新桥社区位于沙河源头地带，面积1.04平方公里，常住人口2.2万余人。锦江穿境而过，绿道交汇成网，坐拥5大公园，是原文化部命名的“中国民间摄影艺术之乡”。社区以党建引领环境综合治理，构建三级联动、多元共治格局，形成全域公园化生态体系。

通过增绿筑景、慢行系统连通及“邻里之家”等空间打造，构建起绿色生态基底。引入摄影文创产业，发展公园经济，将环境治理与产业发展有机结合，实现了生态价值、治理效能与社区活力的同步提升。社区被评为全国最美文艺志愿服务社区、四川省先进基层党组织、成都市百佳示范社区、成都建设全面体现新发展理念城市改革创新先进集体等荣誉称号。

Project Overview

Problem status: Although Xinqiao Community has the superior ecological foundation of the source of Shaxia River, the passage of Fuhe River and the surrounding of five parks, The greening coverage is close to 40%, but "green space does not equal zero carbon" - the community has a variety of scenes such as residential areas, commercial and residential projects, kindergartens, etc. The building energy consumption is high, the classification and resource utilization of garbage are insufficient, the residents' low-carbon awareness is weak, and there is a significant gap from the true "zero carbon".

Cause analysis:

First, the energy-saving standards of the existing community infrastructure are not high, and the energy consumption of lighting, air conditioning and other equipment in public areas is large; Second, the recycling system for renewable resources is not yet complete, and there is a lack of quantitative management basis for carbon reduction; Third, residents' understanding of "near-zero carbon" is stuck in the misconception that "more greenery is zero carbon", and there is a lack of behavioral guidance and participation mechanism; Fourth, the governance structure of multi-subject collaborative construction is not yet perfect.

Improvement goal: Taking the opportunity of being selected as the first batch of near-zero carbon emission pilot areas in Chengdu in 2022, Establish the idea of "people-oriented, sustainable co-prosperity of parks and communities", explore the feasible path of reducing pollution and carbon emissions at the community level in the central urban area of a megacity through mechanism innovation, facility upgrading, scientific and technological empowerment, and people's participation.

问题现状：新桥社区虽拥有沙河源头、府河穿境、五大公园环绕等优越生态本底，绿化覆盖率近40%，但“绿地不等于零碳”——社区内安置小区、商住楼盘、幼儿园等多元场景并存，建筑能耗偏高、垃圾分类及资源化利用率不足、居民低碳意识薄弱，距离真正“零碳”存在明显差距。

原因分析：一是社区既有基础设施节能标准不高，公共区域照明、空调等设备能耗较大；二是再生资源回收体系尚未健全，碳减排缺乏量化管理基础；三是居民对“近零碳”认知停留在“绿化多即零碳”的误区，缺乏行为引导和参与机制；四是多主体协同共建的治理架构尚不完善。

改进目标：以2022年入选成都市首批近零碳排放区试点为契机，确立“以人为本，公园社区可持续共荣”创建思路，通过机制创新、设施升级、科技赋能和全民参与，探索超大城市中心城区社区层面减污降碳的可行路径。

Project Implementation

In response to the problem of inadequate organizational mechanisms, the community adheres to the leadership of the Party, establishes a work leading group led by the secretary of the Party committee of the community, introduces professional social organizations, and establishes a joint meeting convening mechanism;

Establish a "community near-zero carbon center" as the core coordinating platform, integrating the strength of "near-zero carbon partners" such as expert think tanks, social organizations, and enterprises;

In accordance with the "Work Plan for the Pilot Construction of Near-Zero Carbon Zone in Chengdu", formulate the "Work Plan for Creating a Near-Zero Carbon Community in Xinqiao Community, Shaxuan Street", and rely on the sub-team for near-zero carbon work at the district level to make good use of the "street whistle, department reporting" linkage mechanism.

The community party committee coordinates the implementation, and the party organizations in each courtyard and the grid members work together to promote it, forming a work pattern that is connected from top to bottom and linked with multiple parties.

In response to the problem of unclear carbon emissions, with the support of the Golden Bull Community Development Foundation, the Party and People's Service Center was selected, Five typical scenarios, including commercial and residential projects, resettlement areas, central kindergartens, parks, etc., carried out background verification of greenhouse gases such as carbon dioxide and methane from two dimensions of buildings and waste treatment, and completed the report on greenhouse gas emission accounting, reduction potential and public participation path of Xinqiao Community.

It was developed with the participation of external think tanks and social organizations such as the Sichuan Academy of Agricultural Sciences and Longqiao Black Bear Rescue Center, providing scientific basis for precise policies.

In response to the problem of the inherent shortcomings of energy-saving facilities, hardware upgrades will be implemented: new solar street lamps, ground lamps, photovoltaic power generation, and energy-saving fans will be added, and the photovoltaic panels on the roof of the community Party and people's service center will realize the "self-circulation of electricity," saving about 8,000 yuan in electricity bills in 2024; 56 new electric vehicle charging stations have been added, bringing the total to 112, with the ability to charge more than 300,000 vehicles per year;

Promote the upgrading of energy-saving lamps and energy-saving air conditioners in the District Maternal and Child Health Care Center, save 81,000 kilowatt-hours of electricity per year, and build a water reuse facility to reuse 300 tons of rainwater per year; Eight intelligent exchange and recycling facilities were introduced, accumulating 340 tons of recyclable resources and reducing carbon emissions by about 615 tons. The community coordinates the property, hospital and other main bodies to implement it separately, so as to take the demonstration as the lead to promote the whole area.

In response to the problem of low resident participation and the difficulty of implementing low-carbon concepts, two zero-carbon local self-organizations and five environmental protection self-organizations were cultivated, and a full-industry visit was carried out based on the micro-network and real grid governance system, integrating 12 high-rated needs such as zero-carbon market, advertising material recycling, and study courses. Customize "Kite Collection", "Food Bank", "Carbon Universe", "Neighborhood Low Carbon Day" and other event brands, carry out more than 40 preaching activities and serve 2,600 people; In 2025, residents will independently participate in the video "Conversation with the River," and in 2026, the "Zero-Carbon Carnival" event will be held on New Year's Day. Multiple schools and environmental protection volunteer teams will work together to complete material recycling and co-create. It is implemented jointly by the community near-zero-carbon center, social organizations, and micro-grid workers, and the "summoning-incubation-accompanying-incentivizing" model is used to continuously activate diversified participation.

In response to the problem of insufficient financial resources, more than 20 organizations were mobilized to participate through the means of "assisting in landing and resource exchange". With the support of more than 520,000 yuan from the district department, 250,000 from the Jinniu District Foundation, and 180,000 in community incentive funds, the "Xinqiao Community Source Fund", established in December 2024, has received enthusiastic donations from residents. 针对组织机制不健全的问题——社区坚持党建引领，成立由社区党委书记牵头的工作领导小组，引入专业社会组织，制定联席会召集机制；设立“社区近零碳中心”作为核心统筹平台，整合专家智库、社会组织、企业等“近零碳伙伴”力量；对照《成都市近零碳排放区试点建设工作方案》，制定《沙河源街道新桥社区近零碳社区创建工作方案》，依托区级近零碳工作专班，用好“街道吹哨、部门报到”联动机制。由社区党委统筹实施，各院落党组织、网格员协同推进，形成了上下贯通、多方联动的工作格局。

针对碳排放底数不清的问题——在金牛社区发展基金会支持下，选取党群服务中心、商住楼盘、安置小区、中心幼儿园、公园等5类典型场景，从建筑和废弃物处理两个维度对二氧化碳、甲烷等温室气体开展本底核查，完成《新桥社区温室气体排放核算与减排潜力及公众参与路径报告》。由四川省农科院、龙桥黑熊救护中心等外部智库和社会组织参与研发，为精准施策提供了科学依据。

针对节能设施先天不足的问题——实施硬件升级：新增太阳能路灯、地灯、光伏发电及节能风机等设备，社区党群服务中心屋顶光伏板实现“用电自循环”，2024年节约电费约8000元；新增新能源汽车充电桩56座，总量达112座，年服务充电逾30万辆次；

推动区妇幼保健院升级节能灯、节能空调，年节电81000度，建设中水回用设施年回用雨水300吨；引入智能旧物交换及回收利用设施8台，累计收运再生资源340吨，碳减排约615吨。由社区协调物业、医院等多主体分头实施，以示范先行带动全域提升。

针对居民参与度低、低碳理念落地难的问题——培育零碳类在地自组织2支、环保类自组织5支，依托微网实格治理体系开展全业态走访，整合零碳市集、广告物料回收、研学课程等12项高赞需求。定制“风筝集”“食物银行”“碳宇宙”“邻里低碳日”等活动品牌，开展宣教活动40余场、服务2600人次；2025年居民自主参演视频《与河流对话》，2026年元旦举办“零碳狂欢”活动联动多所学校和环保志愿服务团队完成物料再生共创。由社区近零碳中心联合社会组织和微网格员共同实施，以“召集—孵化—陪伴—激励”模式持续激活多元参与。

针对资金资源不足的问题——通过“协助落地、资源置换”等方式动员20余个组织参与，获得区级部门52余万元、金牛区基金会25万元、社区激励资金18万元支持，2024年12月成立的“新桥社区源基金”获居民踊跃捐赠。由社区统筹调配，保障了各项行动持续运行。

Space scene innovation: integrate Party and people's service center to build carbon trading center, use "gold corner and silver edge" to promote "beautiful balcony" and "community garden" near-zero carbon scene presentation; Low-carbon facilities nodes are connected by learning routes, forming a science popularization education network that is perceptible, participatory and replicable.

Public participation in innovation: release the top 10 actions of the community "carbon reduction", cultivate 7 local environmental protection self-organizations, link schools, hotels, exhibition halls, bottom shops and other full business participation, from "I want to reduce carbon emissions" to "I want to reduce my carbon emissions", green lifestyle is becoming a new fashion.

Sustainability and Replicability: The project has formulated a three-year development plan from 2025 to 2027, clearly defined eight major action directions, and established a long-term mechanism from carbon emissions accounting, facility operation and maintenance to public participation. Its model of "Party leadership-think tank support-facility upgrade-people's participation" is suitable for the large number of built-up areas in Chengdu with "good ecological foundation but weak facility foundation", and has strong promotion value. The "New Bridge Community Zero-Carbon Community Construction Practice and Exploration Seminar" held in January 2025 marked a new stage of experience summary and output.

可持续性与可复制性：项目已制定2025—2027年三年建设规划，明确8大行动方向，建立了从碳排放核算、设施运维到公众参与的长效机制。其“党建引领—智库支撑—设施升级—全民参与”的模式适用于成都大量“生态本底好但设施基础弱”的建成区社区，具有较强推广价值。2025年1月举办的“新桥社区近零碳社区建设实践与探索研讨会”标志着经验总结与输出进入新阶段。
