Project Overview

The Orange Isle ZeroCarbon Energy Experience Hall is the core project of China’s first riverisland zerocarbon demonstration zone. Cobuilt by the Hunan Provincial Government and State Grid Corporation of China, it is situated in the core area of Orange Isle, a national 5Alevel tourist scenic spot, with a total floor area of 600 square meters.

Adopting an ACDC hybrid microgrid system, the experience hall achieves 100 % renewableenergy power supply, making it Hunan Province’s first zerocarbon exhibition hall.Since its commissioning in August 2024, the project has established a refined “fiveinone” operation system centered on institutional foundationbuilding, team capacitybuilding, digital empowerment, cultural enrichment and certificationdriven guidance.

It integrates standardized regulations, “sixprofile” compound talents, an integrated “online + offline” platform, a “redandgreen integrated” cultural IP, and a zerocarbon certification mechanism.

Three major pain points existed prior to implementation.

First, tourists had limited understanding of concepts such as “zero carbon” and “newtype power system”, making it difficult to translate green ideas into practical actions.

Second, traditional scenicspot exhibitions mainly featured static sightseeing, lacking interactive experiences and lowcarbon education functions.

Third, the interdepartmental collaboration mechanism was inadequate; redcultural resources and green technologies failed to achieve effective integration.

Improvement objectives: To build a zerocarbon demonstration space integrating technological demonstration, popularscience education, public participation and cultural communication, and turn the “ZeroCarbon Orange Isle” concept into tangible, accessible and communicable public practice.

橘子洲零碳能源体验厅是国内首个江岛零碳示范区核心项目,由湖南省政府与国家电网联合打造,位于国家5A级旅游景区橘子洲核心区域,总面积600平方米。体验厅,采用交直流混合微网系统,实现100%可再生能源供电,是湖南省首个零碳示范展馆。

2024年8月投运以来,项目构建“五位一体”精细化运营体系,以制度筑基、队伍强基、数字赋能、文化铸魂、认证引领为核心,整合标准化制度、“六型”复合人才、“线上+线下”融合平台、“红绿融合”文化IP及零碳认证机制。

实施前面临三大痛点:

一是游客对“零碳”“新型电力系统”等概念缺乏认知,绿色理念难以转化为实际行动;

二是传统景区展示以静态观光为主,缺乏互动体验与低碳教育功能;

三是跨部门协作机制不完善,红色文化资源与绿色技术未能有效融合。

改进目标:打造集技术示范、科普教育、公众参与、文化传播于一体的零碳示范空间,将“零碳橘洲”从概念转化为“可感、可触、可传”的公众实践。

 

Project Implementation

Five-in-One Refined Operation System of the Zero-Carbon Demonstration Venue

In response to challenges such as visitors' limited awareness of zero-carbon concepts, monotonous exhibition formats, and inadequate cross-departmental collaboration, the Experience Hall has innovatively established a "Five-in-One" refined operation system for zero-carbon demonstration venues.

This system systematically strengthens the operational foundation across five dimensions: institutions, personnel, digital technology, culture, and standards.

1. Institutional Foundation – Consolidating the Operational Base

Drawing on national-level demonstration zone standards, the Experience Hall has developed a five-part institutional framework covering reservation, guided tours, visitor services, daily management, and emergency response.

A free reservation system is implemented, offering four daily time slots with 50 visitors per slot, and three access channels for individuals, groups, and VIP receptions. Differentiated service plans are tailored for three visitor categories—leading experts, student groups, and general tourists—achieving an upgrade from "one-way information delivery" to "tiered interpretation + immersive experience."

2. Personnel Development – Building Versatile Talent

A dedicated team of 20 full-time and part-time staff (average age 26) has been assembled, encompassing diverse expertise including electrical engineering, tourism, and foreign languages.

A "tiered and categorized" talent cultivation system has been established, along with a three-dimensional training resource framework combining "drills + knowledge base + exchanges," and an innovative "modular unit-based" training approach.

Six team members have been appointed as "Power Light" Science Communication Specialists by the Hunan Society for Electrical Engineering.

3. Digital Empowerment – Creating a Participatory Ecosystem

The Experience Hall independently developed the "Carbon Seeker Orange Isle" carbon emission monitoring platform, which integrates multi-source data from scenic area energy consumption, transportation services, and green power utilization, establishing four major application scenarios: carbon emission monitoring, electricity-carbon monitoring, carbon sink and reduction accounting, and trend evaluation.

A WeChat mini-program has been developed to enable online reservations, carbon-neutrality virtual check-ins, knowledge quizzes, and other interactive features, achieving an online reservation participation rate of 92.8%. The exhibition system is undergoing intelligent upgrades, featuring immersive experiences such as a dome theater and a three-panel folding screen theater.

4. Cultural Cultivation – Shaping Distinctive IP and Expanding Brand Communication Boundaries

A "three-in-one" party-building and educational tourism route has been developed, combining "red heritage appreciation + green experiential activities + thematic seminars," which has hosted 12 batches of Party branch activities.

The "Zero-Carbon Flight Alliance" IP system has been launched, featuring five zero-carbon-themed mascots that won the Gold Award at the Huading Awards, with over 1,400 cultural and creative products distributed. An ecosystem of "red-green fusion" has been built through collaboration with government agencies, enterprises, schools, communities, and cultural tourism institutions.

A four-dimensional communication approach—"events + educational tourism + online platforms + cultural products"—has been adopted to continuously expand brand influence: regular thematic awareness campaigns are conducted with standardized output deliverables from each session;

A full-spectrum standardized educational tourism curriculum covering primary through senior high school levels has been developed around major milestones in the power sector, producing reusable course packages and interactive experience installations, thus transforming one-off activities into sustainable educational tourism products;

Thematic online activities such as knowledge Q&A and check-in challenges are organized via digital platforms, complemented by short-video distribution and offline check-in material design, achieving closed-loop integration between online and offline scenarios; and multi-purpose educational videos and policy publicity materials are produced to address policy dissemination and science popularization needs.

5. Certification Leadership – Forging Zero-Carbon Credibility

As a core contributing unit, the Experience Hall participated in the development of the Evaluation Standard for Zero-Carbon Islands (T/AIAC010-2024) and facilitated its official release.

A comprehensive carbon emission accounting and monitoring system has been established, with ongoing efforts to align with international standards such as ISO 14064 and ISO 14068. Third-party certification bodies have been engaged to conduct internal training and mock assessments, driving continuous optimization and upgrading of the management system.

以国家级示范区标准为参照,构建涵盖预约、导览、服务、日常管理、应急处置五大制度体系。实行免费预约制,每日4个时段、每时段50人,设置个人、团队、接待三类通道。针对领导专家、学生群体、普通游客三类受众分别制定差异化服务方案,实现从"单向灌输"向"分层讲解+沉浸体验"升级。

2.队伍强基,打造复合人才

组建20人专兼职团队(平均年龄26岁),涵盖电气、旅游、英语等多专业领域。构建"分层分类"人才培养体系,建立"演练+知识库+交流"立体式培训资源,创新"模块化单元制"培训方式。6人获聘湖南省电机工程学会"电力之光"科学传播专家。

3.数字赋能,构建参与生态

自主研发"碳觅橘洲"碳排放监测平台,整合景区能源消耗、交通服务、绿色电力利用等多源数据,构建碳排监测、电碳监测、碳汇减碳、趋势评价四大应用场景。开发微信小程序,实现线上预约、碳中和云上打卡、知识竞赛等功能,线上预约参与率达92.8%。推进展陈系统智能化升级,打造球幕影院、三折幕等沉浸式体验。

4.文化铸魂,塑造特色IP,拓宽品牌传播边界

打造"红色瞻仰+绿色体验+专题研讨"三位一体党建研学路线,累计接待12批次党支部活动。开发"零碳飞行联盟"IP体系,设计五款零碳主题吉祥物,荣膺华鼎奖金奖,文创产品发放逾1400件。

联动政府、企业、学校、社区、文旅机构构建"红绿融合"生态圈。以"活动+研学+线上+文创"四维联动持续扩大品牌影响力,持续开展常态化主题宣传活动,每场形成标准化成果输出;聚焦电力行业重大节点,开发覆盖小学至高中全学段的标准化研学课程体系,产出可复用的课程包与互动体验装置,完成从单次活动到可持续研学产品的转化;

依托线上平台策划知识问答、打卡挑战等专题活动,配套短视频分发与线下打卡物料设计,实现线上线下场景闭环联动;围绕政策宣贯与科普需求,制作多用途宣教视频与政策宣传品。

5.认证引领,锻造零碳公信力

作为核心参编单位参与《零碳岛屿评价标准》(T/AIAC010-2024)编制工作,推动标准正式发布。构建全要素碳排放核算与监测体系,推进与ISO14064、ISO14068等国际标准对接。邀请第三方认证机构开展内部培训与模拟评审,推动管理体系持续优化升级。

On its journey of exploring green transition, the Orange Isle ZeroCarbon Energy Experience Hall has achieved comprehensive multidimensional innovations:

1.Model Innovation The Experience Hall pioneered the “fiveinone” operation system for zerocarbon venues, which systematically integrates five dimensions: institutional norms, professional teams, digital empowerment, cultural integration and authoritative certification. This system establishes a closedloop management mechanism covering the whole process of venue operation, successfully filling the gap in refined operation models for zerocarbon venues in China.

2.Pathway Innovation The Experience Hall has pioneered the distinctive “redandgreen integrated” studytour model, which deeply combines the profound redcultural resources of Orange Isle with cuttingedge zerocarbon technologies.

By developing a standardized service route of “redculture commemoration + greentech experience + thematic seminars”, it realizes the synergy between redculture education and greenconcept popularization, enabling visitors to perceive dual values through immersive experiences.

3.Technological Innovation The Experience Hall has independently developed the CarbonHunting Orange Isle carbonemission monitoring platform. Integrating more than ten categories of basic data, the platform builds four functional modules: carbonemission monitoring, electricitycarbon monitoring, carbonsink and carbonreduction assessment, and trend evaluation.

It provides authentic, accurate and verifiable solid data support for zerocarbon certification.

4.Standard Innovation The Experience Hall has realized the leap from “passive certification” to “proactive leadership”. As one of the core compiling organizations, it promoted the official release of the Evaluation Standard for ZeroCarbon Islands.

Its rich practical experience has been thoroughly incorporated into the national standard framework, accomplishing the strategic shift from casebased practice to standardsetting leadership.

4.在标准创新方面,体验厅实现了从“被动认证”到“主动引领”的跨越。作为核心参编单位,体验厅推动《零碳岛屿评价标准》正式发布,将丰富的实践经验深度融入国家标准框架,完成了从案例实践到标准引领的战略转变。

 

Project Highlights

1.Markedly Improved Operational Efficiency: Operational efficiency has risen by 30 %, tourist satisfaction exceeds 95 %, and the online reservation participation rate stands at 92.8 %. The number of individual visitors has increased by 128 % compared with the second half of 2024.

2.Comprehensive Coverage of the StudyTour System: It has received more than 140 group visits in total, serving over 700 teachers and students from more than 40 institutions including Tsinghua University and the Party School of the Central Committee of the CPC.

A fullagegroup studytour curriculum system featuring “red ideological and political education + green science and technology” has been established.

3.Remarkable Carbon Management Outcomes: Orange Isle’s annual electricity consumption is approximately 10.4 million kWh, with total annual CO₂ emissions of around 8,368 tons.

Through measures such as greenpower substitution (5,946 tons emission reduction), vegetation carbon sequestration (1,052 tons emission reduction), restrictions on fuelpowered vehicles entering the isle (248 tons emission reduction), and newenergy facilities (11.5 tons emission reduction), the annual net carbon emission has been reduced to approximately 1,110 tons, achieving an emissionreduction rate of 87 % and laying a solid foundation for nearzerocarbon operation.

4.Extensive Social Influence: The project received a fullpage report in People’s Daily and coverage from more than 20 mainstream media outlets. A total of 12 batches of Partybranch themed Partyday activities have been held, reaching over 300 Party members.

Media Recognition: People’s Daily published a fullpage article entitled Lowcarbon Exploration of a 5Alevel Scenic Spot, recording over one million reads. More than 20 central and provincial mainstream media outlets including Guangming Daily, Xinhuanet and Hunan Satellite TV have featured special reports. The documentary ZeroCarbon Orange Isle: A Green Poem by the Xiangjiang River has helped spread green concepts among the public.

Industry Honors: It has obtained the ZeroCarbon Island assessment certification issued by China Classification Society (CCS). It was selected as one of the firstbatch pilot islands under the “ZeroCarbon China” Standards Initiative (only three such sites nationwide) and participated in compiling and releasing the Evaluation Standard for ZeroCarbon Islands (T/AIAC 0102024).

The project was awarded the Special Grand Prize and the Classic Story Gold Prize of the “GreenEnergy Star · ZeroCarbon Energy Practice Demonstration Project” by China Industry News. It was included in the case collection of “Green and Lowcarbon Public Participation Practice Base” issued by the Department of Ecology and Environment of Hunan Province.

It has been named the “Hunan Provincial Power Science Popularization Education Base” by the Hunan Society for Electrical Engineering. The “Orange Isle Zerocarbon Elements and Mascot Design” won the Huading Gold Award at the International Environmental Art Innovation Design Competition. It was honored as one of the “Top Ten Creative and Innovative Promotion & Planning Cases” by China Energy Media Group.

Six staff members have been appointed as “Light of Electric Power” Science Communication Experts, and one staff member received the Excellent Award in the National Power Science Popularization Explanation Contest.
