Yinfan Community is situated in the southwest of Unit A, Xiongdong Area, Xiong’an New Area, Hebei Province. It comprises 11 residential quarters, 56 apartment buildings with 160 units and 2,969 housing sets. As of August 2026, 2,596 households with a total of 5,885 residents have moved in. Since residents resettled here in 2022, Yinfan Community has held 51 various greenthemed publicity events in total. Repurposing underused overhead floors in residential buildings, it has built a ZeroWaste Education Station. By making use of idle publicservice premises, a Circular Station has been established. Three BioAur compost bins and four worm towers have been placed in spare areas of the community. A residentled composting group has been cultivated to carry out regular kitchenwaste composting activities, encouraging more residents to adopt green lifestyles.

Ⅰ. Current Problems
Prior to project implementation, the community had no dedicated venues for zerowaste publicity and resource recycling, and transformable idle spaces remained vacant and wasted. Services were intended for all residents, merchants and property management staff in the community. Notable shortcomings existed in local environmental work: without exclusive venues for publicity and education, environmental science popularization was limited to posters and leaflets, resulting in monotonous forms and limited reach. Residents showed insufficient awareness of wastesorting with uneven participation levels. Elderly residents frequently held misconceptions about waste classification, while teenagers lacked practical environmentalprotection opportunities.(AI翻译)
Meanwhile, there were no standardized recycling collection points. Idle articles and recyclables were randomly stacked, causing severe resource waste, with no convenient channels for secondhand goods exchange and centralized recycling. In addition, kitchen waste and garden leaf litter were entirely transported offsite for disposal, leading to high treatment costs and heavy transportation pressure. Garbage accumulation tended to breed mosquitoes and insects and impair the community environment. Chemical fertilizers had to be purchased for greenspace maintenance, and a resourcerecycling system had not been established.
Ⅱ. Cause Analysis
The root cause lies in an imperfect zerowaste governance system within the community. Greater emphasis was placed on endstage waste collection and transportation rather than source reduction and resource recovery. Earlystage publicspace planning was crude; idle lots were not coordinated for utilization, and supporting facilities for publicityeducation, recycling and composting were absent.
Furthermore, regular environmentalprotection education and residentparticipation mechanisms were missing. Environmental outreach remained superficial, and no immersive, handson participation platforms were built. Consequently, residents lacked sound zerowaste awareness and struggled to develop resourcerecycling habits, preventing the formation of a closedloop community wastegovernance system.
Ⅲ. Improvement Objectives
Revitalize idle community spaces and build integrated facilities including a zerowaste education station, a circularresource station and composting installations. Popularize zerowaste concepts through regular sciencepopularization activities covering residents of all age groups. Set up platforms for idleresource recycling and exchange to realize resource reuse. Achieve onsite harmless treatment of kitchen waste and garden waste, and produce organic fertilizer for community greening. Reduce waste transportation and maintenance costs effectively, and establish a longterm governance model for community waste reduction and resource recycling.

项目实施前,社区无固定无废宣传与资源循环阵地,可改造闲置空间长期空置浪费,服务覆盖社区全体居民、商户及物业工作人员。社区环保工作存在明显短板:无专属宣教场地,仅依靠海报、传单开展浅层科普,形式枯燥、受众有限,居民垃圾分类认知薄弱、参与度参差不齐,老年群体分类误区多,青少年缺乏环保实践渠道。同时,社区缺少标准化循环回收点位,居民闲置物品、可回收物随意堆放,资源浪费严重,无旧物置换、集中回收的便民渠道。此外,厨余垃圾、园林落叶全部依赖外运清运,处理成本高、运力压力大,且垃圾堆积易滋生蚊虫、影响园区环境,社区绿化养护需外购肥料,未形成资源循环利用模式。
二、原因分析
核心原因是社区无废治理体系不完善,重垃圾末端清运、轻源头减量与资源化利用。前期公共空间规划粗放,闲置空地未统筹利用,缺乏宣教、回收、堆肥配套设施。同时,常态化环保宣教和居民参与机制缺失,环保科普流于形式,未搭建沉浸式、实操性参与平台,导致居民无废意识薄弱、资源循环习惯难以养成,社区垃圾治理无法形成闭环。
三、改进目标
盘活社区闲置空间,一体化建设无废宣教站、循环驿站与堆肥设施。通过常态化科普活动覆盖全年龄段居民,普及无废理念;搭建闲置资源回收、置换平台,实现资源循环利用;就地无害化处理厨余、园林垃圾,自制有机肥用于社区绿化,有效降低清运与养护成本,构建社区垃圾减量、资源循环的长效治理模式。

Ⅱ. Project Implementation
As a resettlement community in Xiong’an New Area, Yinfan Community was confronted with practical challenges during the resettlement transition period, including unauthorized vegetableplanting on green belts, mixed waste disposal, and a prominent “onlooker mindset” among residents. The Community Party General Branch launched the “Green Yinfan, ZeroWaste Homeland” project, which was carried out in three key phases: preparation, onsite implementation, and indepth operation.
Preparation Phase (Project Initiation)
Stakeholders included the Community Party General Branch, Party Branches, Party Groups, and Partymember household representatives. In terms of resource allocation, a special task force for zerowaste initiative was set up with personnel and task lists formulated. A management system featuring weekly coordination meetings, monthly inspections and quarterly reviews was put in place.
Main challenges: Resettled residents had not yet adjusted their lifestyles and showed low recognition of environmental governance. They regarded environmental improvement solely as the community’s responsibility, resulting in low public willingness to participate.
Solutions: A fourlevel linkage mechanism of “Party General Branch — Party Branch — Party Group — Partymember household representatives” was established. Party members were required to take the lead in four key aspects. Party members were assigned to take charge of specific buildings and households. By leveraging Partymember demonstration, the onlooker mentality among residents was dispelled, laying a solid organizational foundation under Partybuilding leadership.
Onsite Implementation Phase (Venue and Facility Construction)
Participants covered the Community Young Working Committee, local schools, professional environmentalprotection institutions, Partymember volunteers, students and their families.
Resource allocation: “BioAur” compost bins were deployed across three residential compounds, together with worm towers. A zerowaste education station and a zerowaste playground were completed. Space was allocated for the Circular Station, whose daily operation was entrusted to resident Party members.
Main challenges: Residents lacked familiarity with kitchenwaste recycling technologies; conventional publicity yielded limited results and could hardly reshape household living habits.
Solutions: Professional institutions were engaged to provide technical guidance for composting and wormtower operation. The “Little Hands Pull Big Hands” campaign was rolled out: students acted as household environmental supervisors, and an “EcoGuardian” selection activity was held to drive behavioural changes within families through children. The Circular Station offered secondhand item exchange and clothingrepair services, turning abstract concepts into tangible services accessible to residents.
Indepth Operation Phase (Formation of Volunteer Autonomy System)
Participation expanded to buildinglevel volunteers and representatives of ordinary resident households.
Resource allocation: Volunteer posts covering compost maintenance, wormtower feeding and educationstation guided tours were opened, forming a threelevel volunteer service network.
Main challenges: At the early stage, fewer than 10 % of residents took practical part in activities. Posts were mostly filled by Party members, with insufficient spontaneous public engagement.
Solutions: A resident rotatingduty system was introduced. Incentives such as organicfertilizer rewards and fun parentchild activities boosted participation appeal. Themed practical activities were held on an ongoing basis to reach more households. Ordinary residents were encouraged to take over volunteer posts. A shift was achieved from “community doing while residents watch” to “residents discussing and residents acting”, advancing zerowaste governance toward residentled autonomy.

落地推进节点(阵地与设施建设阶段):参与主体包括社区少工委、辖区学校、专业环保机构、志愿者、学生及家庭。资源配置:在 3 个小区配置 “碧奥然” 堆肥桶,引进蚯蚓塔设施,建成无废宣教站、无废游乐场,划拨场地打造循环驿站,委托志愿者居民负责日常运营。本阶段遇到问题:厨余垃圾资源化技术居民不熟悉;传统宣传教育效果差,难以改变家庭生活习惯。解决方式:引入专业机构提供堆肥、蚯蚓塔技术指导;实施 “小手拉大手”,发动学生担任家庭环保监督员,开展 “环保小卫士” 评比,以孩童带动家庭转变习惯;循环驿站开展旧物互换、旧衣修补服务,把抽象理念转化为居民可体验的实体服务。
深化运营节点(志愿自治体系成型阶段):参与主体扩展至楼栋志愿者、普通居民家庭代表。资源配置:开放堆肥维护、蚯蚓塔投喂、宣教站导览等岗位,搭建三级志愿服务网络。遇到问题:初期居民动手参与率不足 10%,岗位主要依靠志愿者支撑,群众主动参与不足。解决方式:推行居民轮值制度,以有机肥回馈、趣味亲子活动提升吸引力,持续开展主题实践活动,逐步扩大覆盖家庭,引导普通居民认领岗位,完成从 “社区干、居民看” 向 “居民议、居民干” 过渡,推动无废治理走向居民自治。
Adopting the “Three Focuses for Three Scenarios” approach, the project has delivered remarkable beforeandafter improvements demonstrated by quantifiable data.
Participation: Before the project, less than 5 % of residents took initiative to participate, with very few households involved. After implementation, the participation rate rose to over 65 %, covering more than 300 households, and the total volunteer service hours exceeded 1,200 hours.
Space and Services: Previously, public green spaces suffered from unauthorized vegetable-planting. There were no venues for environmental education or platforms for idle-item circulation. Following the project, a zero-waste education station, zero-waste playground and circular-resource station have been built. Over 80 idle items have been exchanged and more than 50 pieces of old clothing repaired. Compost bins have produced 80 kilograms of organic fertilizer for the shared community garden and resident households. Irregularities in public green areas have been effectively rectified.
Governance Model: In the initial stage, governance relied mainly on one-sided community administration, and most residents remained mere onlookers. Afterwards, a resident rotating-duty system and a three-level volunteer network have been established to realize “residents serving residents”. Governance efficiency has been greatly improved, and residents are far more active in giving feedback.
Mechanism Innovation: An innovative model integrating the four-level Party-building linkage and three-level volunteer service network has been put in place, with mechanisms for Party-member household outreach and resident rotating duty.
Technical Innovation: Low-cost on-site kitchen-waste treatment technologies using compost bins and worm towers have been locally adapted, which are suitable for promotion in resettlement communities.
Collaborative Innovation: Multi-party collaboration has been achieved among the community, the Young Working Committee, local schools, professional institutions and Party-member residents.
Model Innovation: The “Little Hands Pull Big Hands” family-chain mobilization model has been explored, whereby children engage their families and generate influence across residential buildings.

项目具备长期运行与可复制条件:已形成周调度、月排查、季复盘、居民轮值的常态化运行机制,堆肥维护、驿站运营均建立居民自主运维流程。总结提炼生态惠家、家庭参与、绿色社区三条经验,不依赖高额投入,适配回迁安置类社区,可向外复制推广。

Ⅳ. Impact of Achievements
EcologicalEnvironmental Value
Part of household kitchen waste is locally treated via compost bins and worm towers to realize onsite resource recovery. A total of 80 kilograms of organic fertilizer has been produced, cutting the volume of kitchen waste for collection and disposal and lowering energy consumption in waste transportation. The organic fertilizer is reused in the community shared garden, reducing purchases of commercial chemical fertilizers and improving community soil conditions. At the CircularResource Station, more than 80 idle items have been circulated and over 50 pieces of used clothing repaired. This extends product lifespans, reduces waste generation, delivers sourcebased waste reduction and eases the community’s solidwaste disposal burden. The popularization of zerowaste concepts has also improved residents’ overall standardization of wastesorting behaviour.
Social Impacts
Residents’ voluntary participation rate has increased from less than 5 % to over 65 %. More than 200 Partymember participants and over 150 resident participants have taken part in volunteer services, with total volunteer hours exceeding 1,200. The project facilitates the transition of resettled villagers toward modern urban residents. It has developed a practical paradigm integrating zerowaste governance and residentled autonomy for resettlement communities, serving as a demonstration model for similar resettlement communities in Xiong’an New Area. Relevant practices have been reported by China News Service and Jiyun Client, expanding public outreach for zerowaste development and fostering a neighbourhood atmosphere of mutual assistance.

Ⅴ. Evaluation and Honors
In terms of feedback from service recipients, the project has won wide recognition among Yinfan Community residents. The CircularResource Station is known among residents as a “WarmHeart Corner”. Practical initiatives such as composting and wormtower activities are wellloved by children. Many residents have voluntarily signed up for volunteer rotatingduty posts, and residents’ sense of belonging and gain have been significantly enhanced. Complaints concerning unauthorized vegetableplanting on green belts and mixed waste disposal have dropped markedly.
From the internal evaluation perspective, the Community Party General Branch holds that the project identifies a practical entry point for the civic transformation of resettlement communities. The “Three Focuses for Three Scenarios” working method is highly implementable. It effectively addresses the governance challenge of low resident participation in resettlement communities, and has initially built an autonomy pattern of “residents discuss, undertake and manage their own affairs”. It represents a valuable exploration for grassroots governance innovation.
Regarding thirdparty media coverage, the series of ecothemed activities carried out by the project have been publicly reported by China News Service and Jiyun Client, promoting and publicizing the integrated practice of zerowaste development and residentled autonomy in resettlement communities of Xiong’an New Area.
