Liaoning Carbon Emission Trading Center Co., Ltd. was established in 2011. It is the only specialized institution approved by the Liaoning Provincial Government to engage in carbon emission trading within the province, the third unit in the country to conduct carbon trading, and the only platform in China engaged in international carbon credit trading. The trading center has accumulated rich experience in the field of dual carbon services and currently has five business segments: international carbon credit trading, carbon inclusion, carbon asset development and management, government enterprise dual carbon consulting services, and dual carbon capacity building.

Project Overview

The project is implemented at Bingshan Cemetery in Diaobingshan City. As the only commercial cemetery in Diaobingshan approved by the Department of Civil Affairs of Liaoning Province, it covers an area of 60 mu with more than 10,000 planned burial plots, serving memorialactivity participants from the city and surrounding areas.

Current Problems: Traditional memorial activities mainly consist of burning paper joss money and setting off firecrackers, which result in heavy smoke across the cemetery, prominent pollutant emissions and high fire risks, accompanied by intensive carbon emissions. Visitors travelling for offsite memorial activities face high roundtrip costs and poor convenience. The cemetery relies entirely on conventional gridsupplied electricity with zero application of green power. There is a lack of mature lowcarbon transition pathways and marketoriented incentive mechanisms in the funeralandinterment sector, leading to insufficient public motivation for green memorial practices.

Cause Analysis: Deeprooted traditional memorial customs persist. Lowcarbon memorial options (such as online memorial ceremonies and exchanging paper joss money for fresh flowers) and effective benefit incentives are absent. Funeral services remain underdigitalized with inadequate online convenient services. Mechanisms for carbon emissionreduction accounting and practical implementation tailored to funeralservice scenarios are missing.

Improvement Objectives: To build China’s first green and lowcarbon cemetery, establish a fullprocess lowcarbon model featuring “ecofriendly burial + greenpower cemetery + digital services + carbonpoint system”, achieve dual improvements in the cemetery’s carbon emission reduction and service quality, and create a replicable and promotable model for green transition in the funeralandinterment industry.

项目落地于调兵山市兵山墓园,该墓园是调兵山市唯一经辽宁省民政厅批准的经营性公墓,占地60亩,规划墓穴万余个,服务全市及周边地区祭祀群众。

问题现状:传统祭祀以焚烧纸钱、燃放鞭炮为主,造成园区烟熏火燎、污染物排放突出、容易产生火灾,同时碳排放强度较高;异地祭祀群众往返成本高、便利性不足;园区能源完全依赖传统市电,绿电应用处于空白;殡葬领域缺乏成熟的低碳转型路径与市场化激励机制,群众参与绿色祭祀的动力不足。

原因分析:传统祭祀习俗惯性较强,缺乏低碳祭祀方式(例如线上祭祀、纸钱换鲜花)以及有效的权益激励;殡葬服务数字化程度偏低,线上便民服务供给不足;殡葬场景碳减排核算与落地机制缺失。

改进目标:打造全国首个绿色低碳墓园,构建“生态葬式+绿电墓园+数字服务+碳积分体系”全流程低碳模式,实现园区碳减排与服务品质双提升,形成殡葬行业可复制、可推广的绿色转型范本。

 

Project Implementation

Bingshan Cemetery is jointly built by the Diaobingshan Civil Affairs Bureau and the Liaoning Carbon Emission Trading Center. Technically led by the Liaoning Carbon Emission Trading Center, the project is jointly advanced in collaboration with the Diaobingshan Civil Affairs Bureau and the municipal funeral parlor. The former takes charge of carbonneutrality scheme formulation, platform development, carbonaccounting technical support and system operation; the latter is responsible for onsite implementation, public liaison, offline service guarantee and publicity and promotion.

To address the highpollution and highemission problems of traditional memorial activities, greenpower construction of the cemetery and sourceside substitution for lowcarbon memorial practices are carried out. The Liaoning Carbon Emission Trading Center leads the planning and design, while the Civil Affairs Bureau and the funeral parlor deliver onsite implementation. The cemetery has taken the lead in completing environmental purification equipment. Two pine and cypress trees are planted beside each tomb on average, forming lush green coverage across 42 mu of land, with an estimated annual emission reduction of 13 tons of carbon dioxide equivalent. New greenpower infrastructure including photovoltaic parking shelters, charging piles, rooftop photovoltaic systems and photovoltaic leisure corridors are constructed within the cemetery to realize selfgeneration and selfconsumption of photovoltaic power, directly replacing conventional gridpower consumption. Meanwhile, lowcarbon memorial initiatives such as “exchanging paper joss money for fresh flowers” are rolled out offline to cut carbon emissions from burning rituals at source.

To resolve inconveniences for offsite memorial activities and insufficient digital services, a fullscenario O2O digital service platform is developed. The Liaoning Carbon Emission Trading Center leads development and operation, with the funeral parlor assisting in sorting out business workflows. The Bingshan Cemetery WeChat MiniProgram was officially launched in April 2026. It provides onestop services including VR realscene preview, traceable commissioned memorial services, online memorial halls, tomblot inquiry, memorialactivity reservation and maintenance application. It connects online and offline service chains and precisely addresses painpoints for residents paying tributes from afar.

To address insufficient incentives for lowcarbon behaviors and low public participation, a dual carbonledger and carbonpoint incentive mechanism is established. Built on the selfdeveloped CarbonBenefit Hub and ZeroCarbon Cloud Memorial platforms of the Liaoning Carbon Emission Trading Center as the technical foundation, the system sets up dual carbon ledgers for the cemetery and individual users respectively. Citizens earn carbon points by taking part in lowcarbon activities such as zerocarbon cloud memorial ceremonies, exchanging paper joss money for fresh flowers and green travel. One carbon point is equivalent to a oneyuan carbonbenefit coupon, which can be directly deducted from consumption at cooperating merchants both locally and within the cemetery (including catering, accommodation, supermarkets, upstreamanddownstream funeralrelated industries, etc.), converting ecofriendly behaviors into tangible benefits.

To fill the gap in carbon accounting for the funeralandinterment sector and make emissionreduction outcomes invisible, a realtime carbonaccounting and visualdisplay system is constructed. Implemented by the team of the Liaoning Carbon Emission Trading Center, emission reductions generated by photovoltaic power generation, lowcarbon memorial practices and pine trees at tomb sites are logged into the cemetery carbon ledger in real time pursuant to unified accounting standards. Results are visualized on the cemetery data largescreen, making emissionreduction effects perceivable and traceable.

During project implementation, in response to low public acceptance of lowcarbon memorial practices, new memorial customs are gradually fostered via launchceremony publicity, interactive green blessing walls, community posters, TV displays in mourning rooms, and carbonpoint benefit guidance. For technical challenges concerning realtime carbon accounting, data interfaces of the CarbonBenefit Hub platform are integrated to enable automatic collection and dynamic synchronization of emissionreduction data.

兵山墓园由调兵山市民政局与辽宁碳排放权交易中心联合打造。辽宁碳排放权交易中心作为技术主导,联合调兵山市民政局、市殡仪馆协同推进:前者负责碳中和方案定制、平台开发、碳核算技术支撑与系统运营;后者负责园区落地执行、群众对接、线下服务保障与宣传推广。

1. 针对传统祭祀高污染、高排放问题,推进园区绿电建设与低碳祭祀源头替代。由辽宁碳排放权交易中心牵头规划设计,民政局与殡仪馆落地实施。墓园率先建设完成了环保净化设备,实现平均每个墓碑旁2棵松柏,42亩绿树成荫,预计年减排13吨二氧化碳当量。园区新建光伏停车棚、充电桩设施、屋顶光伏、光伏休闲长廊等绿电基础设施,实现光伏绿电自发自用,直接替代传统市电消耗;同时线下推行 “纸钱换鲜花” 等低碳祭祀方式,从源头减少焚烧类碳排放。

2. 针对异地祭祀不便、服务数字化不足问题,打造全场景O2O数字服务平台。由辽宁碳排放权交易中心主导开发运营,殡仪馆配合梳理业务流程。2026年4月正式上线“兵山墓园”微信小程序,提供VR实景预览、代客祭祀全程可追溯、线上纪念馆、墓位查询、祭祀预约、维修办理等一站式服务,打通线上线下服务链路,精准解决异地群众祭祀痛点。

3. 针对低碳行为激励不足、群众参与度低问题,建立双重碳账本与碳积分激励机制。依托辽宁碳排放权交易中心自研的“碳中惠”和“零碳云纪”平台为底座搭建技术体系,建立园区与个人双重碳账本,群众参与零碳云祭、纸钱换鲜花、绿色出行等低碳行为均可累计碳积分,1积分可抵1元碳惠券,可在本地及园区内合作商家(包括餐饮、住宿、超市、殡葬上下游产业等)直接抵扣消费,将环保行为转化为实际权益。

4. 针对殡葬领域碳核算空白、减排成效不可视问题,构建实时碳核算与可视化展示体系。由辽宁碳排放权交易中心团队落地实施,将光伏发电产生的减排量、低碳祭祀行为产生的减排量、墓位松树产生的减排量按照统一核算标准实时计入园区碳账本,通过园区数据大屏进行可视化展示,让减排成效可感可查。

5. 项目推进中,针对群众对低碳祭祀接受度不高的问题,通过启动仪式宣传、绿色祈福墙互动、社区海报、守灵房的电视显示屏、碳积分权益引导等方式逐步培育祭祀新风;针对碳核算实时性技术难点,通过对接碳中惠平台数据接口,实现减排数据自动采集、动态同步。

 

Project Outcome

Upon project implementation, Bingshan Cemetery has achieved a systematic upgrade from the traditional highcarbon memorial model to a fullprocess lowcarbon model. Its core highlights and outcomes are as follows:

Remarkable quantifiable emissionreduction results. According to professional accounting, through multiple lowcarbon approaches including environmental purification equipment, photovoltaic green power, tree carbon sinks, zerocarbon cloud memorial ceremonies and commissioned memorial services, the cemetery can achieve an annual emission reduction of nearly 1,000 tons of carbon dioxide equivalent. Photovoltaic facilities realize selfgeneration and selfconsumption, directly cutting power consumption from fossil energy sources. Compared with the traditional burningbased memorial model prior to project rollout, emissions of particulate matter, flue gas and other pollutants within the cemetery have decreased substantially, bringing about a marked improvement in spatial experience.

Pioneering model innovation for the industry. The project pioneers a fullprocess lowcarbon cemetery model of “ecofriendly burial + greenpower cemetery + digital services + carbonpoint incentives”, delivering indepth integration of lowcarbon energy transition, digital service upgrading and public incentive mechanisms. It innovatively establishes a dual carbonledger mechanism for “cemetery + individual”, extending carbon emission accounting from the cemetery entity to individual behaviours. Carbon points can be accumulated via lowcarbon acts such as “exchanging paper joss money for fresh flowers”, “online memorial ceremonies” and “green travel”. Points may be redeemed for carbonbenefit coupons to obtain preferential benefits at cooperating merchants both locally and within the cemetery, covering catering, accommodation, supermarkets, and upstreamanddownstream funeralrelated industries. This creates a selfiterating virtuous operation cycle. Marketoriented consumption incentives drive proactive public participation and resolve the challenge of insufficient motivation for green memorial practices.

Technologydriven management upgrading. Leveraging professional carbontrading technical expertise, a carbonaccounting system tailormade for the funeral and interment sector is built to enable realtime collection, dynamic accounting and largescreen visual display of emissionreduction data. The online miniprogram covers fullscenario memorial services, transforming funeral services from offline standalone services to integrated O2O services, and greatly improving the cemetery’s management efficiency and service response speed.

High replicability and sustainability. Drawing on marketbased mechanisms, the project has formed a zerocost longterm collaborative operation mechanism among civilaffairs authorities, the cemetery and carbontrading institutions. The platform system supports standardized reuse, and its operational model can be rapidly replicated and promoted to cemeteries across Liaoning Province and nationwide.

3.技术赋能管理升级。依托碳交易专业技术能力,搭建殡葬领域专属碳核算体系,实现减排数据实时采集、动态核算与大屏可视化展示;线上小程序覆盖全场景祭祀服务,推动殡葬服务从线下单点服务向O2O一体化服务升级,大幅提升园区管理效率与服务响应速度。

4.可复制可持续性强。项目利用市场化机制形成了民政部门及墓园与碳交易机构零成本长效协同合作的运营机制,平台系统具备标准化复用能力,运营模式可快速向辽宁省乃至全国墓园复制推广。

 

Project Highlights

Ecological and Environmental Benefits: The project delivers an annual average carbondioxideequivalent emission reduction of nearly 1,000 tons. Accounting boundaries are as follows: annual emission reduction from replacing gridsupplied electricity with onsite photovoltaic power generation in the cemetery ≈ 500 tons; annual emission reduction from lowcarbon memorial practices substituting the burning of paper joss money ≈ 400 tons; annual emission sequestration by trees within the cemetery ≈13 tons. Social Impacts: A crossdepartment collaboration model between civilaffairs authorities and carbontrading institutions has been established. Responding to the call for civilized, lowcarbon and safe tombsweeping and keeping pace with the demands of the digital era, the project sets a benchmark for digital reform of civilaffairs services and provides a collaborative demonstration for the green transition of publicservice sectors. It encourages the public to embrace green memorial concepts while effectively addressing livelihoodrelated pain points for offsite memorial activities. Each tombsweeping activity honors traditions while protecting the ecosystem. Technology connects people’s remembrance, composing a new chapter that integrates traditions with lowcarbon development. Meanwhile, it fills the practical gap in the lowcarbon transition of China’s funeral and interment industry and forms a replicable Liaoning model for green and lowcarbon funeral services.

Online memorial services have effectively addressed the difficulties of people paying tributes from other regions, and the carbonpoint incentive mechanism has significantly increased public willingness to take part in lowcarbon memorial activities. The official WeChat account of Shenyang Municipal Bureau of Ecology and Environment reposted content from the “ZeroCarbon Cloud Memorial” platform and issued an initiative to all citizens: “Embrace the digital era, practice green memorial customs, let remembrance endure in the cloud, and pass on civility at your fingertips.” The Diaobingshan Civil Affairs Bureau has designated it as a benchmark project integrating funeralandinterment reform with peopleoriented services, acknowledging its dual value in green transition and publicconvenience services.

Media and Industry Recognition: The project has received special reports from mainstream media including Xinhuanet and Liaoning Life TV. The relevant report on the Xinhuanet Client recorded more than 1.5 million reads and was hailed as “a new trend for a green Qingming Festival”. As a practical case of China’s first lowcarbon cemetery, it boasts value for international communication and industrywide demonstration.

Policy Support: In response to China’s “DualCarbon” Strategy and the requirement stipulated in Article 45 of the Regulations on Funeral and Interment Administration issued by the Ministry of Civil Affairs that “the State advocates civilized, lowcarbon and safe memorial activities”, the project has gained recognition from provincial and municipal ecologicalenvironment and civilaffairs authorities. It is now being gradually replicated and rolled out at multiple cemeteries across the province, serving as an important practical carrier and industry benchmark for Liaoning’s carboninclusiveness initiatives.
