and public institutions to carry out joint science popularization initiatives, driving the dissemination of regional green and low-carbon culture.
