Project Overview

Launched on June 5, 2023 and covering the whole territory of Rizhao City, the project is Shandong Province’s first carboninclusive platform. It collects diversified lowcarbon behavior data from clothing, food, housing, transportation, finance, education, office work and other fields. Thirty carboninclusive scenarios have been established, covering government organs, enterprises, communities and schools. Taking the online platform as the carrier, the project advances implementation through linkage with offline scenarios. Its service targets include all residents in the city, as well as participating entities such as government institutions, enterprises, villages and merchants.

Problems: There is no sound quantification mechanism for lowcarbon behaviors and few channels for the transformation of ecological value. Lowcarbonrelated data are scattered across different government departments and practical scenarios are insufficient. Incentive mechanisms are absent, resulting in limited public enthusiasm for lowcarbon actions, and there is a shortage of carriers for the implementation of inclusive benefits.

Causes: No citywide unified digital carboninclusive platform has been built, giving rise to prominent crossdepartment data barriers. Uniform accounting standards for lowcarbon behaviors are lacking and incentive benefits are insufficient, leaving lowcarbon contributors with rewardsfree efforts and no positive incentive mechanism. Scenario development and public participation remain inadequate, restricting the coverage of green transition.

Objectives: To build a threeinone carbonledger system featuring “Government + Enterprise + Individual”, realize quantifiable and rewarding ecofriendly behaviors of the public, boost the transformation of ecological value, galvanize green finance, advocate green production and lifestyles, empower the city’s green and lowcarbon development, and build a nationallyleading carboninclusive demonstration case.

项目2023年6月5日上线，所在空间为日照市全地域，是山东省首个碳普惠平台，汇集衣食住行、金融、教育、办公等多元低碳行为数据，建成覆盖机关、企业、社区、学校的30个碳普惠场景，以线上平台为载体，联动线下场景落地实施。服务对象为全市居民，涵盖机关单位、企业、乡村、商户等参与主体。

问题：低碳行为缺乏量化机制，缺少生态价值转化渠道；部门间低碳数据分散，缺少实践场景；缺少激励机制，低碳行为积极性有限，缺少普惠落地载体。

原因：缺少整个城市层面统一的碳普惠数字化平台，跨部门数据壁垒较高；缺少低碳行为核算标准，激励权益供给不足，低碳行为“只贡献、无回报”，缺少正向激励机制；场景开发和公众参与不足，绿色转型覆盖面局限。

目标：打造“政府+企业+个人”三位一体碳账本，实现公众环保行为“可量化有收益”，促进生态价值转化，激活绿色金融，倡导绿色生产生活方式，赋能城市绿色低碳发展，打造领先全国的碳普惠案例。

Project Implementation

Jointly developed and launched by the Rizhao Municipal Bureau of Ecology and Environment and Bank of Rizhao, the Carbon Benefit Rizhao platform was incorporated into the Rizhao Municipal Government Work Report and the opinions of the Municipal Party Committee Plenary Session in 2024. Elevated to the top-level urban development design, the platform is backed by improved institutional guarantees to advance the systematic and in-depth construction of city-wide carbon inclusion covering clothing, food, housing, transportation and daily consumption. It fully collects public low-carbon behavioral data and connects a diversified “1+N” green life scenario system via carbon points, establishing a sustainable carbon inclusion mechanism that enables quantifiable and rewarding environmental behaviors. Breaking the traditional model of conceptual environmental advocacy, it realizes the fundamental transformation of green behaviors from “moral consciousness” to “value incentive”. By creating an accessible and tangible “revenue account” for public low-carbon participation, the platform effectively stimulates the endogenous driving force of green and low-carbon transformation across society.

Implementation Achievements of Green Space Scenarios：

Government Institution Scenarios: The Working Committee of Direct Municipal Government Organs of Rizhao has built the Government First Action scenario, attracting nearly 9,000 staff members to participate in relevant activities over 40,000 times. The Rizhao Municipal Government Offices Service Center has developed the Green and Low-Carbon Public Institution scenario, driving 80 public institutions in the city to implement and record four types of green office behaviors, including energy-saving renovation projects, green procurement (first-class energy-efficient equipment), new energy vehicles and charging piles, and online meetings, so as to boost energy conservation and carbon reduction in public institutions.

Education Scenarios: The innovative Green Journey environmental research and study scenario has built 101 scenic stations and established paired cooperation with 100 schools across the city. Centering on environmental science popularization, ecological restoration, research and study practice, and ecological cultural tourism, it has completed 4 batches of green space upgrading and launched 500 offline environmental education classrooms to carry out regular ecological education practices. Rizhao Vocational and Technical University has built a Zero-Carbon Campus scenario with 16 zero-carbon renovation projects, setting a benchmark for green and low-carbon campus construction. Shandong Water Conservancy Vocational College has established theGreen Sky Shield college student practice base and water-saving education venue, hosting more than 100 public education and practical activities annually.

Enterprise Scenarios: The State-owned Assets Supervision and Administration Commission of Rizhao has launched theGreen State-owned Enterprise scenario, covering nearly 10,000 employees from 102 municipal state-owned enterprises and setting up 11 ecological civilization publicity teams to leverage the leading role of state-owned enterprises in low-carbon development. The Rizhao Municipal Bureau of Ecology and Environment has organized 1,182 enterprises with pollutant discharge permits to participate in the Green Enterprise scenario construction, covering over 100,000 employees and facilitating the transformation and upgrading of the industrial sector. Rizhao Land Development Group has built the Oriental Digital Twin Carbon Neutral Platform, integrating 200 million enterprise data entries to realize the digital operation of corporate carbon assets, driving enterprises to shift from “passive compliance emission reduction” to “active low-carbon upgrading”.

Community Scenarios: The city has launched the Beautiful Rizhao photography exhibition at the domestic waste classification science popularization hall, equipped with waste classification interactive games and carbon point check-in stations. Smart recycling incentive outlets have been built for communities, enabling convenient low-carbon participation for residents in 66 communities and forming a user-friendly and scenario-based community carbon inclusion system. The Good Friends of Bailu Bay scenario has built an ecologically friendly community inhabiting 300 bird species. The Xiaocaopo Village has built practical demonstration bases for sewage fertilization treatment, composting for farmland returning and photovoltaic renovation, forming a carbon inclusion development model featuring zero-waste villages.

Financial Scenarios: Bank of Rizhao has constructed a green financial education venue and launched special green finance courses. Its Enjoy Benefits campaign covers all bank outlets in the city. The bank has carried out public welfare activities such as Benevolent Actions in bazaars and scenic spots to deliver inclusive financial services. The innovative Warm Xin Bazaar project allows residents to redeem agricultural products with carbon points, empowering rural ecological revitalization.

Travel Scenarios: Jointly launched by the Rizhao Municipal Bureau of Transportation and Rizhao Transportation Development Group, the Green Travel scenario has set up publicity facilities at 3,000 bus stops, 2,000 buses and 12,000 public elevators across the city, enabling automatic data collection of low-carbon behaviors including public transport rides, cycling and walking.

Catering Scenarios: The city has advanced the Clear Your Plate initiative scenario. The Rizhao Municipal Administration for Market Regulation has deployed 150,000 publicity points in catering stores citywide. The platform supports real-time carbon point acquisition through “clear plate check-in”, advocating a simple, moderate and green lifestyle for the public.

绿色空间实施情况：

机关：市委市直机关工委建设“机关先行”场景，吸引近9千名职工参与活动4万次；市机关事务服务中心建设“绿色低碳公共机构”场景，推动全市80个公共机构实施、记录节能改造项目、绿色采购（一级能效节能设备）、新能源汽车与充电桩、线上会议4项绿色办公行为，促进公共机构节能降碳。

教育：建设“唤绿之旅”环保研学场景，打造101旅站，与全市100所学校结对共建，围绕环保科普、生态修复、研学实践、生态文旅等核心内容，完成4批次绿色空间提质升级，开设线下实践“环保小课堂”500个，常态化开展环保教育实践活动。日照职业技术大学建设“零碳校园”场景，实施16个零碳项目改造，打造绿色低碳校园样板。山东水利职业学院建设“空中绿盾”大学生实践基地、节水教育场馆，年均开放活动100场次。

企业：市国资委建设 “绿色国企” 场景，覆盖市属 102 家国企单位职工近万人，成立 11 支国企生态文明宣传队，发挥国企低碳引领作用。市生态环境局组织排污许可证库 1182 家企业参与 “绿色企业” 场景建设，覆盖职工 10 万人，促进工业转型升级。市土地发展集团建设 “东方数智双碳平台”，整合数据2亿条实现企业碳资产数字化运营，推动企业从“被动合规减排” 到 “主动低碳提质” 转型。

社区：在生活垃圾分类科普馆开设“美丽日照”摄影展，设置垃圾分类趣味游戏、碳积分打卡点，建成社区资源回收智慧激励网点，让66个社区的低碳“触手可及”，打造便民化、场景化的社区碳普惠体系。“白鹭湾的好朋友”场景建设300种鸟类生态友好社区，打造小草坡村污水变肥水、垃圾堆肥还田、光伏改造等实践基地，构建“无废村庄”碳普惠发展模式。

金融：日照银行打造金融教育场馆，开设“绿色金融”小课堂，开展乐享汇活动实现全市支行网点的全覆盖，走进集市、景区等开展“俯身善举”等公益活动，提供普惠金融服务，开设“暖鑫集市”以碳积分兑换惠农商品，助力乡村生态振兴。

出行：市交通局、市交发集团打造“绿色出行”场景，在全市 3千个公交站点和2千辆公交车布设宣传点，全市公共电梯内布设宣传点1.2万个，实现公交、骑行、步行等数据自动获取。

餐饮：建设“光盘行动”场景，市市场监管局在全市餐饮饭店布设15万个宣传点，公众“光盘打卡”实时获取碳积分，倡导简约适度、绿色生活方式。

Project Outcome

First, build a national carbon inclusion mechanism featuring quantifiable and rewarding public environmental behaviors to boost ecological value transformation. Launched in 2023, the platform breaks the barriers of single-subject participation and integrates multi-party resources from governments, enterprises, schools, communities and other sectors. It converges public data from various fields and individual low-carbon behavior data. Adopting the emission reduction methodologies of the All-China Environment Federation and the Green Inclusion Platform, the platform quantifies and records public emission reduction behaviors, and establishes a tripartite “government + enterprise + individual” carbon ledger. It encourages universal public participation and realizes the inclusive sharing of ecological values.

Second, complete the construction of 30 practical scenarios and innovate an integrated model of green space development and public low-carbon behavior guidance. Based on the online platform, 30 offline carbon inclusion practice scenarios have been built, which deeply integrate the functions of urban green spaces with the guidance of public green behaviors and expand the application coverage of urban green spaces. The popularization rate of public environmental awareness has increased from 55% in 2022 to 90%, and the frequency of standardized environmental behaviors has risen by 41%, consolidating the social foundation for the city’s green and low-carbon transformation.

Third, explore the application path of carbon emission reductions to build a national demonstration model that empowers green development. In 2023, the Department of Science, Technology and Finance of the Ministry of Ecology and Environment held a national EOD training course in Rizhao to promote ecology-oriented development, achieving event carbon neutrality with 120 tons of public emission reductions generated by the “Carbon Benefit Rizhao” platform. In 2024, Rizhao was selected as one of the only seven national pilot cities for the all-round beautiful bay construction. Under the guidance of the Publicity and Education Center of the Ministry of Ecology and Environment, Rizhao hosted a national coastal clean-up campaign and launched “Guardian of the Sea”, the country’s first carbon inclusion scenario for marine ecological protection. In 2025, the Publicity and Education Center of the Ministry of Ecology and Environment held a national park publicity and education exchange event in Rizhao, officially recognizing the platform’s public emission reduction application model and issuing a carbon neutrality certificate, providing replicable experience for national carbon inclusion practice.

Fourth, build a coordinated “government-enterprise-finance” system to form a sustainable and iterative long-term operation pattern. The Rizhao Municipal Bureau of Ecology and Environment undertakes the overall planning of platform construction, scenario development and city-wide promotion. Bank of Rizhao is responsible for technical research and development and the implementation of green finance projects. The government takes the lead in opening up core links including public data access and low-carbon behavior quantification, while enterprises explore market-oriented operation mechanisms to comprehensively enhance the sustainable development capacity of the project.

二是建成30个实践场景，创新绿色空间建设与行为引导融合模式。依托线上平台，打造30个碳普惠线下实践场景，将绿色空间功能与引导使用者践行绿色行为深度融合，拓展城市绿色空间应用覆盖面，推动环保认知普及率由2022年的55%提升至90%，环保行为增长41%，夯实城市绿色低碳转型的社会根基。

三是探索减排量应用路径，打造激活绿色发展动能的全国示范样板。2023年生态环境部科财司在日照举办全国EOD培训班，推动生态导向开发模式，依托“碳惠日照”120吨公众减排量完成活动碳中和。2024年日照入选全国7个全域美丽海湾建设试点城市，在生态环境部宣教中心指导下承办海洋净滩活动，落地全国首个碳普惠海洋保护场景“海好有你”。2025年生态环境部宣教中心在日照举办全国园区宣教交流活动，平台公众减排量应用模式获官方认可并颁发碳中和证书，为全国碳普惠实践应用提供可复制经验。

四是搭建“政企金”协同体系，形成可持续可迭代的长效运行格局。市生态环境局统筹平台规划、场景建设与全域推广，日照银行负责技术研发与绿色金融落地，政府牵头打通数据接入、行为量化核心环节，企业探索市场化运营模式，全面提升项目可持续发展能力。

In 2023, as the only invited representative from the national ecologicalenvironment system, Rizhao delivered a casesharing speech at the CarbonIncentive Annual Conference hosted by the Publicity and Education Center of the Ministry of Ecology and Environment.

In 2024, it was invited to give a keynote speech at the CarbonIncentive Annual Conference of AllChina Environment Federation.Rizhao has carried out coordinated carbonincentive coconstruction with Harbin City and Luzhou City, and signed a cooperation agreement with CarbonBenefit Shandong to advance crossregional connectivity of carbonincentive benefits. The platform has attracted over 500,000 participants, registered more than 1 million emissionreduction activities, and recorded emission reductions exceeding 6,000 tons.Driven by scenariobased development, Shandong Iron and Steel Rizhao Co., Ltd. has been awarded the 3Alevel Industrial Tourism Attraction. Rizhao Steel opened its worldleading ESP production line;

APRIL Yasenbo was selected into the first batch of national environmentaleducation venues; environmental facilities across eight major industries have been opened to the public. Under the “JointSavingPower (eqi Jiedian)” initiative, China’s first municipallevel energysaving recognition certificate was issued, with saved electricity volume surpassing 40,000 kWh.

Rizhao Bank launched Shandong’s first “Financeplus” carbonaccount product, providing greencredit support worth RMB 26 billion, thus achieving a winwinwin outcome for ecological, economic and social benefits.Boosted by its core ecological competitiveness, Rizhao has been listed among China’s Top100 Cities, with ecologicalcontribution scores accounting for over 40 percent of its total evaluation points.
